The ROK-US security alliance is experiencing changes. These changes are fundamentally different from previous changes. The sources of these changes are various; they include but are not limited to international as well as domestic factors. The most conspicuous phenomenon in recent years in South Korea is the rise and spread of anti-American sentiment, culminating during the winter of 2002 in what is known as ``candle light vigilantism,`` which was in response to the death of two school girls. With the inauguration of the Roh administration in February 2003, demand for a more balanced, or equal, alliance with the U.S. has become even stronger, and ignited domestic debate over ``jaju (self-reliance)`` vs. ``dongmaeng (alliance).`` The pro-alliance argument is primarily based on security and economic considerations. North Korea threats have not diminished. And, despite its efforts to improve its forces over the past three decades, South Korea still cannot deter nor defend itself from North Korean armed aggression alone. The ROK-US alliance has significant ramifications for economy and trade as well. On the other hand, as mentioned before, in recent days anti-American sentiment and a demand for an adjustment of the alliance with the U.S. have become quite strong. The current rationale for an adjustment is quite different from those of the 1970s and 80s. In those periods, anti-American sentiment, rather anti-Americanism, was based on an ideological argument: that is, against U.S. imperialism. On the other hand, the current anti-American sentiment has different roots: national pride (or nationalism); inconvenience and problems caused by the presence of the USFK; a bad impression of U.S soldiers caused by misbehaviors, misdemeanor, and crimes; expectations of better and more stable inter-Korean relations; different interpretations and understandings of North Korea; and different threat perceptions and expectations. In the middle, more than 60% of the population can be considered moderate; neither progressive nor conservative. While they recognize the importance of maintaining and strengthening the ROK-US security alliance, they demand an adjustment by taking into account the changes in security the environment and South Korea`s status in the international community. While they have reservations about U.S. unilateralism, they still favor and support the continued presence of USFK and emphasize a reliable defense posture since they are concerned with the changes in the security situation as a result of a reduction. If the reduction is inevitable, the process must be carefully coordinated between the two governments and there should be no room for North Korea to misjudge the move. Because of the general public`s understanding and response to the issue of the withdrawal of the USFK, both governments are trying hard to make sure that no vacuum would exist in the combined defense posture even after the withdrawal. Over the past five decades, the ROK-US security alliance has contributed to peace and stability on the Korean Peninsula and it will do so into the future. However, with the emergence of new security challenges, adjustment is necessary and desirable. No one can meet such challenges alone. More cooperation, consultation and flexibility in response are necessary. In doing so, the following must be seriously taken into account. The first is trust of and confidence in the other. The second element is mutuality. The third element in forging a strong alliance is the maintenance of inter-operability and cooperative structure. The fourth element is; processes and steps in adjusting the present alliance must be carefully managed. The last element, but not least, is that we should try to reach out and make the public understand the importance of the alliance.
