이 연구는 분단의 원인이었던 냉전이 해체되었음에도 불구하고 왜 한반도는 통일되지 않는가라는 현실적인 문제의식에서 출발하여, 남북한 정권이 구성한 민족주의 담론이 분단체제를 재생산하는 담론적 기초임을 밝히려고 한다. 이것은 강한 민족의식을 갖고 있는 남북한 대중들이 분단정권에 순응하는 모순적 현실을 설명하기 위한 것이다.
이 연구는 민족주의에 대한 규범적 접근을 피하기 위해 민족주의를 분석적으로 정의한다. 이 연구에서 민족주의는 '민족의 전통, 이익, 사명을 구성하는 담론'으로 정의되고, 민족주의 담론의 세 영역인 '탈식민담론', '국가-사회담론', '통일담론'이 분석된다. 그리고 남북한 지배세력이 구성한 민족주의 담론의 내용, 기능, 성격을 분석하기 위해, 민족주의 주기론에 입각해 남북한 지배담론의 민족주의를 생성기-고조기-전환기로 나누고, 담론적 이데올로기론에 입각해 각 시기의 민족주의 담론에서 나타나는 이항대립, 이데올로기의 접합, '지적-도적적 논리'와 '현실화의 논리'를 분석한다.
이 연구가 분석한 세 시기에 있어 남북한 정권은 상황의 변화에 맞게 민족주의 담론을 변화시키면서 분단체제를 재생산하였다. 먼저, 생성기에 남북한 정권은 냉전체제의 이데올로기를 내화함으로써 분단체제를 형성하였다. 남북한 정권은 민족해방민족주의를 이용해 근대민족국가와 분단정권 사이의 담론적 균열을 접합하였다. 다음으로, 고조기에 이르면 남북한 정권은 민족해방민족주의가 아니라 내부의 적을 명확히 함을 통해 분단정권과 분단체제를 재생산한다. 남북한 정권은 동도서기론과 철학적 주체사상을 통해 스스로의 시각을 확립하고, 분단상황을 이용해 대중을 억압, 동원하였다. 마지막으로, 냉전이 해체된 전환기에 이르면, 남북한 정권은 분단체제와 무관하게 자신의 논리를 구성한다. 남북한 모두 보편적 민족을 구성하고, 보편적 이론에 입각해 체제를 정당화한다.
남북한 지배담론의 민족주의를 통해 분단체제의 역사적 전개를 보면, 분단체제는 냉전의 내화를 통해 형성되었고, 분단세력에 의해 지속적으로 재생산되지만, 냉전의 해체와 함께 약화되고 있는 것으로 파악될 수 있다.
남북한 지배담론의 민족주의는 '현실화의 논리'가 다름에도 불구하고 동일한 '지적-도덕적 논리'를 갖고 있다. 이러한 동질이형성은 분단체제의 핵심적 특징인 적대적 의존관계와 거울영상효과를 전형적으로 보여준다. 동질성이 거울영상효과를 보여준다면, 이형성은 적대적 의존관계를 보여주기 때문이다 이러한 동질이형성은 분단체제를 채생산하는 담론적 기초라 할 수 있다.
남북한 지배담론의 민족주의는 또한 남북한 정권이 구성한 선택적 근대화에 의해 형성된 '비동시성의 동시성'과 '분화와 탈분화의 동시적 진행'을 설명한다. 먼저 남북한 정권은 탈식민담론을 통해 전통과 근대를 선택적으로 접합함으로써, 근대의 발전이 전통을 유지, 강화시키는 '비동시성의 동시성'을 재생산한다. 다음으로 국가-사회담론에서, 남북한 정권은 유기체적 민족주의를 통해 시민사회의 분화를 국가로 재통합함으로써, '분화와 탈분화의 동시적 진행'을 낳게 했다. 이러한 국가-사회담론은 남한에서 민주화에도 불구하고 국가우위가 지속되는 현상을, 북한에서 대외적 위기에도 불구하고 정권이 유지하는 현상을 해명한다. 남북한 정권은 이러한 선택적 근대화 논리를 통해 사회의 저항세력을 억압함으로써 수동혁명, 즉 위로부터의 시민사회의 재조직화에 지속적으로 성공할 수 있었다.
남북한 정권의 통일담론은 분단민족주의, 즉 '기지론'이다. 이것은 남북한 정권이 한번도 자신의 체제 이외의 방식으로 통일을 생각하지 않았다는 것과 남북한 정권이 지속적으로 타방을 흡수하려 한다는 것을 의미한다. 이런 의미에서 남북한 정권은 정권유지와 일방적 통일이라는 동일한 목적을 갖고 있다고 할 수 있다. 이것은 분단체제가 냉전의 해체에도 불구하고 유지되는 이유를 설명한다.
남북한 지배민족주의의 역사적 전개와 성격을 이렇게 정리할 수 있다면, 남북한의 지배민족주의는 '분단체제를 재생산하면서 내부갈등을 억압하는 담론'으로 정의될 수 있다. 남북한 정권은 민족주의 담론을 통해 냉전체제의 요구를 내화하여 분단체제를 형성했으며, 분단상황을 정권의 재생산에 이용함으로써 분단체제를 재생산했다.
Why is the Korean peninsula still left divided, in spite of the dissolution of the cause of its division, i.e. Cold War? It was the question which initiated this study. To answer this question, I tried to illuminate that the reproduction of 'the system of division' of Korea was based on the discourse of nationalisms constructed by both North and South Korean regimes. From this premise, I tried to explain the contradictory attitude of both North and South Korean people that have showed conformism to the divided regimes and strong nationalistic aspiration to the national unification simultaneously.
To avoid normative approach to nationalism, this study adopted analytic definition of nationalism. Nationalism here is defined as 'the discourse formation that constructs traditions, interests and missions of a nation', and the discourse here is analyzed as 'de-colonization discourse', 'state-society discourse' and 'unification discourse'. To analyze contents, functions and characteristics of discourse of nationalism constructed by dominant forces of both North and South Korea, I applied 'the theory of the circulation of nationalism' and 'the discursive conception of ideology'. From the former perspective, I derived an analytical framework in which I categorized dominant discourse of Korean nationalism as genetic stage-climactic stage-transformational stage. From the latter perspective, I analyzed binary oppositions, articulation of ideologies, 'intellectual-moral logic' and 'the logic of realization' emerged from the discourse of nationalism in each stage.
Through the stages discussed in this study, both North and South Korean regimes could reproduce the system of division by modifying the discourse of nationalism to fit the changes in environment. Firstly, in the genetic stage, both North and South Korean regimes established the system of division by internalizing ideologies of Cold War. Both regimes filled the discursive cleavage between the modem nation-state and the divided regimes with different versions of nationalism promoting national liberation. Secondly, in the climactic stage, both regimes reproduced divided regimes and the system of division by defining 'inside enemies' rather than relying on ideologies of national liberation. Both regimes established dominant ideologies of nationalism, the idea of Dong Do Seo Ki (Eastern Way, Western Tool) in the South and Ju-Che philosophy in the North respectively, and oppressed and mobilized people through these ideologies. Lastly, in the post-Cold War transformational stage, both North and South Korean regimes have showed the tendency not to rely on the system of division for the reference point of legitimation of their rule. 130th regimes constructed a nation as one and legitimized each system in terms of universal values. To see historical change of dominant discourse of Noth and South Korea in terms of nationalisms of North and South Korea, we can understand that the system of division was 1) established through the internalization of Cold War, 2) reproduced by dominant social groups, but 3) disintegrated under the circumstance of the end of Cold War.
Though there are differences in 'the logic of realization' between the dominant discourse of nationalism of two Koreas, there is a common 'intellectual-moral logic'. This polymorphous nature best shows crucial characteristics of the divided system, i.e., hostile interdependence and mirror image effect. If common features show mirror image effect, differences display hostile interdependence. This polymorphous nature can be considered as discursive basis of the reproduction of the system of division.
Moreover, dominant dicourse of nationalism in North and South Korea also explicates 'the contemporaneity of the uncontemporary' and 'the simultaneous process of differentiation and de-differentiation' resulted from the selective modernization strategy of two Korean regimes. On the one hand, both regimes could succeed in the reproduction of 'the contemporaneity of the uncontemporary', i.e., modernization with the preservation and consolidation of tradition. It was made possible by their selective articulation of tradition and modernity with discourse of de-colonization. On the other hand, in the state-society discourse, both regimes brought forth 'the simultaneous process of differentiation and de-differentiation' by reintegrating differentiation within civil society into the state with the help of 'organic nationalism'. This type of the state-society discourse can be a clue to illuminate continuous statism in South Korea even after political democratization and the successful maintenance of state power by the dominant group in North Korea in the face of economic difficulties. With this strategy of selective modernization, both North and South Korean regimes could successfully pacified resistances from the civil society, and finally, were able to achieve passive revolution, i.e., the reorganization of the civil society from above.
Unification discourse of both North and South Korean regimes is 'divided nationalism', i.e., 'the base theory'. This theory implies that both regimes have never considered unification other than each regime's own way and both kept trying to absorb the other. In this sense, both regimes share same object of the imaintenance of state power and unilateral unification. For this reason, the system of division could be maintained in spite of the end of Cold War.
From the above discussion on the historical change and characteristics of dominant form of nationalism in North and South Korea, we can define it as 'a discourse that both reproduces the system of division and suppresses internal conflicts'. Both North and South Korean regimes established the system of division by internalizing ideological demands of the system of Cold War through discourse of nationalism, and reproduced the system of division by making use of the national division for the maintenance of state power.
