장애인체력인증센터 운영 어려움 및 개선 방향 연구 = A Study on the Operational Challenges and Improvement Directions for Disability Physical Fitness Certification Centers

This study conducted an in-depth qualitative analysis of the operational challenges faced by the Disability Fitness Certification Centers and proposed directions for policy improvement. Data was collected through structured surveys and in-depth interviews with 10 health exercise managers and fitness assessors responsible for managing the operations of seven metropolitan and provincial centers from 2018 to the present. Results were derived through inductive category analysis. The operational difficulties of the Disability Fitness Certification Centers were identified as follows: First, infrastructural limitations were evident, including personnel shortages, regional disparities in financial support, outdated measurement equipment, cramped spaces, and insufficient mobile vehicles and specialized equipment. Second, limitations in providing customized fitness assessments tailored to specific disability types were raised, along with issues of reduced data reliability due to confusion over measurement methods and manuals. Third, institutional constraints were noted, including limitations in personnel composition and budget execution based on the National Fitness100 standards, and insufficient communication between central and field offices. Accordingly, the following improvement directions are proposed: First, infrastructure expansion including replacement of measurement equipment, provision of lightweight mobile equipment, separation and expansion of measurement and counseling spaces, staffing increases, improved treatment of specialized personnel, and the need to apply customized programs by disability type and standardized physical fitness measurement manuals. Second, at the policy level, introducing a central-local matching system for financial support, expanding operational autonomy, establishing a systematic feedback system, and strengthening publicity are required. These improvement measures will contribute to enhancing the operational efficiency of the Disability Fitness Certification Centers and ensuring the sustainability of the support system for promoting the health of persons with disabilities.
