This study focuses on not only the institutional and environmental effects which had been recognized as determinants of policymaking but also the leader effect in order to examine from a three-dimensional perspective reasons for differences in the results of fiscal operations of local governments. This paper also aims to present additional arguments regarding the claim that local finance is a simple result of central regulations or policy changes.
The purposes of this study are as follows. First, it attempts to investigate in detail the impact of leaders on local government fiscal policy. Second, it aims to build on research of the relationship between leaders’ personal characteristics and policy decisions by adopting socio-economic status as a key variable for the first time in Korea. Finally, it attempts to identify new implications by combining the determinants of public policy and a sociological approach in which individuals understand the subjective meaning of their behavior and their causal relationships.
For this research, the size of debt and redistribution spending were selected as the dependent variables from among various fiscal operational factors which local government leaders control and coordinate. It can be considered that the leaders’ fiscal operation philosophy is reflected in their debt and redistribution spending policy. The size of debt is a standard to determine the financial status of a government. When there is a high probability that the local government debt will increase due to indiscriminate development and competitive expansion policy, as in the case of Korea, harmful effects caused by the abuse of debt are likely to occur. Debt accumulation and excessive debt eventually affect intergenerational equity and impose a burden on future generations. Redistribution spending, which is directly related to the quality of life of local residents, can be seen as a factor that deepens the gap in local welfare depending on each local government head’s perspective on welfare.
It was assumed that the corresponding approach to the two levels of fiscal decisions would differ depending on the social status of local government leaders. This assumption was based on the theory that individuals’ value judgments and behaviors are connected with the status-specific habitus. Thus, social status is a key concept in identifying the incentive and motivation of human behaviors. Based on this theory, this study predicted that social status would influence leaders’ responses to specific situations. It analyzed that there is a difference in the fiscal spending policy between high status leaders and low status leaders because of different time horizons depending on their social status. The different time horizons determine whether they employ ‘futuristic/long-term’ or ‘present responsive/short-term’ policymaking decisions.
An empirical analysis was conducted of elections starting from the first election by popular vote in 1995 to the most recent local election in 2010 held in 16 cities and provinces including Seoul. It was found that high-status leaders had a relatively long-term perspective and a more active response to the factors which would cause a potential financial burden in the future, such as continuous increases in spending and debt. In addition, they preferred redistribution policies which would ensure future human/cultural resources despite such policies not helping the current economy. Therefore, it was confirmed that not only macroscopic discussions(such as system-related ones) but also microscopic discussions(such as questions of who exercises power regarding resource allocation and under which values) should be taken into account in the fiscal policy discussions of local governments.
