This study was started from recognition the complaints that present Employment Insurance and Industrial Accident Compensation Insurance didn't reflect the specific characteristics of the construction Industry. This problem was led by mismatch between insurance regulations and reality. That is, our institutions are focusing on the workers who belong to a company but the construction industry are composed of lots of workers who don't belong to a company So the object of this report is to suggest improvement schemes. Before do that, we'll find problems about application and premium collection of Employment Insurance and Industrial Accident Compensation Insurance in the construction Sites.
Chapter 2 gives an analysis frame as a standard of decision derived from social insurances' principles and related laws' objectives. The analysis frame includes various capabilities such as; coverage for daily workers, individual insurant management for daily workers, efficient management for lots of construction sites, reflection for real wages, and integrated treatment for similar administration works.
Chapter 3 shows the problems and changes happened by the present insurance systems focused on regular workers after coverage extension for daily workers in 2004. First, the regulation about excluding daily worker is not only against social insurance's principles but the reason of avoiding youngster to get a gob in the construction site. This problem is derived from Insufficient administration capacity and inappropriate management system for daily workers. If this system is continued after coverage extension for daily workers, the operation of insurance system itself will meet a big snag. Second, the present system has the difficulty in managing Individual construction site because construction workers frequently move from one to other depending on workload. After coverage extension, a number of reporting affairs will be happened more frequently. Third, the regulation designating general contractors as employer side insurant, insead of subcontractors closer to workers, incurs negligence for workers. Fourth, present reporting system of han ding paper document to the office by 14 days is not proper for construction workers moving frequently. Fifth, it is not fair in charging premium to infer total wage from the rate of labour cost Because this way to charge premium Ignores differences of construction companies' scale and working field. This problem was originated in difficulty of finding real wage. Sixth, the present system is putting out premium once a year before deciding real amount of premium This way burdens employers and incurs inconvenience to recalculation and putting out again. Seventh, it is so hard to make or apply deduction criteria for wage in the accurate account process. As the results, arguments between employers and insurers often happens. The last, four social msurances and construction worker's retirement compensation system have different reporting process in each part. This problem brings about unnecessary repetitious affairs of similar conducts.
Chapter 4 suggests improvement schemes for the problems underlined above. First, the coverage should be extended by minimizing application excluding scope. This scheme will contribute to increase workers' interest in social insurance system and reduce construction worker's refusal feeling for social insurance charge. Second, the introduction of reporting system with the electronic card will make employers' and insurers' administration efficient. Third, the unit of management should be transferred individual construction site to a construction company. Fourth, employer side insurant should be designated on the basis of direct employment relation With construction workers.
