In the review of Korean Catholic churchs' social welfare work activities, it is found that Korean catholic churches were more active in the early stage of Korean Catholic at the level of local church. In the current trend of local church's expansion in the sense of the number and size, however, it is also true that the devotion of each church to the local community is considered relatively less than ever. Therefore, it is doubted whether or not the catholic believer's consciousness and practice on the welfare is increasing in accordance with the increase of the number of church.
Moreover, the current trend of the more emphasized role of government and citizen group, compared to the past, in the social welfare practice weakens the role of the church. In this sense, the current society and culture stimulates the church regarding the role in the welfare practice.
This study aimes to be a useful guideline for the believers by analyzing the believer' attitude on the social welfare. It also aims to understand how much the religione affects the formation of the welfare consciousness in order to increase the social welfare at the level of parish, and to understand how much the religious life contributes to the activation of the social welfare practice.
This study draws conclusions as follows by posing and analyzing questionnaires to 700 catholic believers in Inchon Diocese.
First, more active and concrete action for the social welfare is required in the basis of the opinion explaining the responsibility of the church to the social welfare.
Second, the encouragement of social welfare consciousness through the continuous and professional education is seriously required for the activation of social welfare at the level of local church.
Third, it is required to fulfill the desire of social welfare practice by providing various opportunities with regard to the believers' will of participation. In doing so, the belief and the love will be enhanced and those enhanced belief and love will increase the will of participation. The fore-mentioned efforts will be the important cornerstone for the more systematic social welfare in the local community in the end.
