중요도-활용도 분석을 활용한 국유림경영계획 담당자 인식 조사 = Importance-Performance Analysis of the Perceptions of Officials Regarding National Forest Management Plans

국문 초록 (Abstract)

본 연구는 중요도-활용도 분석(Importance-Performance Analysis, IPA)을 통해 국유림경영계획 업무의 중점 개선항목을 도출하는 것을 목적으로 한다. 이를 위하여 국유림경영계획 업무의 전⋅현직 담당자를 대상으로 국유림경영계획업무에 관한 인식과 세부업무별 중요도 및 활용도를 조사하였다. 분석결과, 제1사분면 영역(유지강화)에서는 주로 임목관리를 중심으로 한 산림경영활동과 관련된 업무가 도식되었다. 반면 제3사분면 영역(업무간소화)에서는 주로 임목관리 외산림의 사회적, 환경적 기능 유지를 위한 업무들이 도식되었다. 제1사분면의 업무는 중요도와 활용도가 모두 높은 업무로지속적으로 유지⋅강화할 필요가 있다. 반면 제3사분면에 속한 업무는 중요도가 상대적으로 낮고 업무 활용도 역시 낮은업무로 중장기적으로 제한적인 자원의 투입과 업무 간소화 등 다각적인 방안을 강구할 필요가 있을 것으로 보인다.

다국어 초록 (Multilingual Abstract)

This study aims to analyze the importance and performance of tasks associated with national forest management plans. To this end, we surveyed former and current officials responsible for these plans. The survey focused on the participants' perceptions of the significance and performance of specific tasks. The importance-performance analysis revealed that forest management activities related primarily to timber management were positioned in the first quadrant (keep up the good work). In contrast, tasks beyond timber management that concerned maintaining the social and environmental functions of forests were positioned in the third quadrant (low priority). The tasks plotted in the first quadrant were characterized by high importance and performance and necessitated continuous maintenance and enhancement. Conversely, tasks mapped in the third quadrant exhibited lower importance and performance and required multifaceted strategies such as limiting resource allocations and simplifying processes in the mid-to-long term.
