The meaning of 'life with children' is changing to married couples. Due to the increasing economic burden, the values to prioritize life quality, and to have a balance between work and family, many couples nowadays tend to choose to have one child. According to an announcement by Presidential Committee on Aging Society and Population Policy(2024), the younger the age, the weaker the perception that 'Having children is necessary’
Parents' values and perceptions of their children can be conceptualized as 'Parentood perception'. Parenthood refers to the state of becoming a parent by giving birth to a child, so Parentood perception refers to the process or outcome of accepting and interpreting the state of having children. There is a limit to increasing the fertility rate with simple economic support or policy approaches, and more effective policy directions can be sought by identifying urban environmental factors for forming positive parenthood perception.
The purpose of this study is to examine the changes in parenthood perception oduring different periods of child growth, and to discuss the direction of creating an urban environment for the formation of positive parenthood perception. For the analysis, data from the 1st (2008) to the 13th (2020) of the 「Panel Study on Korean Children」. parenthood perception was examined by dividing it into 'value of children' in infancy and 'work-parenting gains' in childhood. Through longitudinal analysis of the period of child rearing after childbirth, the effect of the community environment surrounding parents with children on parenthood perception is demonstrated. Through this, importance of creating an urban environment for parenting is emphasized rather than focusing on the government's policy to increase the fertility rate itself. The concept of spatial inclusion defined in this study is specifically conceptualized in accordance with the parenting conditions, and is defined as 'an environment in which households with children have the right to freely access safe residential environment and local infrastructure and communicate with neighbors'. While existing research has focused on expanding childcare support facilities such as daycare centers and kindergartens, this study examines the impact of public open space such as parks, playgrounds, and walking trails. The main results of the analysis are as follows.
First, the urban environment does not directly affect subsequent childbirth, but has an indirect effect through parenthood perception. This suggests that the improvement of the urban environment can act as a key element of the policy to respond to low birth rates, and emphasizes the need for policy interventions that can strengthen and change parenthood perception. These results show that the creation of an urban environment needs to be designed to promote positive parenthood perception and support the formation of mutual support relationships among caregivers in the community. In particular, it suggests that the policy direction needs to be shifted beyond economic support, centered on individual households such as childcare support, to create an urban environment that can improve the quality of life with children.
Second, in the same context as previous studies' recognition of problems that the difficulty of parenting stems from the isolation of caregivers, we focused on the impact of public spaces among local infrastructure to alleviate the isolation of caregivers and form positive parenthood perception. As a result of analyzing the parenting period by dividing it into infancy and childhood according to the family life cycle theory, it was confirmed that the convenience of access to public spaces had a positive effect on parenthood perception in both periods. This suggests that the use of public spaces plays an important role in strengthening caregivers' social participation and forming a positive attitude toward life with children.
Third, the public space within the walking distance acts as an important factor in promoting the formation of mutual support relationships between caregivers. Parents of infants and toddlers actively use public spaces near childcare support facilities, naturally get an opportunity to interact with other caregivers, and form mutual support relationships through repeated encounters. In the case of parents of childhood, they also have opportunities for exchanges between caregivers in the region, centering on public spaces. In particular, public spaces in apartment complexes provide a favorable environment for the formation of mutual support relationships between caregivers. In addition, social support relationships between caregivers in childhood play an important role in supporting work-family balance and forming positive perceptions of parental roles.
This study is significant in that it has revealed that public spaces in the region are important media for promoting interaction between caregivers and the establishment of a support system through a mixed research method. It is also meaningful in that it explained the relationship between the need for public spaces and the subsequent childbirth within marriage households throughout the parenting period. The study conducted an analysis focusing on the formation of exchange opportunities between caregivers, focusing on public spaces such as parks, playgrounds, and walking trails. This approach has a limitation in that exchanges within the region are limited only to relations between caregivers, and the formation of various support relationships in the region is not sufficiently considered. Therefore, it is necessary to comprehensively explore the effects of social support relations, including exchanges between various generations, beyond exchanges between caregivers in subsequent studies.
결혼한 부부에게 있어‘자녀와 함께 하는 삶’에 대한 의미가 변화하고 있다. 경제적 부담 증가, 삶의 질 중시, 일과 가정의 균형을 중시하는 가치관 확산 등의 영향으로 많은 부부가 한 자녀를 선택하는 경향이 뚜렷해지고 있다. 저출산·고령사회위원회(2024)의 발표에 따르면 연령이 낮을수록‘자녀는 꼭 있어야 한다’는 인식이 약해지는 추세를 보인다.
부모의 자녀에 대한 가치관과 인식은‘부모됨 인식’으로 개념화할 수 있다. 부모됨(Parenthood)이란 아이를 출산하여 부모가 되는 상태를 이르는 말이므로, 부모됨 인식(Parenthood Perception)이란 자녀를 가지게 된 상태를 받아들이고 해석하는 과정이나 결과를 뜻한다. 단순한 경제적 지원이나 정책적 접근만으로는 출산율을 높이는 데 한계가 있으며, 긍정적 부모됨 인식 형성을 위한 도시환경 요소를 파악함으로 인해 더욱 실효성 있는 정책 방향을 모색할 수 있다.
본 연구는 자녀 성장 시기에 따라 양육자의 부모됨 인식 변화를 살펴보고, 긍정적 부모됨 인식 형성을 위한 도시환경 조성의 방향에 대해 논의하고자 한다. 분석에는 육아정책연구소에서 발표한 「한국아동패널」의 1차(2008년) 자료부터 13차(2020년) 자료를 사용하였다. 부모됨 인식은 영유아기 부모의‘자녀가치 인식’과 아동기 부모의‘일-가정 양립 인식’으로 구분하여 살펴보았다. 출산 이후 자녀 양육시기 종단 분석을 통해 아이를 가진 부모를 둘러싼 지역사회 환경이 부모됨 인식에 미치는 영향을 실증한다. 이를 통해 정부의 정책이 출산율을 높이는 것에 초점을 맞추기보다는 양육을 위한 도시환경 조성이 보다 근본적으로 중요함을 강조한다. 본 연구에서 정의한 ‘육아포용적 도시환경’은 공간적 포용성(Spatial Inclusion) 개념을 육아 조건에 맞게 구체적으로 개념화한 것으로서, ‘아이를 가진 가구가 안전한 주거 환경과 지역인프라에 자유롭게 접근할 수 있는 권리를 가지고 이웃과 소통하는 환경’으로 정의된다. 기존 연구가 어린이집, 유치원과 같은 육아 지원시설의 확충에 집중해 왔다면, 본 연구에서는 공원, 놀이터, 산책로 등과 같은 공공 공간(Public Space)의 영향을 살피고 있다. 분석의 주요 결과는 다음과 같다.
첫째, 도시환경이 후속 출산 이행에 직접적인 영향을 미치지 않지만, 부모됨 인식을 매개로 간접적인 영향을 미친다. 이는 도시환경의 개선이 저출산 대응 정책의 핵심 요소로 작용할 수 있음을 시사하며, 부모됨 인식을 강화하고 변화시킬 수 있는 정책적 개입의 필요성을 강조한다. 이러한 결과는 도시환경 조성이 긍정적 부모됨 인식을 촉진하고, 지역사회 내 양육자 간 상호지지 관계 형성을 지원하는 방향으로 설계될 필요가 있음을 보여준다. 특히, 정책 방향이 보육비 지원과 같은 개별 가구 중심의 경제적 지원을 넘어, 자녀와 함께하는 삶의 질을 향상할 수 있는 도시환경 조성으로 전환될 필요가 있음을 시사한다.
둘째, 육아의 어려움이 양육자의 고립에서 비롯된다는 기존 연구들의 문제 인식과 같은 맥락에서, 양육자의 고립을 완화하고 긍정적인 부모됨 인식을 형성하기 위해 지역인프라 중 공공 공간의 영향을 주목하였다. 양육기를 가족 생애 주기 이론에 따라 영유아기와 아동기로 구분하여 분석한 결과, 두 시기 모두에서 공공 공간의 접근 편의성이 부모됨 인식에 긍정적인 영향을 미치는 것이 확인되었다. 이는 공공 공간의 활용이 양육자의 사회참여를 강화하고, 자녀와 함께하는 삶에 대한 긍정적인 태도를 형성하는 데 중요한 역할을 한다는 점을 시사한다.
셋째, 보행권 내의 공공 공간은 양육자 간 상호지지 관계 형성을 촉진하는 중요한 요인으로 작용한다. 영유아기 부모는 육아 지원시설 인근의 공공 공간을 활발히 이용하며 자연스럽게 다른 양육자들과 교류할 기회를 얻고, 반복적인 만남을 통해 상호지지 관계를 형성한다. 아동기 부모의 경우에도 공공 공간을 중심으로 지역 내 양육자 간 교류의 기회를 갖는다. 특히, 공동주택 단지 내의 공공 공간은 이러한 양육자 간의 상호지지 관계 형성에 유리한 환경을 제공한다. 또한 아동기 양육자 간의 사회적지지 관계는 일-가정 양립을 지원하고, 부모 역할에 대한 긍정적 인식을 형성하는 데 중요한 역할을 한다.
본 연구는 혼합연구 방식을 통해 지역 내 공공 공간이 양육자 간의 상호작용과 지지 체계 구축을 촉진하는 중요한 매개체임을 밝혀냈다는 점에서 의의를 지닌다. 또한 양육기 전반에 걸쳐 공공 공간의 필요와 혼인 가구 내 후속 출산 이행과의 관련성을 설명했다는 점에서 의미가 있다. 연구는 공원, 놀이터, 산책로와 같은 공공 공간을 중심으로 양육자 간 교류 기회 형성에 중점을 두어 분석을 진행했다. 이러한 접근은 지역 내 교류를 양육자 간의 관계로만 국한하여, 지역 내 다양한 지지 관계 형성을 충분히 고려하지 못한다는 한계를 가진다. 따라서 후속 연구에서는 양육자 간 교류를 넘어 다양한 세대 간 교류를 포함한 사회적지지 관계의 영향을 종합적으로 탐구할 필요가 있다.
