3·1운동이 발발할 당시 조선 주둔 일본군은 ‘조선주차군’에서 ‘조선군’상주화 체제를 진행하는 과정이었다. 조선 주둔 일본군은 창설부터 일본의 다른 사단과는 달리 일본 내 여러 지역에서 동원하는 방식으로 병력을 충당했다. 상주화 시작에 맞추어 조선 주둔 일본군은 조선 전역에 배치되었다. 제20사단이 조선 내 치안에 중점을 두면서 주로 중국과의 위급상황에 대비했던 반면, 제19사단은 동만주 지방의 주선인 문제에 개입하면서 대 소련전쟁에 대비한 부대였다. 하지만 일본군의 이러한 상주화 계획과 배치는 한반도에서 벌어진 3·1운동으로 인해서 상당부분 지연되었다. 3·1운동은 조선 주둔 일본군의 상주화 과정에서 벌어졌다. 조선 주둔 일본군은 3·1운동의 발발부터 일부 병력을 파견하여 탄압했다. 또한 3월12일 총독의 진압명령이 이루어진 후에는 분산배치를 진행하면서 헌병, 경찰과 함께 조선인을 탄압하는 주역으로 활동했다. 이는 4월 임시조선파견보병대대를 파견하는 단계까지 이르렀다. 국사편찬위원회의 삼일운동DB관리시스템에 수록된 탄압정보의 추이를 보았을 때 3·1운동 시기 조선 주둔 일본군의역할은 3·1운동 초반에는 각 지역에 파견, 경계의 역할로 위력시위의 역할이 컸음을 알 수 있다. 또한 3·1운동이 각 지역으로 확산되자 분산배치를 통해 위력시위의 역할을 높였으며 3월 하순과 4월 초순에는 강경한 탄압에 앞장섰음을 알 수 있었다. 조선 주둔 일본군은 3·1운동을 탄압하면서 동시에 군대를 확장하는 빌미로 삼았다. 1920년 상주화가 완료되면서 ‘조선임시파견보병대대’를 교대하면서 지속적으로 파견을 이어갔다. 이들은 1920년 육군 평시편제개정, 1920년 군비충실요령에 따라 제19, 제20사단으로 편입되며 조선 주둔 일본군 ‘高定員’ 편제라는 명목을 만들게 되었다. 이러한 움직임은 제1차 종료이후 군축분위기를 조선주둔 일본군은 3·1운동을 빌미로 삼아서 역행하는 것이었다. 병력증강을 바탕으로 조선 주둔 일본군은 간도참변, 간도지역 독립운동 탄압을 넘어서 중국침략을 대비한 군대로 자리매김했다.

The Japanese military in the Korean Peninsula suppressed the March 1st Movement, while simultaneously using it as an excuse to expand its military. With the completion of the resident status in 1920, the dispatch continued as it replaced the Joseon Temporary Expeditionary Force. They were incorporated into the 19th and 20th Infantry Division under the Army's peacetime revision in 1920 and the Military Provisions in 1920, and were given the title of Many fixed number organizations(高定員’ 편제) for the Japanese military stationed in the Korean Peninsula. This movement was a setback for the Japanese military, which held the stage of the disarmament crisis since the end of the World War I, using the March 1st Independence Movement as an excuse. Based on the increase in the number of troops, the Japanese military stationed in the Joseon Dynasty has established itself as a military invading China, going beyond the suppression of the independence movement in the Gando area.
