과학과 기술이 산업생산에서 차지하는 중요성은 특히 근대 이래로 매우 커졌다. 그 중요성은 비군사적 생산과 소비에서뿐만 아니라 군사적 측면에서도 마찬가지였다. 19세기 말과 20세기 초에 ‘군산복합체적’ 상황의 전개가 영국에서뿐만 아니라 특히 이차대전 이후 미국에서 뚜렷해지면서 과학, 기술, 산업, 군비간의 상호의존적인 복잡한 관계는 많은 관심을 끌어왔다.
19세기 말부터 영국은 방대한 제국을 유지하기 위해 고도의 기술을 접목시킨 해군을 운용했고, 이와 함께 20세기에 들어서는 첨단 항공기와 ‘전략적 폭격’을 위주로 한 군사전략을 발전시켜왔다. 다른 분야에서와 마찬가지로 군사적 측면에서도 영국은 근대를 선도한 국가였다. 이런 면모는 국가가 지원하는 R&D에서도 뚜렷했다. 20세기를 통해 영국정부는 오래 동안 민간 산업계보다 더 많은 액수의 R&D 비용을 지출했고, 이 비용의 대부분은 군사적인 연구개발에 투입됐다. 또한, 三軍을 관장한 중앙 행정부서들과 군수부와 같은 군수조달 관련 기관들의 역할은 군부와 산업 그리고 과학과 기술을 유기적으로 연결하고 발전시키는 데 결정적이었다. 특히 윌슨과 같은 인물은 군사 분야에서 발전된 기술과 기법이나 경험이 민간분야에 원용되는 이점을 잘 인식했으며, 군수부, 항공부, 기술부와 같은 중앙정부 조직들은 이런 생각을 실현하는 데 핵심적 역할을 했다.
이러한 사실에도 불구하고 과학과 영국국가에 관한 연구 문헌들은 민간 목적의 R&D에 관한 정부지출에만 관심을 집중해왔다. 특히, 관심은 중앙정부의 주요부서 중에서 유일하게 ‘과학’이나 ‘연구’라는 단어가 들어가 있는 과학산업연구부에 편중돼왔다. 역사가들은 군사적인 부문은 물론이고 의학연구와 관련된 기관들이나 농수산부, 우체국, BBC와 같은 조직들도 경시해왔다. 그러나 군사 관련 부서들은 심지어 군사적인 R&D가 아닌 민간 목적의 R&D에 대해서도 과학산업연구부보다 더 많은 비용을 지원해왔다. 군사적 측면에 대한 연구자들의 이런 경시가 낳은 가장 큰 문제점은 정부 주도의 국방 R&D에 대한 경시는 물론이고 정부가 산업계에서 진행되는 R&D를 지원하지 않았다는 그릇된 인식을 확산시킨다는 것이다. 그러나 실제로는 三軍을 관장하는 세 부서들이 산업계 내에서 이뤄지는 민간 목적뿐 아니라 군사적 용도를 겨냥한 R&D까지도 시작하고 주도했으며, 이차대전 후 군수관련 부서들은 이런 경향을 일층 더 강화시켰다. 이 글에서 살펴본 영국에서의 군비관련 R&D는 우리로 하여금 과학과 기술, 산업과 군부의 관계뿐만 아니라, 이런 관계 속에서의 국가 역할에 대해서도 다시금 생각하게 해준다.
Since the onset of the modern era the significance of science and technology in industrial production has enormously increased. Such importance has likewise greatly grown in the production of weapons and military build-up. As the 'military-industrial complex' not only emerged in Britain in the late nineteenth and early twentieth centuries but matured in the US after the Second World War, the complicated and multi-faceted relations between science, technology, industry and the military have attracted a great deal of scholarly attention.
In an attempt to defend and maintain her vast empire, from the early days of the twentieth century Britain began to develop and deploy not only high-tech weapons like aircraft but such novel military tactics as 'strategic bombing'. As in many other major fields of modernity, Britain pioneered and excelled in the area of military production and strategy. This was clearly shown in state-sponsored R&D. For a long time in the twentieth century British government financed R&D much more than industry did, and most of the state R&D was concentrated on weapons and armaments. In addition, the 'service ministries' (the Departments of Army, Navy, Air Force and Defence) and the 'supply ministries' (the Departments of Supply, Aviation, Technology) played an indispensable role not only in forging interactive relations between the military and industry, but in linking science and technology to production. In particular, political leaders like Harold Wilson understood and emphasized the advantages of applying technologies and knowhow developed in military R&D to civil, industrial productions. Such organizations of central government as the Departments of Supply and Technology were instrumental in putting such ideas into practice.
Despite all this, the literature on the history of science, technology and the British state has largely ignored the support governments have given to defence-related R&D. Instead, their attention has usually given to such government bodies as the Department of Scientific and Industrial Research, the only ministry that bore words like 'science' or 'research' in its title. As a result, scant interest has been given not only to military-related departments but institutions like the Department of Agriculture and Fishery, the Post Office and the BBC. Military-related ministries actually paid more even for 'civil' R&D (not military R&D) than the DSIR. This neglect of the military aspect has posed some problems, the most serious of which was, in addition to the obvious neglect of government-funded R&D, the misguided conception that the state was not interested in financing R&D performed in industry. As has been shown in this article, however, 'service departments' before WWII pioneered R&D performed in industry whose purpose was both civilian and military, and various 'supply departments' continued and heightened such efforts after the war. What have been discussed in the above make us rethink not only the relations between science, technology, armaments, and industry, but also the role of the state in these complex relations.
