도서관 자원을 기반으로 한 문화예술교육 강화 방안 연구 = A Study on the Culture & Arts Education Reinforcement Plan based on Library Resource

The library is a complex cultural space which unfolds Culture & Arts Education based on library resource. The Culture & Arts Education supports creativity development which drives national competitiveness and social development in future education and so its importance is being magnified. In ？Culture & Arts Education Act？ revised in Feb. 2008, however, there was no remarks on the library from the aspects of School Culture & Arts Education and Social Culture & Arts Education; ？2006 Culture & Arts Education Policy White Paper？ issued in 2007 also deals with cultural infrastructure except the library.
We can see that, throughout this study, the library is a Culture & Arts Education facility and has performed Culture & Arts Educational programs with human resources in Culture & Arts Education, the librarian. In addition, as government states that it will use regional cultural resource including the library as the infrastructure of Culture & Arts Education through mid？]term activation strategy for Culture & Arts Education, the library needs to reinforce Culture & Arts Education.
The library can conduct discriminated Culture & Arts Education from other institutions by connecting its possession data, the books and reading activity based on library？fs resources of facility, human resource and program, and there are reinforcing methods for Culture & Arts Education as below.
First, to reinforce Culture & Arts Education based on the library facility, the libraries can share limited resource of each library through cooperation between public library and school library, cooperation between public library and university library, network of entire library within a region, and connection with regional cultural infrastructure.
Second, the library facility shall be a complex cultural space where the reading and cultural arts coexist. Especially, school library and university library can reinforce Culture & Arts Education by reinforcing its cultural function centered on reading education.
Third, the Culture & Arts Education can be reinforced by operating dedicated library in Culture & Arts Education for collecting and using relative information and data to Culture & Arts Education and for building network as an example of the arts educational information library installed in the Nallan Arts Center which n andregional Culture & Arts Education supporting center of Seoul Cultural Foundation.
Fourth, to make library staffs have specialty in the Culture & Arts Education, job professionalism in operating cultural program and thematic professionalism in Culture & Arts Education shall be reinforced, and special librarians in Culture & Arts Education shall be trained. Voluntary efforts of librarians in charge of Culture & Arts Education program are important; moreover, library？fs own special Culture & Arts Education program shall be performed and such education shall be able to be planned, analyzed and evaluated, and political decision is thereby required.
Besides librarians, director, administrative staffs and technical staffs of the library should recognize the importance of Culture & Arts Education program and there should be active support to secure and use sufficient library resources.
Fifth, the Culture & Arts Education program of library is not behind that of American library quantitatively but qualitatively. Therefore, the library, as a complex cultural space, should evaluate the existing cultural program, develop qualitatively excellent cultural program, and support them.
I hope the Culture & Arts Education based on the library resources can be reinforced throughout these methods so that public library and special library can activate Social Culture & Arts Education, and school library and university library can activate School Culture & Arts Education. In addition, I hope we can reinforce cultural sensitivity and creative ability through complex experience in books, reading and cultural arts so that true value of Culture & Arts Education can be realized.
