본 논문은 한국전쟁 시기 국가의 남한지역 전통음악계 동원을 검토하였다. 전통음악계는 대한민국 수립 직후부터 국가에 동원되기 시작하였다. 전통음악인과 그들의 음악은 3·1절과 광복절 기념식, 개천절 경축식 등 각종 국가 행사뿐만 아니라 ‘우방과의 친선을 도모’하는 국가적 사업, 그리고 대중 선전과 선동작업에도 동원되었다.
한국전쟁 시기 남한지역의 전통음악계는 전황에 따라 조선민주주의인민공화국과 대한민국에 의해 각각 동원되었다. 전쟁 직후 인민군의 남한지역 점령 시기에 전통음악인들은 인민공화국 지지 시위와 인민군 대상의 위문공연, 또 인민공화국을 위한 선전·선동 작업, 나아가 대중위문 사업에도 동원되었다.
전통음악계의 본격적 동원은 대한민국에 의해 이루어졌다. 국군의 반격과 서울 수복(1950.9.28) 이후 아악부와 국악원 소속 전통음악인들은 부역 심사 후 ‘국민방위군 정훈공작대’와 ‘육군 군예대’ 등에 편성되었다. 그들은 각각 전방과 후방 지역에 동원되어 위문공연뿐만 아니라 반공 선전·선동 활동을 수행하였다. 1951년과 그 다음다음 해까지 전쟁이 지속하면서, 전통음악인들은 집단적으로, 또는 개별적으로 대한민국의 전쟁 선전·선동, 장병 위문뿐만 아니라 국가의 ‘민심 수습’ 등의 작업에 동원되었다. 이처럼 대한민국과 인민공화국은 자신들의 전시 목표에 따라 전통음악인과 ‘전통음악’을 동원하였다.
그런데 전통음악의 동원과정에서 흥미로운 것은 주로 성악이 동원되었다는 것이다. 기동성과 편의성이 요구되고 추구되는 전시 상황에서, 성악은 간편하게 국가의 정치적 의제를 언어적으로 전달할 수 있었다. 이러한 이유로 성악은 ‘민족애와 조국애, 그리고 민족과 조국에 대한 의무감’ 등을 대중들의 의식에 불어넣고 그들을 대한민국에 충성하는 국민으로 변화시키는 장치로 동원되었다.
그렇지만 성악 동원 역시 제한적으로 이루어졌다. 대한민국과 인민공화국은 ‘민요가 너무 구슬퍼서, 군인들의 감정 절제가 어려웠기’ 때문에, 그것은 대적(對敵) 심리전 장치로 동원되거나 후방의 시민 위안 공연에 동원되었다. 전통음악의 선택적 동원은 전통음악 자체에 내재한 특성만이 아니라 세계사적 맥락에서 대한민국의 한국전쟁이 가진 성격과 전쟁 전개 양상의 특성 등에 의해 규정된 것이기도 했다.
This article examined the mobilization of the Korean traditional music and its musicians in South Korea during the Korean War. The traditional music and musicians began to be mobilized by the state right after the establishment of the Republic of Korea(ROK hereafter). Traditional musicians and their music were mobilized not only for various national events such as March 1st, Liberation Day celebrations, and National Foundation Day celebrations, but also for national projects to “promote friendship with allies,” and public agitation & propaganda
During the Korean War, the traditional music and musicians in South Korea was mobilized by the Democratic People’s Republic of Korea(DPRK hereafter) and the Republic of Korea, respectively, according to the war situation. Traditional musicians were mobilized to the demonstration processions supporting the DPRK during the occupation of South Korea by the People’s Army, performing consolation performances for the People’s Army, propaganda and agitation work for DPRK, and consolation activities for the popular masses.
The mobilization of the traditional music and musicians was made more serious by ROK. After ROK military counterattack and the restoration of Seoul, traditional musicians belonging to the Aakbu and the Gugakwŏn were organized into the ‘National Defense Force Jeonghoon Operation Team’ and the ‘Army Military Crafts Corps’ after an adjunct screening of their activities for the time of the People’s Army’s South Korean occupation. They were mobilized in the front and rear areas, respectively, to perform anticommunist agitation & propaganda activities as well as the consolation performances for the National Defense Forces and popular masses.
As the war continued for three years, traditional musicians, collectively or individually, had to continually do the works of war propaganda and comforting soldiers, as well as the official work ‘to rectify public sentiment’. As such, the ROK and the DPRK mobilized traditional musicians and music according to their wartime goals.
However, what is interesting in the process of mobilizing traditional music is that vocal music was mainly mobilized. In a wartime situation where mobility and convenience were demanded and pursued, vocal music was able to convey linguistically the ROK’ political agenda. For this reason, vocal music infused ‘a sense of duty and patriotism towards the nation and the state’ into the consciousness of the public, and furthermore, it was mobilized as a device to form South Koreans’ national identity.
However, the mobilization of vocal music was also limited in terms of genre. ROK and the DPRK mobilized folk songs to their political agendas. It was mobilized as a psychological warfare device against the enemy in the war front or for civilian comfort performance in the rear because it was difficult to control the emotions of the soldiers because it was too pitiful. Such selective mobilization of traditional music was not only defined by the characteristics inherent in traditional music itself, but also by the nature of the Korean War and the characteristics of the war development in the context of world history.
