This study attempted to identify some implications for organizing the United way(community chest) in Korea by analyzing Australian experiences of United way.
Major findings of this study are as follows:
1) United way in Australia started as an Apex project(the "Geelong and District Community Chest") in Geelong in 1954, and United way Australia has grown out of the Geelong and District Community Chest Association, now known as the United way Geelong(Inc.). With the inspiration of the Geelong group, the United Way concept has continued to be accepted by communities in other parts of Australia. In 1987, the national body was incorporated, having been founded by the late Gordon Murray-himself a co-founder of the Geelong Community Chest. The role of the national body is to promote and assist the development and introduction of United Way throughout the nation.
Today, United Way in Australia includes the Central Coast Community Chest in Gosford, N.S.W., the Orange & District Community Chest in Orange, N.S.W., the United way Sydney in Sydney, N.S.W., the United way Wingecarribbee in Bowral, N.S.W., the United way S.A. North in Elizabeth, S.A., the United way Western Australia in Perth, W.A.m the Ballarat District Community Fund in Ballarat, Victoria, and the United way Geelong in Geelong, Victoria.
2) The mission of the United way in Australia is to improve continually the organised capacity of people to care for one another and to ensure appropriate resources are available to support the community's growing needs for high quality health and welfare services.
3) The goals and objectives are to recruit volunteers from the highest levels of business, labour, government and civic organizations to accept leadership of United way organizations; to assess local community need and establish priorities for and equitable distribution of funds; to offer donors a group of selected beneficiaries which meet the criteria of service and need; to run an annual campaign which raises significant new dollars by focusing on employee giving through payroll deduction and corporate gifts; to increase the opportunities for volunteer participation in community activities; and to raise public awareness of community needs.
4) It is found that the type of United way in Australia is the federation type which allows each member organization to have autonomy but to exchange their experiences and to coordinate each other to maximize their fund-raising effort.
5) Australia has some forms of legislatures regulating the fund-raising effort. The laws tend to stipulate both constraints and benefits for the United way as well as fund contributors. But United way in Australia enjoy relative freedom from the government in operating the system.
6) Each United way seeks contribution from a variety of funding sources such as individuals, businesses, corporates and their employees, voluntary foundations, and special events, etc. Primary funding sources of all United way in Australia are the corporate donations, the payroll deduction program, and special events.
7) In order to raise as much funds as possible, each United way is utilizing a variety of communication channels, such as TV, radio, newspaper, magazine, pamphlets and booklets, special events, etc. Especially, the Loaned Executive Program or the Loaned Coordinator Program is vital to the successful campaigns in the workplaces.
8) The United way funds are administered by an elected Board of Director with administrative, legal, financial, and welfare expertise. The funds are distributed to local health and human care service organizations on a 'proof of need' basis. Each year beneficiary agencies are required to submit audited financial statement, projected budgets and details of services provided in order to establish a proof of need. The Beneficiary/ Allocation Committee assesses this information and determines the basis of distribution of funds allocated to each agency and makes recommendations to the Board who administer the distribution of funds. Some United ways distribute their funds one yearly to a broad based group of beneficiaries, others distribute their funds twice yearly, June and December.
Some of the implications of the present study for the Korean United way can be summarized as follows.
1) Australians have tried to adopt the skills, methods, and experiences of United way in North America, and applied to the field of Australia.
2) United way in Australia began in a small city and has spread to all parts of the country.
3) The United way in Australia operate the fund-raising activities appropriate to their local area.
4) The United way program has been developed to raise new funds to support local charities primarily through efficient payroll deduction schemes and other fundraising ventures in the workplace and through corporate donations.
5) The United way in Australia have tried to minimize the administrative expenses by using the volunteers.
6) The United way in Australia have distributed the funds according to the proven guidelines, evaluation and allocation procedures, and also they have tried to make effective management of distributed funds through ongoing supervision to the beneficiary agencies.
