장애인 직업재활 서비스 전달체계에 관한 연구 = A study on the delivery systems of vocational rehabilitation services for persons with disabilities

국문 초록 (Abstract)

「장애인 직업재활 서비스 전달체계에 관한 연구」는 다양한 직업재활 실시기관들의 역할을 정립함으로서 장애인들이 효율적인 직업재활 서비스를 받도록 하기 위해 문헌연구와 정책분석, 설문조사 등의 방법을 도입하였다.
먼저 문헌연구를 통해 전달체계를 구성하는 요소에 대해 살펴보았고, 다음으로 직업재활 서비스 실시기관의 전달체계와 문제점을 파악하기 위해 정책기법과 설문조사를 시행하였다. 설문조사는 전문가와 장애인을 대상으로 2001년 8월 3일부터 8월 20일까지 시행되었는데 전문가 조사는 직업재활 실시기관인 직업재활센터, 직업재활시설, 장애인복지단체 직원 700명을 대상으로 우편조사를 실시한 결과, 147개가 회수되었고, 장애인 조사는 대구․경북지역의 장애인을 대상으로 설문조사와 전국적인 인터넷 조사를 통해 총 903개의 설문지가 회수되어 이를 분석에 활용하였다.
이상의 연구방법을 통해 제시된 직업재활 서비스 전달체계의 문제점을 요약해 보면 다음과 같다.
첫째, 적절성과 관련하여 보건복지부의 전달체계보다 노동부의 전달체계에 문제가 있는 것으로 진단되었다.
둘째, 통합성과 연속성과 관련하여 ① 중앙정부의 경우, 장애인복지조정위원회의 역할이 극히 형식적이며, ② 지방행정 전달체계의 경우, 서비스의 통합성을 유지하기 어렵고, ③ 일선 서비스 실시기관들의 경우, 통합성이 더욱 고려되지 않은 채, 서비스가 제공되는 것으로 진단되었다.
셋째, 접근성과 관련하여 가장 바람직한 형태는 기초자치단체별로 접근성이 확보되는 것이지만 실제로 그렇지 못한 것으로 진단되었다.
넷째, 효과성과 관련하여 공단 지방사무소와 장애인복지관의 효과성을 검증한 결과, 비용/효과면에서 문제가 있는 것으로 분석되었고, 전문가 의견조사에서도 문제가 있는 것으로 진단되었다.
다섯째, 전문성과 관련하여 ① 공단 직원의 자격기준이 일반화되어 있어 전문인력 채용에 한계가 있으며, ② 전담인력이 부족하고, ③ 전문성을 발휘할 수 있는 인력관리 체계가 이루어지지 못하는 것으로 나타났다.
상기의 문제점을 개선하기 위해 본 연구에서는 다음의 세 가지 방안, 즉 장애인 직업재활 업무를 보건복지부로 통합하는 방안, 현행 이원화된 보건복지부 체계와 노동부 체계를 보완하는 방안, 현행 체계를 유지하면서 이원화된 보건복지부․노동부 체계를 보완하는 방안 등을 제시하였다.

Department of Vocational Rehabilitation, Taegu University This research project titled "A study on the delivery systems of vocational rehabilitation services for persons with disabilities" was conducted for delineating roles of various vocational rehabilitation organizations and institutions. For the research purposes, policy analyses, and survey research were carried out.
Through the literature review, this research team analyzed components of current service delivery systems. For the survey research, a questionnaire package was mailed to 700 staff members of the above agencies and organizations August 3rd through August 20th of this year, 2001. A total of 147 usable questionnaires was analysed. In addition, a different questionnaire was completed by 903 people with disabilities via Internet surveys and personal interviews, who lived in the geographic areas Taegu City and Kyungbuk providence. The results of this research can be summarized as follows:
-. Problems & Issues of service delivery systems
·Lack of adequacy in the service delivery, especially the Ministry of Labor side
·Lack of integrity and continuity service delivery
·Lack of accessibility of vocational rehabilitation services among local governments
·Lack of effectiveness of service delivery systems of both the central government and the local government
·Lack of manpower, qualification of staff members, and organizational financial reward systems
The following three major strategies to improve current situations and service delivery of vocational rehaiblitation should be pursued.
1. Transfering the budget and manpower of KEPAD to Bureau of Ministry of Health and Welfare.
2. Making up for both service delivery systems of Ministry of Health and Welfare and Ministry of Labor.
3. Making up for current service delivery systems.
