This paper examines the intelligence activities of the Japanese Army by dispatching military officers abroad and the reactions of the Triple Entente to these activities during and after the First World War.
Immediately after the outbreak of the war, Japanese army was reluctant to dispatch its officers. However, since 1915, a large number of military officers have been dispatched every year, and as in 1919, when the largest number of officers were dispatched, the intelligence became more active after the end of the war. Japanese officers were mainly dispatched to France and Great Britain, and artillery and engineering officers, officers-equivalent of each section, and engineers were dispatched to obtain a variety of information. And a large number of officers were dispatched to the United States in 1918 and 1921.
The army also emphasized gathering information on the ‘enemy’ Germany. For this reason, it dispatched its officers to neutral countries adjacent to Germany during the war, and made full use of such expedients as concealing the identities of military officers and not giving advance notice in order to avoid opposition from the countries involved. Immediately after the Armistice, the army approached the German side through military attachés to the legation in neutral countries and sound out the possibility of resuming the dispatch of military officers. And with the conclusion of the Treaty of Versailles, it dispatched a large-scale research group to investigate German military industrial technology.
On the other hand, the Entente restricted Japanese intelligence activities in their own country more severely than Japanese military attachés to their armies, such as not permitting Japanese officers to inspect domestic military installations and front lines. In particular, the forced dispatch of military officers to neutral countries caused a backlash from the Allies, especially Great Britain. Even after the peace treaty was concluded and the war officially ended, Japanese army was unable to send its officers directly to Germany for a while, considering the Allied sentiments toward Germany. Behind this sharp reaction of the Allies were dissatisfaction with Japan, which was extremely passive about joint operations with the Allies, and rumors of a close relationship between Japan and Germany.
본고는 제1차 세계대전 발발부터 종전 후에 걸쳐 일본 육군이 재외무관을 파견하여 행한 정보 수집 활동과 이에 대한 연합국의 반응을 고찰한 것이다.
육군은 1차대전 발발 직후에는 무관 파견에 소극적이었다. 하지만 1915년부터 매년 다수의 무관을 파견하였고, 1919년에 가장 많은 무관을 파견하는 등 종전 후 정보 수집 활동은 더 활발해졌다. 재외무관의 주요 파견국은 프랑스와 영국이었고, 포병・공병 장교, 각부 장교 상당관 및 기사 등을 파견하여 다양한 정보를 획득하였다. 그리고 미국에도 1918년과 1921년에 다수의 무관을 파견하였다.
또한 육군은 ‘적국’ 독일 정보 수집도 중시하였다. 이를 위해 전쟁 중에 독일과 인접한 중립국에 무관을 파견하였고, 당사국의 반발을 피하기 위해 무관 신분을 숨기거나 사전 통고를 하지 않는 등 편법도 구사하였다. 그리고 휴전 성립 직후부터 중립국 주재 공사관 소속 무관을 통하여 독일 측에 무관 파견 재개 가능성을 타진하였고, 강화가 성립하자마자 독일의 군사 공업 기술을 조사하기 위해 대규모 조사단을 파견하였다.
한편 연합국은 일본 재외무관에게 국내 군사 시설이나 전선 시찰을 허용하지 않는 등, 종군무관보다 더 엄격하게 자국 내 정보 수집 활동을 제한하였다. 특히 독일 정보를 얻기 위해 중립국에 무관 파견을 강행한 것은 영국을 비롯한 연합국의 반발을 초래하였다. 그리고 강화가 성립하여 전쟁이 공식적으로 종결한 뒤에도, 일본은 연합국의 대독 감정을 고려하여 한동안 독일에 직접 무관을 파견하지 못하였다. 연합국의 이러한 반응의 배경에는 연합국과의 공동 작전에 매우 소극적이었던 일본에 대한 불만과 일본과 독일의 접근설 등이 존재하였다.
