The Bureau of Japanese Financial Advisers was organized specifically for the purpose of the readjustment of financial affairs under the Japanese Financial Adviser Megata Tanetaro(目賀田種太郞), who was dispatched to Joseon for this mission in accordance to the 1st Japan-Korea Agreement(第 1次 韓日協約) of August 1904. For three years since its establishment in January 1905 until its disorganization on October 31, 1907, the Bureau of Japanese Financial Advisers served to subordinate Korea's financial administrations under the Japanese control. The organization of the Bureau of Japanese Financial Advisers consisted of the Headquarters of Advisers, in charge of the central government finance, the Branches and Offices affiliated to the Branches, in charge of provincial finance. The organization of provincial organs was launched as of July 1907 when the investigation was completed on the finances: the Branches and their affiliate Offices in 13 provinces, and the Department of Inspection(監部) for the supervision of the Branches and the Offices. The structure of the Bureau of Japanese Financial Advisers was a replica of the Japanese provincial financial organization, Tax Inspection Bureau(稅務監督局).
The Bureau of Japanese Financial Advisers staffed itself completely with Japanese: starting with three officials, the number grew to 316 by the time of its disorganization. The constitution of the Bureau of Japanese Financial Advisers officials was Japanese government officials and non-government officials in the half-and-half ratio. The government officials were mostly from the Exchequer(大藏省), especially in the Tax Inspection Bureau and Monopoly Bureau(專賣局), obviously because the major roles of the Bureau of Japanese Financial Advisers were to collect taxes and increase the source of revenues. They came to Korea mostly at the request or invitation by Megata, but the high salary was among the motives for undertaking these posts in Korea.
While those who took the Adviser's post as Japanese government officials were experienced and in their 30's, those who were not government officials were inexperienced without the passage of the civil service examination(文官試驗). These non-government officials served as panimgwan(判任官) in charge of provincial finance, often creating conflicts with local Koreans from lack in work experiences. About 61% of the Bureau of Japanese Financial Advisers officials continued their work until after the Korea-Japan Annexation, working in strong solidarity with officials of the Japanese Resident-General and Government-General of Korea. This is an evidence that Japanese colonial policies towards Korea had been in progress by a meticulous design from the time of the first JapanKorea Agreement of August 1904.
The chronological progress of the Bureau of Japanese Financial Advisers major activities includes the currency reorganization in 1905, facilities enterprises and an increase in revenue in 1906, and an increase of taxpayers and revenue in 1907. In the first half of the period, the Bureau of Japanese Financial Advisers pursued activities geared for general reforms in financial structure, while its activities in the latter part of the period were for an increase in revenue. This was aimed at Japanizing Korea's financial structure at the expense of Korea. The Bureau of Japanese Financial Advisers activities were a comprehensive result of the policies put forward by Japan, Resident-General Itō Hirobumi(伊藤博文), and the Japanese Financial Adviser Megata intermixed with Korea's given circumstances at that time. 재정고문부는 제 1차 한일협약의 결과 파견된 재정고문 메가다 다네타로(目賀田種太郞)가 재정정리를 수행하기 위해 설치한 재정기관이다. 1905년 1월에 설치되어 1907년 10월 31일 폐지될 때 까지 약 3년여 동안 한국의 재정을 일본에 예속시키기 위한 활동을 수행했다. 그 조직은 중앙의 재정을 담당하는 고문본부와 지방의 재정을 담당하는 지부(支部) 이하 부속기관으로 나누어진다. 지방조직은 재정에 관한 조사가 완료된 1905년 7월부터 조직되기 시작했으며, 13도에 설치된 지부와 그 하부조직인 분청(分廳)이 있었고, 지부와 분청을 감독하기 위한 감부(監部)가 설치되었다. 이것은 일본의 지방재정기구인 세무감독국(稅務監督局) 제보를 이식한 것이었다.
재정고문부에 고빙된 관리는 모두 일본인으로 처음에는 3명에 불과했으나 폐지될 무렵에는 316명으로 증원되었다. 이들은 재관자(在官者)와 비재관자(非在官者)로 나누어지는데 그 비율은 50대 50이었다. 재관자는 주로 일본에서의 관직을 그대로 유지한 채 부임한 대장성(大藏省) 관료였고, 특히 세무감독국과 전매국 소속 관리가 많았다. 재정고문부의 주요 활동이 세금의 징수와 세원의 확대에 있었기 때문이다. 이들이 한국에 오게 된 이유는 재정고문 메가다의 권유나 초청에 의한 경우가 많았고 고액의 월급도 이유 중 하나였다.
재관자들이 주로 업무경험이 풍부한 30대의 관리였던 반면 비재관자는 주로 문관시험을 거치지 않은 비경력자들이 많았다. 비재관자는 대부분 판임관으로 지방재정을 담당했는데, 업무경험의 부족으로 한국인과 많은 마찰을 빚었다. 재정고문부 관리 가운데 61%는 병합 후 조선총독부 관리로 계속 활동하여 통감부ㆍ조선총독부 관리와 강한 연계성을 보여준다. 이러한 사실은 일제의 식민지화 정책이 제 1차 한일협약 이후부터 주도면밀하게 이루어졌음을 보여준다.
재정고문부의 연도별 주요 활동은 1905년에는 화폐정리사업과 지출의 감소, 1906년에는 시설사업과 세입의 정리, 1907년에는 세입의 증가와 징세기관의 확장이었다. 전반기에는 재정구조의 전반적인 개혁을 목적으로 하는 활동이 주로 이루어졌고 하반기에는 세입의 증가를 위한 활동이 주로 이루어졌다. 이것은 한국의 재정구조를 일본화하고 그 비용을 한국에서 조달하기 위한 것이었다. 이러한 활동은 일본의 정책과 통감인 이토 히로부미(伊藤博文)의 정책, 재정고문 메가다의 정책이 복합적으로 반영된 결과였다. 재정고문부는 제3차 한일협약의 실시로 폐지되었지만 그 활동은 통감부와 총독부로 이어져 일제강점기 식민지경제의 토대가 되었다.
