This research aims to present policy countermeasure from the supply aspect of public
rental housing units and do the following through demonstrative analysis targeted at
potential users of public rental housing units: firstly, analyze level of preference for policy
direction for quality improvement with regards to policy on public rental housing units;
secondly, policy in accordance with plans for moving if there is environmentalor cultural
convenience or benefits in relations to public rental housing units; and thirdly, analysis of
diversification policy of supply plan from the supply aspect of public rental housing units
through presentation of policy scheme.
The following is the summay of the outcome of demonstrative analysis of the 3 policy
schemes of public rental housing units.
Firstly, policy scheme of the government on public rental housing units to be pursued
in thefuture ought to be re-established by presenting policy directions for the public
rental housing units in its quality plans for the public rental housing unitsfor there has
been observation of differences on elevation of the level of the facilities including
finishing material on categorization for monthlyincome and on expansion of low interest
rate loan system.
Secondly, there was high level of preferences, as priority, on policy on expansion of
public rental housing units and policy on level of reputation on residential area with
regards to number of family members and classification of relevant business types, and
for quality improvement of public rental housing units with regards to accessibility to
convenience facilities such as market and establishment of large residential complexes.
Furthermore, it has been confirmed that, as it imparts influence on age bracket
classification on expansion of green space for quality improvement for public rental
housing, it is a factor that imparts influence at the time of selection of potential user as
subject for public rental housing in age bracket classification.
Thirdly, in the event of accomplishment of environmental and cultural quality
improvement of public rental housing units, there is difference in plans for moving for
each category of monthly income, thereby presenting policy direction for future public
rental housing units. Further, convenience in reporting to work including distance from
place of work has been shown to influence plans for intention to move for each
category of number of family members, and there were differences in accordance with
the business categories in which the subjects were working.
Fourthly, although there were no differences on plans for moving for each category of
monthly income and number of family members with regards to thε educational
environment for their children, it has been found that there are different plans for
moving in accordance with educational environment for the children between average
persons and specialists. That is, while average persons displayed assertive plans for
moving in accordance with educational environment, the level of plans for intention to
move among specialists was low.
Fifty, it has been analyzed that the policy on conversion of unsold apartments in
provincial areas into public rental housing units from the perspective of policy measures
for supply of public rental housing units is the most imminent issue. Unsold apartments
in provincial areas have been recognized as the most stable source of supply of public
rental housing units for the policy scheme for construction of 1 million units of public
rental housing. Furthermore, as it has been analyzed that there is assertive consciousness
on expansion of ratio of obligation for public rental housing units among ordinary
apartmentsdepending on the categories of educational background, number of family
members and relevant place of work, it could become a new policy measure from the
perspective of supply of public rental housing units.
As the result obtained through such demonstrative analysis, conversion of awareness on
above, as the categories that ought to be prioritized in plans for policy on supply of
public rental housing units and quality improvement for public rental housing units,
should follow. In particular, demands for improvements of wide range of policies on
public rental housing units according to size of the public rental housing complex,
regions and income levels have been specified in the Article 35 of the Constitutional Law
that "the government shall put efforts in enabling all the citizens of the country to enjoy
pleasant residential life through residential development policies." Accordingly, there must
be continuous residential welfare policies of the government in order to enable enjoyment
of "right to pursue happiness" through improvement of quality of life of common people
of the country.
