In the 17th century how the clerical clothing was? The modern and more centralized legislation regarding clerical clothing may be considered to begin with a Constitution of Sixtus Ⅴ(1589), insisting under the severest penalties that all clerics, even those in minor orders, should uniformly wear the vestis talaris and go tonsured. Offenders were to lose all title to their benefices or any other emolument which they held. After the Constitution of Pope Sixtus Ⅴ there were no more attempts to introduce into the Church, at universal level, the use of the vestis talaris. The clerics had always to wear the habit peculiar to the clerical status that is the black dress according to the prescription about the colour of the ecclesiastical habit recommended by the Bishop of Milan, Charles Borromeo(1538-1584), but with the proper exceptions that are allowed in various cases according to the particular places and circumstances.
However from the ⅩⅦ century onwards the disposition for this kind of habit was subjected to modifications in the different European Countries and there were other places where, after particular laws, the modifications took also the clerics to adopt short clothes.
Another edict issued under Urban Ⅷ, in 1624, goes into greater detail concerning to the form of the habit prescribed by Pope Sixtus Ⅴ. It is certainly impossible to know the origin of the roman collar that is worn around the neck, because in the ⅩⅥ century it was united with the vestis talaris. In the ⅩⅦ century there was the use to cover the simple little white collar with a piece of linen white cloth to keep the talaric collar clean, At that time there was again the difficulty in distinguishing the clerics from the laics that, taking for themselves the title of doctors, used to wear long dresses with collars made precious by lace, and those dresses were like the ones of the secular priests. Then Urbano Ⅷ established the use of the collar as ulterior distinctive element peculiar to the ecclesiastics, and at the same time the laics were forbidden to wear it. It directs that the cassock should be confined with a cincture, and that the cloak worn over it should normally, like the cassock, fall as low as the ankles. The under-dress, the hose included, should be modest, and dark in colour. All embroidery and lace upon collar or cuffs is forbidden. The hat shall be of approved shape, and a simple cord or ribbon shall form its only ornament. Infringements of these regulations are to be punished with a pecuniary fine.
Then the other successive Popes, i. e. Clement Ⅸ, Innocent Ⅺ, Innocent Ⅻ, published the edicts that confirmed the use of the vestis talaris and the tonsure to all the ecclesiastics in sacris and the beneficed clerics that remained in Rome from dawn until midnight, but when they were travelling they were allowed to wear black short clothes according to the ecclesiastical modesty. Besides they recommended the Ordinaries to firmly eliminate the abuses and they established severe pains also for those clerics that used to wear laical clothes, and these pains used to inflict restrictions on the clerical privileges and the loss of the benefices. In conclusion in their dispositions about the clerical habit, the Popes of the ⅩⅦ century mostly referred to the use of the vestis talaris, and they were still establishing a connection with both the Tridentine Council and the Constitution Cum Sacrosancta.
