산업의 시작 이래, 화학산업은 끊임없이 그 정의와 개념을 확장시키면서 발전해 왔으며, 현대 산업국가들의 한계와 경쟁력에 지대한 영향을 끼치는 근원적 소재 산업이다. 거의 모든 산업전반에 Value와 다른 산업을 담는 그릇을 제공하는 기초가 되는 동시에 해당 산업과 함께 혁신에 대한 요구와 고도화가 함께 이루어지고 있는 산업이다.
업종의 특성상, 수천, 수조원 단위의 대형투자가 요구되며, 몇몇 글로벌 기업들만이 핵심이 되는 기술을 보유한 자본집약적, 기술보호적 산업이며, 또한 기술이 축적되는 일정 수준의 기간과 숙련도가 요구되어 그 진입장벽이 높다고 할 수 있다. 화학기업 뿐만 아니라 많은 국가 정부 및 기관들이 이러한 고부가가치, 고기술, 저공해(친환경) 화학산업의 유치를 위해 전세계적으로 많은 노력을 하고 있다. 즉 각 국가 및 기업별로 한정된 자원을 가장 효율적으로 사용하는 기술이전전략을 세워, 선진기업의 기술과 자본을 국내에 유치할 것인가에 대해 고민하고 있는 것이다. 그간 우리나라에서 이루어진 화학산업의 고도화는 자체 연구개발보다는 선진국으로부터 기술이전에 의한 기술과 공정의 고도화였으며, 그 기술이전 과정의 형태는 주로 선진국의 기술공급자와 연계된 국제합작투자였다. 이는 국내기업에 선진기술 및 자본을 제공하게 되는 창구역할에 있어서 국제합작사가 중요한 역할을 하고 있다는 것이다.
이제 대한민국의 화학산업은 Fast Follow Model을 넘어, 즉 단기적 이익이 보장되는 성숙기 보다는 기술이전단계의 성장기에 진입하여 새로운 고부가 화학을 위해 Innovation Momentum, 즉 기술고도화를 이루어 가야 할 시기이다. 2018년 정부가 발표한 『화학산업발전전략』에서 내 건 비전이 ‘첨단화학산업으로 고도화‘였다. 고도화의 방법으로는 기술 Licensing, 자체 개발, M&A, JV를 생각할 수 있으나, 본 연구자는 실제 우리나라 화학산업 고도화 역사를 검토하여 본 바, 국제합작사를 통한 기술이전을 가장 이상적인 방법으로 도출하였다.
이를 위해 정부나 기업이 국제합작투자를 통한 기술이전을 촉진하기 위한 기술이전 결정요인 및 각 요인별 중요도에 대한 파악이 필요하므로, 본 연구는 국제 합작투자를 통한 기술이전에서 양당사자인 기술공급자와 기술도입자가 갖고 있는 기술이전 결정요인에 대해 전문가의 견해를 정량화하는 방식(AHP)을 활용하여 상대적 중요도 분석연구를 진행하였다.
본 연구에서는 현재 화학 산업현장에서 국제합작사의 Partner Searching, Feasibility checking, 계약 및 설립, 공장건축과 생산공정 확정, 생산된 제품의 품질신뢰성 등을 책임지고 있는 전문가 66명을 대상으로 우리나라에서 국제합작사를 설립하여 기술이전을 이행하는 과정에 영향을 끼친 결정요인을 도출하고, 그 상대적 중요도를 알아보았다. 해당 전문가 66명은 각기 기술공급자측 33명과 기술도입자측 33명으로 구성되었으며, 각 그룹은 다시 Management Group/ Strategy Group/ R&D Group 으로 나누어 모집하여 각 그룹별로 비교분석이 가능하도록 구성하였다.
기술이전 결정요인의 도출과정은 P/E/S/T(Political/ Economic/ Scoic-Cultural/ Technological) Factors를 먼저 소규모 전문가 그룹에서 의견을 구하여 도출한 후 이를 다시 Categorization 한 후, S/W/O/T Model에 도입하여, 그 결정요인의 조작적 정의와 계층적 정의를 통하여 중복되지 않도록 AHP (Analytical Hierarchy Process) 연구모형화를 거친 후, AHP-based Pair-wise 설문지를 통하여 데이터와 사회인구학적 요인들을 구하여, 각 결정요인들의 중요도와 상대적 중요도를 연구분석하였다. 그리하여 다음과 같은 결론을 도출하였다.
첫째, 개별 상위 결정요인들이 상당히 다르다는 것을 알 수 있었다. 기술도입사인 우리나라는 주로 우리나라가 가진 촉진요인 즉 강점요인과 기회요인만을 중요시 하며, 장애요인 즉 위협요인과 약점요인을 간과하는 반면 선진국인 기술공급사는 우리나라가 가진 강점요인과 기회요인 뿐만 아니라 특히 위협요인을 고려하여 기술이전을 위한 국제합작 파트너를 결정하는 것으로 나타났다.
둘째, IJV를 통한 기술이전을 Global Determinants의 그룹별 중요도에도 차이가 있는 것으로 나타났다. 기술도입자는 모든 그룹이 ‘Profitability of Technology’ (ES)를 가장 중요하게 평가하였지만, 기술공급자는 각 그룹별로 다른 1 순위를 타나냈다.
셋째, ‘Profitability of Technology’(ES) 외에 우리나라를 국제합작 파트너로 우선시 하는 이유로 기술도입자인 우리나라 자체적으로는 ‘Ownership Sustainability of Investment’ (PS)와 ‘Gov's Promotional Policy, Tax Sys. & FTA Effectivation’(PO)를 꼽았지만, 기술공급사들은 ‘Bridgehead for Advancement to New / Big Market’(EO), ‘Technology Pursuit from Developing Countries’(TT)와 ‘Connectivity to Forward & Backward Industries’ (TO)를 우선시 하는 것으로 나타났다. 이는 이미 우리의 기술경쟁국으로 부상한 중국과의 경쟁에서 우리나라 정부와 우리 기업이 무엇을 강조하여 차별화를 하여야 할지를 보여주는 부분이다.
네째, 노동시장요인에 대한 상반된 평가이다. 기술공급자는 ‘Skilled Labor for Rapid Technology Acceptance’(SS) 보다는 ‘Rigid Labor Market and Difficult Lay-off’(ST) 를 중요하게 생각하는 반면, 우리나라의 기술도입사는 ST는 거의 고려하지 않고, SS에 대해서는 자부심이 큰 것으로 나타났다.
이에 본 연구자는 다음과 같은 간략한 제언으로 본 연구를 마무리 한다.
첫째, 기술공급자에게 있어서 우리나라의 가장 큰 장점은 'Bridgehead for Advancement to New/Big Market'(EO)이다. 그러므로, 선진기술의 창구로서 신뢰를 구축하여, 선진기술을 선점·혁신한 후 이를 다시 다른 국가에 수출하는 정거장 역할을 확대하여야 한다. 둘째, 기술공급자의 목소리에 귀를 기울여야 한다. 우리 정부의 시스템과 기업의 태도가 기술공급자 편의 위주로 바뀌어야 한다. 셋째, 기술공급자에게 기술도입자의 내부사정보다는 기술도입국가의 상황이 더 중요하다는 결론을 본 연구에서 얻었다. 이는 중국과 경쟁이 심해질수록 단기적인 ‘Profitability of Technology’(ES)가 보장되는 성숙기의 기술보다는, 작은 규모의 검증이 되지 않은 신진 기술일지라도 기술이전 초기 단계에서 적극적으로 유치하는 투자환경, 즉 실패를 수용하는 환경을 기업이 키워내야 우리나라의 투자환경과 더불어 혁신기술이전이 촉진될 수 있다는 것이다. 넷째, 자체연구개발만으로 빠른 기술의 변화를 따라 갈 수 없는 현재 기술 산업에서는 싱가포르나 이스라엘과 같이 국가산업발전계획을 위한 혁신클러스터 주체에 IJV/FDI를 한 축으로 인정해야 한다는 것이다.
Since the beginning of industrialization, the chemical industry has been constantly evolving and expanding its definitions and concepts, as a fundamental material industry that greatly influences the limitations and competitiveness of modern industrial countries. It is the basis for providing a container to other industries and values throughout almost all upper industries, and at the same time, it is requested to upgrade and innovate itself by those industries.
Due to the nature of the industry which requires large capital investment and technology-protection, only a few global companies have core technologies. In addition, the barriers to entry are high because a certain level of skill are required to accumulate technology. As well as chemical companies, many governments and companies are considering worldwide to attract these high value-added, high-tech, and low-pollution (environmentally friendly) chemical industries. In other words, in order to attract advanced technology and capital to the domestic market, each country and its companies have established the technology transfer strategies that utilize their limited resources most efficiently.
In the meantime, the advancement of the chemical industry in Korea was caused by the advancement of technology and process by technology transfer from developed countries rather than own R&D(Research and Development). The form of the technology transfer process was mainly an international joint venture linked with technology transferors of advanced countries. This means that international joint ventures play an important role in providing the advanced technology and capital to domestic companies.
The Korean chemical industry now has to go beyond the ‘Fast Follow Model’ to enter the earlier stage of technology transfer (Technology Growth Stage), rather than the Technology Maturity Stage which secures profitability for the shorter-term, and to achieve the Innovation Momentum (technology advancement) for high value added chemicals. In the 『Chemical Industry Development Strategy』 announced by the government in 2018(MOTIE), the vision was ‘Upgrading to a High-tech Chemical Industry’. As a method of upgrading, technology licensing, self-development, M&A, and JV can be considered, but a researcher reviewed the actual history of upgrading the chemical industry in Korea and found the technology transfer through the international joint venture (IJV) as the most ideal way.
In order to promote technology transfer through the IJV, it is necessary to grasp the determinants of the technology transfer and the importance of each factor. In this study, AHP a comparative analysis of the importance of technology transfer is conducted as the method of quantifying the expert's opinions on the determinants of the technology transfer of technology transferors and technology transferees, both parties in the technology transfer through IJV.
To this end, survey respondents are carefully composed of senior experts who have more than one time experience of technology transfer with the IJVs in the chemical industry, currently holding leading positions who are responsible for IJV process, such as partner searching, feasibility checking, contracting and establishment, factory construction and production process confirmation totaling to 66 (33 Transferors vs. 33 Transferees).
The relative importance of the determinants that influenced the process of establishing an IJV for technology transfer in Korea were analyzed and compared between two groups with sub groups of Management, Strategy and R&D.
The process of deriving the determinants of technology transfer was first derived by asking opinions from small-scale expert groups on P/ E/ S/ T(Political/ Economic/ Socio-Cultural/ Technological) factors. After that, it was categorized again and introduced into the S/ W/ O/ T Model, and AHP (Analytical Hierarchy Process) modeling was carried out so that it was not duplicated through operational definition and hierarchical definition of the determinants. The following key findings were derived through this research.
Frist, top determinants of determinants are also quite different. Korea, as a technology transferee, mainly focuses on promoting factors, namely strength and opportunity, and overlooks obstacles, that is, threats and weaknesses. On the other hand, technology transferors, who are from developed countries, determine an IJV partner for a technology transfer, considering those threat and weakness factors.
Second, global determinants of technology transfer through IJV are also found to differ in importance by group. All groups of technology transferees rated 'Profitability of Technology'(ES) the most important. However, the technology transferors were all ranked differently in each group.
Third, as a reason for prioritizing Korea as an IJV partner in addition to 'Profitability of Technology'(ES), Korea's technology transferees themselves have acquired 'Ownership Sustainability of Investment'(PS) and 'Gov's Promotional Policy, Tax Sys. & FTA Effectivation'(PO). However, technology transferors seem to prioritize 'Bridgehead for Advancement to New/Big Market'(EO), 'Technology Pursuit from Developing Countries'(TT) and 'Connectivity to Forward & Backward Industries'(TO). This is part of what we should emphasize and distinguish between our government and our companies in competition with China, which has emerged as a technological competitor.
Fourth, it is a contradictory evaluation of labor market factors. The technology transferors considered the 'Rigid Labor Market and Difficult Lay-off'(ST) rather than 'Skilled Labor for Rapid Technology Acceptance'(SS). But in Korea, technology transferees do not consider ST very much and have high pride in SS.
Therefore, this research is concluded with the following brief implications.
First, for the technology transfer, the biggest advantage of our country is 'Bridgehead for Advancement to New / Big Market'(EO). It means that we should build up trust as a window of advanced technology, expanding the role of station that preempts advanced technology, innovates and exports it to other countries. Second, the system of the Korean government and the attitude of the companies should be shifted to the convenience of the technology transferors, and listen to their voice. Third, it was concluded that the situation of the technology transferee’s country is more important than its internal circumstances. As the competition with China intensifies, an investment environment that actively attracts the emerging technologies that are not proven to be small-scale at an early stage of technology transfer, rather than matured technologies that guarantee short-term "Profitability of Technology"(ES).
In other words, companies need to develop an internal environment that accepts failures so that technology transfer can be promoted along with the investment environment of Korea. Fourth, in the current technology industry, which cannot keep up with the technological change with its own research and development, IJV/FDI should be acknowledged as one axis for the innovative cluster subject for the national industrial development plan, like Singapore or Israel.
