국내 그린케어농업 운영실태 심층 분석 = In-depth Analysis on Green Care in Agriculture of Korea

Green care that combines agricultural sector with social care sector creates mutual synergistic effects such as improvement of physical and mental health, social integration by education and employment, and the diversification of agricultural activities, and now is situated as a significant agricultural activity field. Being spurred by recent rapid development of green care in the European Union member states, Korean government is planning to promote the state-funded project. However because green care in Korea is in an early stage, its present condition has never been grasped adequately until now. In this regard, this study investigates the basic operational situations and business characteristics of green care case farms in Korea through the in-depth interview on care farmers, and then draws its policy implications and development directions. Considering benchmarking points of the case studies, this study aims at providing the basic information required for the earnest introduction and implementation of the government`s green care promotion project.
This study is composed of 3 stages. In stage 1, the concepts, purposes, values, benefits, outcomes and domestic and foreign present situation in respect to green care are analysed. In stage 2, the field survey/in-depth interview and analysis on representative cases of green care in Korea are carried out. In stage 3, after integrating analysis results, implications and something significant regarding operation of green care are drawn and development directions are suggested.

Main findings from the study are summarized as follows;

The success of representative cases of green care in Korea is caused by the operators’ sincere attitude and serviceabilities, strong activation, efforts for obtaining the sectoral specialities, and good natural environment in-and-around farm. 3 main reasons are described as follows; First, operators of green care build a strong bond with users through the careful concerns respecting needs of clients, continuous interest, creating atmosphere of communication and freedom, etc. Second, operators of green care are possessing the active mind and entrepreneurial spirit for success of green care project. Especially, they are concentrating efforts to obtain the specialities of care service field by using networks with experts or getting certificates related care field. Third, case farms are commonly located in places having clean natural environment and regard soil as an important theme. Particularly, operators put emphasis on the contact with natural environment and have the opinion that steps on soil show therapeutic effects.

Based on success factors confirmed by this study, directions for development of green care in Korea are as follows; First, as operators of green care are farmers fundamentally, the basic education and training programs related to care, therapy, treatment and social welfare sectors have to be arranged to develop business abilities of green care. Second, to supplement the speciality in the care field, utilization of diverse manpower pool is necessary by constructing networks and partnership with specialized institutions. Third, because farms have fundamental risk elements such as domestic animal diseases, agricultural machinery accidents, they have to pay attention to creation of safe environment. Fourth, the measures to raise social awareness of green care service and care for socially vulnerable group and supporting policies to establish green care have to be prepared in the near future.

Now, rural tourism field is coming to the stage of maturity and sixth industrialization in agriculture is proceeding firmly in Korea. Also the potential for development of green care is sufficient, for example the Korean oriental medicine and informal folk treatment which have focus on the natural reparative power through the long traditional history. In this respect, if the care field is effectively combined with the existing rural tourism field and sixth industrialization in agriculture, green care looks forward to function as the important growth engine for rural development in the future.

국문 초록 (Abstract)

그린케어는 농업 부문과 사회보호 부문이 상호 보완적으로 결합되어, 신체 및 정신 건강 증진, 교육 및 고용에 의한 사회통합, 농업활동의 다각화 등 다양한 상생 효과를 거두며 중요한 농업활동 영역으로 자리 잡아 가고 있다. 최근 유럽연합 회원국들의 급속한 그린케어농업 발전에 영향을 받아 우리 정부도 정책사업으로의 추진을 검토하고 있으나, 아직 우리나라의 그린케어 부문은 걸음마 단계로서 운영실태 마저 제대로 파악되지 못하고 있는 실정이다. 이에 따라 이 연구는 국내의 그린케어 서비스업체를 대상으로 운영 현황 및 특성을 조사ㆍ분석하고 시사점 및 발전방향을 도출하여, 향후 국내 그린케어 부문의 본격적인 도입 및 정책사업 추진에 필요한 기초자료를 제공하는 데 기본목적이 있다.

이 논문은 3단계로 구성되어 있다. 1단계에서는 그린케어의 개념과 목적, 가치, 편익, 성과와 국내외 현황을 분석하였다. 2단계에서는 대표적인 국내 그린케어 운영사례에 대한 조사ㆍ분석을 실시하였다. 3단계에서는 사례업체의 그린케어 운영상 특이점 및 시사점을 도출하고, 발전방향을 제안하였다.

이상의 연구과정을 통해 얻어진 결과를 요약하면 다음과 같다.

국내의 그린케어 농업이 성공적으로 정착할 수 있었던 것은 운영주체들의 성실한 서비스 제공 방법과 자세, 강력한 사업추진 의지 및 전문성 확보노력, 양호한 주변 자연환경 등의 요인이 맞물려 작용했기 때문으로 다음과 같이 3가지로 정리할 수 있다. 첫째, 그린케어 운영주체들은 대상자의 니즈를 존중하는 세심한 배려, 지속적 관심, 소통 분위기 조장, 자유로운 분위기 조성 등을 통해 대상자와 강한 유대감을 형성하였다. 둘째, 운영주체들은 적극적인 사업추진 의지와 기업가 정신으로 무장하고 있었으며, 특히 치유 관련 자격증을 보유하거나, 전문가와의 네트워크를 적극 활용하여 치유 분야의 전문성을 확보하기 위해 많은 노력을 기울이고 있었다. 셋째, 사례농장들은 공통적으로 청정한 자연환경을 보유한 곳에 위치하고 있으며, 모두 ‘흙’이라는 공통 소재를 중시하고 있었다. 특히 자연환경과 접촉을 매우 중요시하고 있는데, 운영주체들은 ‘흙’을 밟는 것으로부터 치유효과가 나타난다고 주장하였다.

이 연구에서 확인된 성공요인을 바탕으로 우리나라 그린케어 농업의 발전방향을 제시해 보면, 첫째, 운영주체들은 기본적으로 농업인이므로, 그린케어 농업경영이 발전하기 위해서는 보호, 치료, 치유, 사회복지 등의 분야에 대한 기본적인 교육훈련이 제공되어야 한다. 둘째, 보호 실무부문의 전문성을 보완하기 위해 전문기관과의 네트워크 및 파트너쉽을 구축함으로서, 다양한 인력풀을 활용하여야 한다. 셋째, 농장은 기본적으로 가축질병, 농기계 이용사고 등, 위험요소를 지니고 있으므로 안전한 서비스 환경 조성에 유의해야 한다. 넷째, 그린케어 서비스와 사회 취약층 보호에 대한 사회적 인식 제고방안과 함께, 빠른 기간 내에 그린케어 부문이 정착할 수 있도록 획기적인 정책적 지원 방안이 마련되어야 한다.

현재 우리나라는 농촌관광 부분이 정착발전단계에 이르고 있고, 농업의 6차 산업화도 강력히 추진되고 있다. 또한 자연의 치유력을 중시하는 전통의학 및 민간요법을 다수 보유하고 있어 독자적인 그린케어 발전 잠재력을 충분히 가지고 있다. 이러한 관점에서 기존 농촌관광 부문과 농업 6차산업화 부문에 치유기능을 효과적으로 접목한다면, 우리나라의 그린케어 부문은 미래농촌 발전을 위한 중요한 성장 동력이 될 수 있을 것으로 기대된다.
