이민도시 선전의 도시발전과 농민공의 사회경제적 권리에 관한 연구 = 호구제도와 사회보험제도를 중심으로

다국어 초록 (Multilingual Abstract)

This article explains the change of state-citizen relation under China’s reform era, through the interrelationship between the development of ‘Shenzhen’ and the socioeconomic rights of nongmingongs (rural migrant workers). Nongmingongs lie under urban-rural dual structure, who exist under a gap between the state and the citizen. Shenzhen, which is a kind of migrant city and SEZ, pushed ahead a reform to be free from the past socialist institution, and the policy about nongmingong performed in the same way.
Shenzhen has developed economically due to the massive inflow of capital/ technology from foreign countries and the underpaid labor from other regions. On the one hand, Shenzhen government had a main concern on the sustainable management for labor. On the ot her hand, nongmingongs, which came here for the opportunity of material income, had an orientation of retrun-to-home in the future. Therefore, the two could be combined together. But due to the change of political-economical environment and the change of nongmingongs in 2000s, the combination was broken up and was asked to readjust the state-citizen relation. Therefore, the policy change of Shenzhen government about nongmingongs before and after 2005 can be understood according to the context of their effort to new developments, and in reality, it took on a complex aspect. This is a kind of solution for the dilemma about the management for the labor and the population, but it seems to be difficult to be get solved such a way. The main concern of government about economical development is not changed, but the logic changed according to the political, economical and societal environments. Under this context, the socio-economical rights of nongmingongs are emerging and the change of hukou system (Chinese registration sytem) and social insurance program is the best example. Seemingly it looks more universal than before, but in both formal and real operation, it looks stratificated citizenship regime.
