사회복지사업에 있어서의 민간기업의 참여 : 미국 Texas주의 근로연계복지사업의 사례분석 A Case Study of Welfare-to-Work Program in Texas = For Profit Company in the Human Service

국문 초록 (Abstract)

본고는 미국의 Texas주에서 Lockheed Martin사가 근로연계복지사업을 위탁 운영하는 사레를 통해, 사기업의 사회복지사업을 위탁경영할 경우에 발생할 수 있는 이슈를 살펴보았다. 본 연구는 사회복지서비스의 민간위탁운영이 서비스 수혜자에게 어떠한 영향을 주며, 위탁 경영을 통한 서비스 전달에 있어서의 수행은 어떻게 평가 해석해야 하는지, 사용되고 있는 수행평가지표는 의미가 있는지에 대해 고찰하였다. 또한, 위탁운영을 맡은 민간기업이 초래하는 프로그램의 성공과 실패에 대해서도 사례를 통해 살펴보았다. 수행측정을 위해서는 참여율, 취업률과 임금, 직장의 유지 등을 고찰하였으며, 직원에 대한 교육과 감독, 장려금 등을 통해 직무배치면도 고찰하였다. 본 연구의 결과는 국내의 사회복지 서비스 전달체계와 자활사업의 운영에도 시사점을 주며, 민간기업의 사회복지사업의 참여로 인한 성패에 대한 보다 적절한 판단을 하기 위해서는 비용연구와 비교연구 등의 후속연구가 필요하다고 시사한다.

This paper examines the entry of Lockheed Martin, a for profit company into the welfare-to-work program arena in Dallas, Texas. As one of many privatization initiatives emerging around the U.S., it provides a good example of the many issues that arise in the use of large for profit corporations as contractors in the human service field. In providing for the neediest citizens, it is critical to understand what effect privatization initiatives are having on all the recipients served by the U. S. welfare system - those recipients who seek short-term transitional assistance and those who appear to have intransigent problems that require long-term interventions. We need to understand how performance will be measured and whether the performance indicators are meaningful. In the process, we also need to sort out which successes and failures by the for-profit companies are attributable to the privatization itself and which are attributable to the welfare reform package or other characteristics of environment. This study explores the gains and losses of contracting-out in terms of a series of performance measures, staffing, outcome report, and public trust by interviewing staff and analyzing public administrative data and public reports. It includes discussions across competing view points. Finally, this study suggests that detailed cost benefit analyses and comparative studies should be followed to better judge the success and failure of privatization in the U.S.. Also, it provides information and recommendations for similar programs and a service delivery system in the Korean social policy arena.
