제대군인 대학생의 대학생활 적응지원 정책 인증제 도입방안 연구 = A Study on How to Introduce a Certification System to Support Discharged Students' Adjustment to College Life

국문 초록 (Abstract)

대한민국은 징병제 국가로서 의무복무 제대군인의 83%이상이 대학 재학시 입대하여 전역 이후에 다시 대학으로 복학하는 현실이다. 따라서 이들이 복학 이후에 대학생활에 잘 적응하여 학업과 역량개발에 매진하도록 대학의 역할은 매우 중요하다. 이에 연구의 목적은 제대군인이 대학에 복학한 이후 적응과 성장을 지원하는 사례 분석과 정책 인증제 도입 방안에 관한 연구이다. 이에 따라 문헌분석과 외국군과 국내 일부 대학에서 실시하고 있는 사례분석을 통해 대학생활 적응 지원제도의 시사점을 도출하고 정책 인증제 도입을 위한 전문가 15명을 대상으로 AHP 설문을 실시하였다.
연구 결과는 다음과 같다. 첫째, 제대군인 대학생 지원 정책은 채용시험 응시 상한연령 연장, 군 경력 인정이 대표적이며, 기타 군복무 국민연금 지원제도, 국비진료, 군 복무경험 학점인정, 군 복무 크레딧 등이 있다. 둘째, 외국군은 전역 이후 사회에 안정적 정착을 국가가 책임지고 지원하고 있다. 이를 위해 관련 법령을 구체적으로 발전시켜 분야별 명확한 지원을 하고 있다. 셋째, 국내대학의 사례에서 나타난 시사점은 복학생들에게 학습, 진로, 대인관계, 개인의 심리, 정서지원, 학사안내 등 다양하게 지원하고 있다. 넷째, 인증제 도입에 대한 AHP분석결과 의견은 학생지원, 학사관리, 홍보 및 제대군인 관련 제도 시행 순으로 나타났다.
연구결과 시사점은 정책 도입의 한계점으로는 장기적인 관점에서 접근해볼 때 본 제도의 참여를 위한 저변 확대가 필수적이다. 특히 여성단체와 여자대학, 정부부처 간의 협의와 공감대 형성이 중요하다. 본 연구결과는 제대군인 병역의무를 마친 남성에게만 해당하는 제도가 아닌 국가와 안보를 위해 희생한 국민(대학생)에게 보편적이고 정당한 지원제도로 발전시켜야 할 것이다.

As a country with a conscription system, the Republic of Korea sees over 83% of its conscripted discharged soldiers having enlisted while enrolled in university, returning to campus to resume their studies after completing their military service. Therefore, it is crucial for universities to play a significant role in helping these students readjust to campus life and fully engage in their academic and personal development.
Accordingly, the purpose of this study is to analyze cases and explore the introduction of a policy certification system to support the adjustment and growth of discharged soldiers who return to university after completing their military service. To this end, a literature review and case analysis of programs implemented by foreign militaries and selected domestic universities were conducted to identify implications for support systems that aid in university adjustment. Additionally, an AHP (Analytic Hierarchy Process) survey was carried out with 15 experts to examine the feasibility of introducing a policy certification system.
The findings of the study are as follows: First, representative support policies for returning student veterans in Korea include extending the age limit for civil service exams and recognizing military experience as career credit. Other support measures include national pension contributions during military service, government-funded medical treatment, academic credit for military experience, and military service credit systems. Second, in foreign military systems, the state takes responsibility for ensuring the stable reintegration of veterans into society after discharge. To achieve this, relevant legislation has been systematically developed to provide clear and structured support across various sectors. Third, case studies of domestic universities reveal that a wide range of support is provided to returning students, including academic guidance, career counseling, interpersonal relationship support, psychological and emotional assistance, and general academic administration services. Fourth, the results of the AHP (Analytic Hierarchy Process) analysis regarding the introduction of a certification system ranked the priorities in the following order: student support, academic management, promotion/public relations, and implementation of systems related to discharged soldiers.
The implications of the research findings highlight the following: One of the limitations in introducing the proposed policy is the need to broaden its base of participation from a long-term perspective. In particular, building consensus and cooperation with women's organizations, women's universities, and relevant government ministries is essential. The findings of this study suggest that the proposed system should not be limited to male students who have completed mandatory military service. Instead, it should be developed into a universal and legitimate support policy for all student citizens who have made sacrifices for the nation and its security.
