The digital divide represents inequality in the digital age. In the early stages, the digital divide referred to the divide between those with access to information and communication technology and those without. The divide gradually developed into a social, economic, geographical, and educational gap between the haves and the have -nots. The issue of access also expanded to include the use and utilization of the Internet after it became widely available. Today, the advent of intelligent information technology, such as artificial intelligence and the Internet of things, has expanded the scope of the digital divide. The concept is undergoing a dynamic transformation.
The digital divide consists of three stages: the gap in access, the gap in utilization, and the gap in outcomes. Discussions regarding digital equal rights have progressed with each stage. First, the right to equal access was born out of the social consensus that everyone should have equal access to essential digital tools. Later, as the gap in utilization became prevalent, the right to equal utilization emerged. The right to equal utilization means rights to education and training in order to enable equal utilization of digital technology. In addition, the rights to digital equality for the socially vulnerable garnered attention as well, for instance, Korea has implemented the Framework Act on National Informatization that guarantees equal access and use of digital technology to protect the rights of the socially vulnerable. Accordingly, the national and local governments are providing digital devices or educational opportunities for the low-income class, the elderly, and the disabled.
On closer inspection, however, the recent cases of digital alienation experienced by the elderly reveal the limitations of existing laws and policies. Senior citizens have a tendency to experience psychological barriers when using digital devices, and find simple daily tasks, such as ordering food and paying for public transportation, challenging. Educational opportunities to alleviate the alienation are often available online and discrepant across regions, further limiting the elderly’s access. Establishing a plan to provide not only equal physical access, but also equal psychological access to digital technology is necessary. As a matter of fact, strengthening regionally-uniform, experience-oriented education and developing digital devices are essential to improve digital competencies and reduce the burden of education on the elderly. In addition, to the above laws and policies, those that address the gender digital divide are needed. Above all, it is imperative to induce the developers to build digital tools that are friendlier to the socially disadvantaged, allowing them to lead a more sustainable and productive life.
디지털 시대의 불평등은 디지털 디바이드라는 개념으로 대표된다. 초기에 디지털 디바이드 개념은 정보통신기술에 접근할 수 있는 사람과 그렇지 않은 사람 사이의 분리를 의미했다. 이러한 분리는 점차 인터넷에 접근할 수 있는 집단과 그렇지 않은 집단 간의 사회적, 경제적, 지리적 또는 교육적 격차로 발전하였고, 접근의 측면도 인터넷이 보편적으로 보급된 이후에 인터넷의 이용 및 활용으로 확장되었다. 최근에는 정보통신기술뿐 아니라 인공지능, 사물인터넷 등의 지능정보화기술이 등장하면서 디지털 디바이드 개념의 외연이 확장되고 있다. 이처럼 디지털 디바이드는 역동적 개념으로 다양한 맥락에서 재구성되고 있다.
디지털 디바이드는 크게 세 단계, 디지털 접근의 격차, 디지털 이용의 격차, 디지털 이용 결과의 격차로 나눌 수 있으며, 이 단계에 따라 디지털 평등권의 내용도 발전하였다. 먼저 평등한 접근권은 모든 사람이 기본적인 디지털 도구에 평등하게 접근할 권리가 있다는 데에서 형성되었고, 이후 디지털 기술의 이용 격차가 나타나면서 평등한 이용권이 등장하였다. 평등한 이용권은 모든 사람이 평등하게 디지털 기술을 이용할 수 있도록 교육과 훈련을 받을 수 있는 권리를 의미한다. 또한 사회적 취약계층을 위한 디지털 평등권이 발전하였는데, 우리나라는 사회적 취약계층의 권리를 보호하기 위해 디지털 기술에 대한 평등한 접근권과 이용권을 보장하는 「지능정보화 기본법」을 시행하고 있다. 이에 따라 국가와 지방자치단체는 저소득층, 고령층, 장애인을 위해 디지털 기기를 제공하거나 관련 교육의 제공을 지원하고 있다.
그러나 최근 여성 고령층이 겪고 있는 디지털 소외 사례를 살펴보면, 기존의 법과 정책의 한계가 드러나고 있다. 고령층은 디지털 기기를 이용하는데 심리적 거부감을 느끼며, 디지털 기기 사용이 강요되어 음식을 사먹거나 대중교통 티켓을 사는 등의 일상생활을 제대로 못하고 있다. 이를 해소하기 위해 제공되는 교육도 온라인으로 이루어지거나 지역적 차이가 생겨 접근이 어려워지고 있다. 이러한 한계를 극복하기 위해서는 디지털 기술에 대한 물리적 접근을 넘어 모든 사람이 디지털 기술에 심리적으로 평등하게 접근할 수 있는 방안을 마련해야 하며, 디지털 역량 향상을 위해 지역적 균형을 이룬 체험 위주의 교육을 강화하고, 고령층에 친화적인 디지털 기기를 개발하여 교육의 부담을 덜어야 한다. 또한 젠더 디지털 디바이드에 대응하기 위해 관련 법과 정책을 마련해야 하며, 기술 개발자에게 사회적 취약계층에 친화적인 디지털 도구를 개발할 의무를 강화해야 할 것이다.
