A Comparative Study on the Importance of the Components of the Community Disaster Resilience on Disaster Response

Disaster Management is a dynamic concept that has mutually influenced between the steps of disaster management, that is, response, recovery, mitigation, and preparedness.
There has, nevertheless been, disproportional disaster management in Korea by focusing on response and recovery, not mitigation and preparedness, due to human, material(or physical), technological, political, and cultural problems.
In fact, to manage response and recovery successfully, although mitigation and preparedness should be accomplished naturally and automatically through thorough analysis and assessment, response, recovery, mitigation, and preparedness have not done in the way of virtuous cycles and continued broken disaster management repeatedly.
Especially, once a large size of disaster happened, there were lots of damages and ruins of lives and properties of citizens and responsibilities and duties for the disaster mostly were given to the response and recovery agencies. therefore imbalanced disaster management were getting worse. After all, response and recovery – centered disaster management policies in Korea needs to be re-approaching.
This study is to search for community disaster resilience plans to be balanced between response, recovery, mitigation, and preparedness casting current imbalanced disaster management response and recovery-centered.
The community disaster resilience make vulnerability of disaster or risk lower and is a supplemental mechanism to make vulnerable community get better and livable by adopting it to the disaster management policies. This is a kind of large disaster management stream that, advanced disaster management countries like the United States, the United Kingdom, and Japan are now adopting.
It is very important to know what are the components of the community disaster resilience and to selectively and orderly adopt them in the field of disaster management policies through AHP(Analytic Hierarchy Process).
Most of all, the disaster management systems of both Korea and the US have changed through a large scale and scope of disaster that make Korea’s disaster management system social disaster-centered, and the US‘s disaster management system natural disaster-centered.
In this different background of disaster management system, comparison differences between both Korea and the U.S. ‘s disaster management policies have been respectively done with Golden Time Targeting and Natural Hazards Mitigation Plans.
On the basis of documentary study and in-depth interviews and surveys, the components of the community disaster resilience on disaster response were found and Policy Delphi Technique has been almost simultaneously conducted by 12 disaster management experts in both Korea and US At last, the components of the 15 community disaster resilience on disaster response were extracted.
In details of respondents of AHP, 20 first responders of Korea(a fire chief, 3 vice-fire chiefs, 5 fire directors working at response department, 7 fire lieutenants, 4 fire fighters experiencing disaster sites for over 16 years) and 19 first responders of the US(a fire chief, a fire marshall, 2 training chiefs, a battalion chief, 7 fire lieutenants, 7 fire fighters experiencing disaster sites for over 16 years) have been conducted and have prioritized among the components of the 15 community disaster resilience on disaster response as meaningful results.
As results, the importance of the components of the community disaster resilience on disaster response in the high level of Korea is that interactive level is 0.280, that institutional level is 0.260, that structural level is 0.230, and that is relational level is 0.230. Meanwhile, the importance of the components of the community disaster resilience on disaster response in the hight level of the US is that interactive level is 0.190, that institutional level is 0.219, that structural level is 0.237, and that is relational level is 0.324.
In details, the importance of the components of the community disaster resilience on disaster response in Korea are in the following order:
① public training & education preparing for emergency or disaster (14.6%) ② supplying public with disaster, or hazards information and sharing at a real time(10.0%) ③ networking of emergency and disaster informational communication system & alarm system(9.1%) ④ analysis and assessment of risk(or disaster) in community(8.5%) ⑤ adopting and implementing disasters or hazards mitigation plan(7.6%) ⑥ inter-governmental cooperative relationships and agreements(7.5%) ⑦ cooperative and strategic linkage of inter-organizational networks such as gas, water, electricity companies(6.3%) ⑧ compensation programs such as hazards, or disaster insurance system, funds etc.(6.0%) ⑨ fixing and rebuilding infrastructures such as water & sewerage, (drainage system, roads etc.)(5.4%) ⑩ being carefully engineered & restructured buildings/houses(4.8%) ⑪ building codes and land using regulations/plans(4.8%) ⑫ environment–friendly and sustainable community development, maintenance and repair(4.2%) ⑬ resources mobilization system for quick response(4.0%) ⑭ competencies(through emergency management training & education) of disaster response team, first responders, and emergency managers in government, business and industry(3.6%) ⑮ institutionalization of public participation in official/non-official emergency conferences(3.4%)
Meanwhile, the importance of the community disaster resilience on disaster response in the US are in the following order:
① competencies(through emergency management training & education) of disaster response team, first responders, and emergency managers in government, business and industry(14.5%) ② public training & education preparing for emergency or disaster(11.2%) ③ fixing and rebuilding infrastructures such as water & sewerage, (drainage system, roads etc.)(10.5%) ④ being carefully engineered & restructured buildings / houses(7.8%) ⑤ resources mobilization system for quick response (7.5%) ⑥ inter-governmental cooperative relationship and agreements (7.3%) ⑦ building codes and land using regulations / plans(6.3%) ⑧ adopting and implementing disaster or hazards mitigation plan (5.6%) ⑨ networking emergency and disaster informational communication system & alarm system(5.4%) ⑩ supplying public with disaster, or hazards information, and sharing at real time(5.0%) ⑪ cooperative and strategic linkage of inter-organizational networks such as gas, water, electricity companies (5.0%) ⑫ environment–friendly and sustainable community development, maintenance and repair(4.3%) ⑬ analysis and assessment of risk(or disaster) in community(4.2%) ⑭ institutionalization of public participation in official, or non-official emergency conferences(2.9%) ⑮ compensation programs such as hazards, or disaster insurance system, funds etc.(2.7%)
After all, to enhance the community disaster resilience centered by social disaster management system in Korea, ① public training & education preparing for emergency or disaster ② supplying public with disaster, or hazards information, and sharing at real time ③ networking emergency and disaster informational communication system & alarm system ④ analysis and assessment of risk(or disaster) in community ⑤ inter-governmental cooperative relationship and agreements ⑥ adopting and implementing disaster or hazards mitigation plan will be able to be fully melt down into and specifically focused in the disaster policies in Korea for the better disaster management.
Now, disaster management in Korea must not be a broken and vicious cycle of disaster management, but a connected and virtuous cycle of disaster management. To do disaster response better in the future, main components of the community disaster resilience on disaster response will be reflected into disaster policies to make a disaster cycle(…… → response → recovery → mitigation → preparedness → response → ……) work.

국문초록
지역사회 재난회복력 구성요소와 재난관리정책 결정요인 분석
재난관리는 「대응 → 복구 → 완화 → 대비 → …」 순(順)으로 순환을 하는 동적인 개념으로 톱니바퀴 같이 함께 움직이는 상호 영향을 주고받는 관계이다.
그러나 재난관리 중 완화 및 대비는 인적·물적·기술적·정치적·문화적인 문제로 인하여 대응 및 복구에만 집중하여 재난관리는 대응 및 복구로만 인식될 정도로 불균형적인 또는 단절적인 재난관리가 이루어져왔다.
사실 재난대응을 잘하기 위해서는 발생한 재난에 대한 철저한 분석과 평가로 자연스럽게 완화 및 대비가 이루어져야 했어야 함에도 불구하고 「대응 → 복구 → 완화 → 대비→ …」가 선(善)순환적으로 제대로 연결되지 않아 분절적인 재난관리가 반복되었다.
특히 대형재난이 발생하면, 이로 인한 국민의 신체 및 생명, 재산피해가 상당히 클 수밖에 없었고, 재난책임과 의무는 다시 대응 및 복구 관계기관에 집중됨으로써 재난관리의 불균형을 심화시켰다. 결국, 우리나라에서 나타나고 있는 대응 및 복구 중심의 재난관리에 대한 일련의 정책에 대해서 깊은 재접근이 필요했다.
본 연구는 기존의 대응 및 복구 중심의 불균형적 또는 단절적 재난관리에서 탈피하여 「대응 → 복구 → 완화 → 대비 → …」가 상호 균형적 재난관리가 이루어질 수 있도록 지역사회의 재난회복력을 높일 수 있는 방안을 모색하는데 있다.
지역사회의 재난회복력은 지역사회 재난관리에서 완화 및 대비 영역에서 재난위험을 높이는 취약성을 낮추고, 지역사회에서 취약했던 것을 더 좋은 방향으로 보완할 수 있는 기제(mechanism)로써 이를 우리나라 재난관리 정책에 적극 반영해야 할 필요성이 제기되었다. 이는 소위 재난관리 선진국이라고 할 수 있는 미국, 영국, 일본 등에서도 취하고 있는 재난관리의 흐름이라고 할 수 있다.
우리나라 재난관리정책이 지역사회의 재난회복력을 증진시키기 위해서는 지역사회의 재난회복력을 구성하는 요소는 무엇이고, 그 구성요소가 재난관리정책에 반영할 중요도를 실증적 분석을 통하여 발굴하는 것이 중요하게 되었다.
우선 실증분석에 앞서 우리나라의 재난관리체제와 미국의 재난관리체제가 대형재난을 통해 변화를 겪게 되었는데, 이를 토대로 우리나라의 재난관리체제는 사회재난을 중심으로, 미국의 재난관리체제는 자연재난을 중심으로 변화되었다. 이를 토대로 우리나라의 사회재난 중심 재난관리체제의 「황금시간 목표제」와 미국의 자연재난 중심 재난관리체제의 「자연재난완화계획(NHMP)」을 주요 재난관리 정책사례로 비교하였다.
이를 토대로 국내·외 문헌조사와 우리나라 및 미국의 재난관리전문가 심층면접 및 설문조사를 실시하여 재난대응에 영향을 주는 지역사회의 재난회복력 구성요소를 발굴하고 이를 가지고 우리나라와 미국의 재난관리 전문가 12명을 대상으로 정책델파이 기법을 실시하여 지역사회의 재난회복력 주요 구성요소 15개를 최종 추출하였다.
우리나라와 미국의 재난관리 전문가 12명 대상 정책 델파이를 통해 추출된 15개 주요 구성요소는 재난대응에 영향을 주는 지역사회의 재난회복력을 구성하는 주요요소로, 중요도 분석기법을 활용하여 우리나라에서 재난 현장대응 재직기간 16년 이상 소방공무원 20명(소방서장 1명, 재난관리과장(부서장) 3명, 재난관리과 소속 팀장 5명, 재난대응부서 소방위 7명과 소방장 4명), 미국에서 재난 현장대응 재직기간 16년 이상 소방공무원 19명(소방서장(Fire Chief) 1명, 화재예방 & 조사책임자(예방분야 관 서장)(Fire Marshall) 1명, 재난교육 & 훈련책임자(훈련 & 교육분야 관 서장)(Training Chief) 2명, 대대부서장(Battalion Chief) 1명, 재난현장 소방간부(Fire Lieutenant) 7명, 16년 이상 재난현장 경험이 많은 소방공무원 7명)을 대상으로 한 설문조사를 실시하여 유의미한 결과로써 지역사회의 재난회복력 주요 구성요소 간(間)의 우선순위를 정하였다.
그 결과 우리나라의 재난대응에 영향을 주는 지역사회의 재난회복력 구성요소의 상위수준의 중요도는 상호작용 수준(interactive level)이 28%로 가장 높게 나왔고, 제도적 수준(institutional level)이 26%, 구조적 수준(structural level)과 관계적 수준(relational level)이 같은 값인 23% 순으로 나타났다.
반면 미국의 재난대응에 영향을 주는 지역사회 재난회복력 구성요소의 상위수준의 중요도는 관계적 수준(relational level)이 32.4%로 가장 높게 나왔고, 구조적 수준(structural level)이 26.7%, 제도적 수준(institutional level)이 21.9%, 상호작용 수준(interactive level)이 19.0% 순으로 나타났다.
그리고 우리나라의 지역사회 재난회복력 구성요소의 상위수준별 하위 구성요소의 중요도는 「시민 안전교육 및 훈련」(14.6%)이 가장 높게 나타났으며, 그 다음 「시민대상 실시간 재난 정보제공 및 공유」(10.0%), 「재난정보 및 경보시스템 네트워크(연결망) 구축」(9.1%), 「재난분석과 평가(위험성 및 취약성 평가)」(8.5%), 「재난완화계획」(7.6%), 「정부 간(間) 재난관리 협조체계 구축」(7.5%), 「유관 관계기관 간(間) 협조체계」(6.3%), 「재난피해 보상제도」(6.0%), 「인프라스트럭처(사회기반시설) 구축 및 재정비」(5.4%), 「건물구조변경」(4.9%), 「건축 및 토지이용규제」(4.8%), 「환경 친화적 지속가능한 개발」(4.2%), 「자원동원체계 구축」(4.0%), 「유관 관계기관 재난교육 및 훈련」(3.6%), 「시민참여의 제도화」(3.4%) 순으로 나타났다.
반면 미국의 지역사회 재난회복력 구성요소의 상위수준별 하위 구성요소의 중요도는 「관계 대응기관 재난교육 및 재난대비 훈련」(14.5%)이 가장 높게 나타났다. 그 다음 「시민 안전교육 및 훈련」(11.2%), 「인프라스트럭처(사회기반시설) 구축 및 재정비」(10.5%), 「건물구조변경」(7.8%), 「자원동원체계 구축」(7.5%), 「정부 간(間) 협조체계 구축」(7.3%), 「건축 / 토지 이용규제」(6.3%), 재난완화계획」(5.6%), 「재난정보 및 경보시스템 네트워크(연결망) 구축」(5.4%), 「시민대상 실시간 재난정보제공 및 공유」(5.0%), 「유관 관계기관 협조체계 구축」(5.0%), 「환경 친화적 지속가능한 개발」(4.3%), 「재난분석과 평가(위험성 및 취약성 평가)」(4.2%), 「시민참여의 제도화」(2.9%), 「재난피해 보상제도」(2.7%) 순으로 나타났다.
결국 사회재난 중심 재난관리체제인 우리나라에서 지역사회의 재난회복력을 높이기 위해서는 「시민 안전교육 및 훈련」, 「시민대상 실시간 재난정보제공 및 공유」, 「재난정보 및 경보시스템 네트워크(연결망) 구축」, 「재난분석과 평가(위험성 및 취약성 평가)」, 「재난완화계획」, 「정부 간(間) 협조체계 구축 등 주요 구성요소가 재난관리정책에 구체적으로 반영되어 실현되어야 함을 검증하였다. 이제는 더 이상 악(惡)순환적 또는 단절적 재난관리가 아닌 선(善)순환적 연결된 재난관리가 되어야 한다. 재난관리를 더 잘하기 위해서는 완화 및 대비 영역에서 재난대응에 영향을 주는 재난회복력 주요 구성요소가 재난관리의 선(善)순환적인 연결고리에 작동할 수 있도록 재난관리정책에 우선적으로 반영되어야 할 것이다.
