사회적기업의 외부 및 내부 사회적책임이 조직성과에 미치는 영향

본 연구는 사회성과인센티브(Social Progress Credit; SPC)에 선정된 기업을 대상으로 사회적기 업의 사회적책임(Corporate Social Responsibility; CSR)활동이 조직의 경제적, 사회적 성과에 미치는 영향 을 분석하였다. 특히 CSR을 조직의 관점에서 외부 이해관계자를 대상으로 한 사회공헌 활동인 외부 CSR과, 내부 조직원을 대상으로 한 내부 CSR로 나누어 이를 중점으로 분석하였다. 구체적으로, 외부 CSR은 지역사 회, 자연환경, 고객에 대한 책임 있는 활동에 초점을 맞춘 실천을 말하고, 내부 CSR 활동은 회사 고유의 인적 자원 구축에 중점을 두어 직원이 성장 및 학습을 추구하는 활동으로 근무조건 개선 및 복지, 교육 및 훈련기 회의 제공 및 확장하는 등의 활동을 말한다. 민간기업의 경우 CSR을 통해 기업의 경쟁 우위를 확보하고 조직 성공에 전략적으로 활용하고 있으나 지금까지의 연구에 따르면 CSR 활동이 조직의 성과에 미치는 영향은 혼 재되거나 상충하는 부분이 있다. 이러한 일관되지 않은 효과는 부분적으로 조직이 CSR 활동을 전략적으로 활 용하는 능력에 있어 차이가 있음을 시사하며, 따라서 본 연구는 사회적기업의 CSR 활동을 외부(external) CSR과 내부(internal) CSR로 구분하는 미시적 관점을 채택하여 분석하였다. 본 연구는 다음과 같은 목적을 지닌다. 첫째, 사회적기업의 핵심활동인 사회적책임(CSR)이 조직성과에 미치 는 영향을 검증하기 위해 외부 CSR 활동을 하는 사회적기업의 경제적, 사회적 성과가 외부 CSR 활동을 하지 않는 조직과 차이가 있는지를 확인하고 둘째, 내부 CSR 활동을 하는 정도가 조직의 경제적, 사회적 성과에 미 치는 영향을 확인한다. 셋째, CSR-조직성과 간 관계에 영향을 줄 수 있는 조직 내 특성을 탐구하기 위해 외부 및 내부 CSR 활동의 상호작용이 조직의 성과에 미치는 영향을 확인한다. 이를 위해 국내 사회적가치연구원 (CSES)의 사회성과인센티브(Social Progress Credit; SPC) 참여한 사회적기업을 대상으로 수집한 공적 데이터를 사용하였다. SPC는 사회적기업의 사회적 성과를 측정하여 금전적 인센티브를 제공하는 제도이며, 2015 년부터 사회성과인센티브와 조직의 경제적, 사회적 성과에 대한 측정 결과를 축적해 왔다. 본 연구에서는 SPC 지원금을 ‘무료기부 등 사회공헌’으로 사용 여부를 외부 CSR 활동으로 정의하고, SPC 참여기업을 대상으로 조직운영과 관련된 설문결과를 분석하여 내부 CSR 정보를 통해 주 효과 및 상호작용 효과를 검증하였다. 본 연구는 사회적가치연구원(Center for Social Value Enhancement Studies; CSES)의 사회성과인센티 브 선정기업을 대상으로 축적된 설문데이터를 이용하였고, 구체적으로 2019년에 실시한 설문에 대한 응답과 2020년의 성과데이터를 기준으로 분석하였다. 2019년의 설문 조사는 전국 고용노동부 인증 사회적기업을 대 상으로 실시한 사회적 가치 설문지와 동일한 문항으로 사회성과인센티브(SPC) 선정기업을 대상으로 3월에 설 문 조사가 실시되었다. 연구대상은 사회성과인센티브(SPC)에 선정된 사회적기업 196개소이다. 본 연구의 결과는 다음과 같다. 첫째, 내부 CSR 활동은 경제적 성과에 제한된 긍정적 영향을 미치는 것으 로 나타났다. 이는 자원기반관점(resource based view, RBV)을 근거로 내부 CSR이 인적자원의 핵심역량 강화를 통해 조직의 재무적 성과에 긍정적인 영향을 미친다는 전략적 인적자원관리 연구와 일맥상통하고 있 다. 또한, 위의 결과는 사회적교환이론(social exchange theory; SET)을 기반으로 내부 CSR 활동이 직원과 회사와의 상호호혜적인 비공식적 계약을 강화하게 되면서 조직의 더 나은 성과를 가져올 수 있다는 근거와 일 관성이 있다. 둘째, 외부 CSR 활동과 사회적기업의 사회적 성과와의 정(+)의 관계를 입증하였다. 이 결과를 통해 사회적기업의 고유 목적을 추구하는 활동과 더불어 부가적인 사회공헌이 조직의 사회적 성과에 긍정적 인 영향을 확인할 수 있다. 셋째, 외부 CSR 활동과 사회적기업의 경제적 성과는 유의한 관계가 없는 것으로 나타났다. 본 연구에서는 일반 영리기업보다 외부 CSR을 통해 외부 이해관계자, 특히 영업활동과 관련된 주 체들에게 미치는 영향이 더 클 것으로 가정하였으나, 실증적으로는 영향을 미치지 못한 것인지, 혹은 이해관 계자의 인식이나 태도에 영향은 미쳤으나 성과까지 연결되지 못하였는지는 확인할 수 없었다. 넷째, 외부 CSR과 내부 CSR의 상호작용은 경제적, 사회적 성과 모두에게 유의한 관계가 없었다. 즉, 내・외부 CSR 활동 은 상호작용 없이 각각 독립적으로 조직의 성과에 영향을 주는 것으로 나타났다. 본 연구는 사회적기업의 사회적 책임(CSR) 활동과 성과에 관한 연구로써, 그동안 민간기업 위주의 연구에 서 국내 사회적기업 조직으로 확대했다는 점에서 일차적인 의의가 있다고 볼 수 있다. 또한, 국내의 공신력 있는 기관에서 축적된 공공 데이터를 사용하여 성과측정을 위한 측정 도구가 조직간 비교 가능하며, 신뢰성을 확보할 수 있었다는 점에서 큰 의의가 있다. 또한, 기존의 사회적기업을 대상으로 상대적으로 관심이 적었던 사회적 책임 (CSR) 활동을 내・ 외부 CSR로 구분하여 조직성과와의 차별적 효과를 탐색하였다. 구체적으로 내부 CSR 활동이 경제적 성과에만 제한적으로 영향을 미치고, 외부 CSR 활동의 경우에는 기업의 사회적 성과에 유의한 효과가 있는 등 이해관계자를 대상으로 한 개별적 CSR 활동의 효과의 차이를 규명하였다. 그러나 본 연구 역시 여러 한계점을 가지고 있다. 첫째, 본 연구는 2차 데이터를 활용했기 때문에 외부 CSR 활동 에 의한 소비자의 인식변화나 내부 CSR 활동이 조직원의 인식에 미치는 영향에 대해서 분석하지 못하였다. 둘째, 사회적기업의 외부 CSR 활동을 SPC 선정 사회적기업의 사회성과 성과보수 중 ‘무료기부 등 사회공헌’ 으로 사용 여부로 측정하여 이 외 조직의 실제 외부 CSR 활동을 포함하지 못했다. 또한, 사회적기업의 CSR 활동의 범위를 사회적기업의 목적이나 영업활동 및 의무를 넘어선 그 외의 사회가치창출 활동으로 보았기 때 문에 사회적재투자의 지역사회 재투자 및 기타 재투자는 포함되지 않았다. 결론적으로 본 연구에서는 사회적기업의 CSR 활동이 조직성과에 미치는 영향에 대해 실증적으로 검증했다 는 것에 의미가 있으며, 추후 연구에서는 사회적기업의 CSR 활동이 이해관계자의 인식의 미치는 영향, 이해 관계자와의 사회적 네트워크 형성, 그리고 사회적재투자 등 조직구조, 구성원, 조직문화 및 네트워크 등 사회 적기업의 내부 및 외부 요인의 통합적이고 체계적인 연구를 통해 사회적기업 조직의 경제적, 사회적 성과를 더 구체적으로 설명할 수 있을 것으로 기대한다.
더보기This study investigates the impact of Corporate Social Responsibility (CSR) activities of a social enterprise on organizational economic and social performance in Korea. CSR initiatives are divided into external CSR and internal CSR where external CSR refers to activities focusing on responsible activities for local communities, natural environments, and customers, and internal CSR activities are activities that employees pursue growth and learning by focusing on building their own human resources. It is worth noting that many publicly traded company in Korea attempt to pursue a competitive advantage through CSR actions and strategically utilize it for organizational success but studies so far show that the impact of CSR activities on organizational performance is mixed at best. These inconsistent effects partially suggest that organizations differ in their ability to strategically utilize CSR activities. Thus, this study adopted and analyzed a microscopic perspective that divides CSR activities into external CSR and internal CSR and examine its link to organizational performance. The purpose of this study is three-fold. We first examine the effect of CSR on organizational performance whether the economic and social performance of social enterprises that engage in external CSR activities are different from those of organizations that do not engage in external CSR activities. Secondly, we investigate the impact of the degree of internal CSR activities on the economic and social performance of the organization. Third, we further explore the possibility of positive synergistic interaction between external CSR activities and internal CSR on organizational performance of social enterprises. The sample of the study were 196 social enterprises selected for participating social progress credit(SPC) program. This study used survey data accumulated for companies selected by the CSES and analyzed based on responses to surveys conducted in 2019 and performance data in 2020. The 2019 survey consists of the same questionnaire as the social value questionnaire conducted on social enterprises certified by the Ministry of Employment and Labor. The survey was conducted by social enterprises selected by the SPC. In general, social enterprises are pre-selected by SPC program based on social performance last year and incentives are paid in February in the following year. Therefore, since the survey conducted between March and April 2019 corresponds to the results of 2019, the economic performance data for 2020 of participating companies were used to measure economic and social performance. The results of this study are as follows. First, it was found that internal CSR activities had a limited positive effect on economic performance. This is in line with a strategic human resource management study that internal CSR positively affects the organization’s financial performance through strengthening the core competencies of human resources based on the resource-based perspective (RBV). In addition, the above results are consistent with the evidence that internal CSR activities can lead to better performance of the organization as they strengthen mutually beneficial informal contracts with employees and companies. Second, a positive (+) relationship between external CSR activities and social performance of social enterprises was verified. These results present that additional social contribution along with activities pursuing the unique purpose of social enterprises has a positive effect on the organization’s social performance. Third, it was found that there was no significant relationship between external CSR activities and the economic performance of social enterprises. In this study, it was assumed that external CSRs would have a greater impact on external stakeholders, especially those related to business activities than general for-profit companies, but it could not be confirmed whether they did not affect them empirically or whether they affected their perceptions or attitudes. Fourth, the interaction between external CSR and internal CSR did not have a significant relationship with both economic and social performance. In other words, it was found that internal and external CSR activities independently affect the performance of the organization without interaction. This study has the following theoretical and practical contributions. This is the first study to examine the impact of different modes of CSR activities expanded from private enterprise- oriented research to domestic social enterprise organizations. In addition, it is of great significance in that measurement tools for performance measurement can be compared between organizations and reliability can be secured using public data accumulated by domestic public institutions. In this study, companies selected for SPC were able to compare and analyze results because they assessed the economic and social performance of social enterprise with comparable measurements acorss years. In addition, social responsibility(CSR) activities, which were relatively less interested in existing social enterprises, were divided into internal and external CSRs to explore the differential effects of organizational performance. Specifically the difference in the effectiveness of individual CSR activities on stakeholders was investigated in that internal CSR activities can affect only economic performance while external CSR activities having a significant effect on corporate social performance. However, this study also has several limitations. First, since this study used secondary data, it was not possible to analyze the effect of consumer perception changes or internal CSR activities on the perception of members of the organization by external CSR activities. Second, external CSR activities of social enterprises were measured by whether they were used as “social contributions such as free donations” among SPC-selected social enterprises. It is worth noting that other organizations could not include actual external CSR activities. In addition, since the scope of CSR activities of social enterprises was viewed as other social value-creating activities beyond the purpose, business activities, and obligations of social enterprises, reinvestment in the local community and other reinvestment were not included. This calls for future studies that examine the economic and social performance of social enterprises in more detail by integrating organizational structures, organizational culture and networks into CSR context.
