Ⅰ. 서론
□ 연구 배경 및 목적
ㅇ 환경영향평가는 기본적으로 개발사업에 의한 환경매체별 영향을 검토하고, 연관되는 다양한 매체의 영향을 복합적으로 검토하는 것
ㅇ 환경영향평가에서 활용되는 공간정보는 여러 가지 의미를 가지고 있음
- 전체적인 사업의 공간적 범위에 해당하는 사업지 외곽 경계
- 환경영향평가 대상에 해당하는 환경매체별 측정 위치
- 환경매체 각각 및 다양한 매체별 영향의 연관성이 발현하는 공간
ㅇ 본 연구에서는 환경영향평가제도 전반에서 공간정보를 효율적으로 사용하기 위한 방안으로 아래의 논의를 통해 공간정보 플랫폼의 구축 방안을 마련하고자 함

□ 연구 범위
ㅇ 환경영향평가 전 과정에서 공간정보의 활용이 증가하고 있는 상황에서 환경영향평가라는 제도를 공간정보 기반의 플랫폼으로 전환하기 위한 기초연구
ㅇ 1차 연도(2018년)에 환경영향평가제도 전반에서 사용되는 공간정보 활용 확대를 위하여 공신력 있는 다양한 공간정보의 인벤토리를 구축하고 좌표에 대한 표준화 및 속성 테이블에 대한 표준화를 진행함. 2차 연도(2019년) 연구에서는 1차 연도 연구를 바탕으로 공간정보가 주류를 이루는 환경영향평가 플랫폼을 구축하는 기본 방안을 마련하고자 함
□ 연구 방법
ㅇ 본 연구는 환경영향평가를 공간정보 기반으로 전환하기 위한 사전 준비를 수행하는 연구임. 이에 해외 환경영향평가에 활용되는 환경매체별 관련 시스템을 분석하고, 플랫폼 구현을 위한 ICT 핵심 요소 기술을 분석함. 그리고 국내의 환경영향평가 관련 시스템을 분석하고 관련 법제도 개선 방향을 도출하였음
Ⅱ. 해외 환경영향평가 관련 시스템 분석
□ 해외 웹기반 환경영향평가 관련 지원시스템 현황
ㅇ 미국 및 유럽 등의 해외 환경정보 지원시스템은 환경매체별 정보를 공간정보로 전환 및 구축하여 제공하고 있음. 이는 사용자의 이해도와 활용도를 증가시키는 효과도 있지만, 더욱 효율적으로 정보를 제공하는 방안으로 공간정보를 활용하고 있는 것으로 볼 수 있음
ㅇ 해외 환경영향평가 관련 정보시스템 분석에서는 미국, 캐나다, 스코틀랜드 및 호주의 시스템을 분석함. 해외 환경영향평가 관련 시스템은 환경영향평가 전체 과정에서 발생하는 환경영향평가서 원문, 협의 및 주민 의견수렴 등 모든 문서를 데이터베이스로 구축, 웹기반 검색엔진 연동 등을 통하여 제공하고 있음. 대부분의 경우 평가서에 대한 정보는 PDF 형태의 원문을 다운로드할 수 있게 되어 있으며, 이러한 방식은 대부분 국내에서 운영 중인 EIASS와 유사하거나 동일한 형태임
□ 국가별 환경영향평가 관련 시스템 공간정보 활용 사례
ㅇ 해외 환경영향평가 관련 정보시스템의 공간정보 활용을 ICT 기술 중심으로 구체적으로 분석하기 위해, 영국, 아일랜드, 독일, 일본 및 호주 등의 환경영향평가 관련 시스템 공간정보 활용 현황을 대상으로 분석 수행
ㅇ 영국, 아일랜드, 일본 및 호주의 경우 오픈소스 기반의 GIS 엔진과 DB 소프트웨어를 사용하고 있으며, 다양한 하드웨어를 웹 환경에서 운영하기 때문에 보안 솔루션을 사용함. 또한 다양한 사용자의 활용과 향후 활용성의 확대를 위하여 클라우드 환경조성 중. 독일의 경우에는 상용 GIS 및 DB를 활용함
Ⅲ. 플랫폼 구현을 위한 핵심 요소 기술 검토
□ 기반 기술 동향
ㅇ 해외 사례에서 도출된 웹기반 플랫폼 구축, 오픈소스 GIS, 오픈소스 DB, 보안 솔루션, 클라우드 컴퓨팅 등의 현황과 적용 방안에 대해 검토를 수행
- 오픈소스 기술은 소프트웨어의 설계도에 해당하는 소스코드(Source Code)를 무상으로 공개하여 누구나 그 소프트웨어를 개량하고 재배포할 수 있도록 하는 것으로, 지리정보서비스 부문에서 활용성이 높아짐에 따라 환경영향평가 공간정보의 수집 및 제공 과정에서 활용 가능
- 클라우드 컴퓨팅 기술은 서로 다른 물리적 위치에 존재하는 전산 자원을 가상화 기술을 활용해 통합 제공하는 환경을 말하며, 환경영향평가제도의 공간정보 플랫폼 구축을 위한 기반으로 활용될 수 있음

Ⅳ. 국내 환경영향평가 관련 시스템 분석

- 환경 관련 정보의 구축 및 제공을 통해 환경영향평가 제도를 지원하기 위한 목적으로 환경부에서 운영하는 정보시스템
- 환경영향평가서 및 부속 문서, 그리고 환경영향평가 과정에 활용되는 환경정보를 수집하여 제공하며, 지리정보서비스를 통해 공간 기반의 정보 조회가 가능한 환경을 제공
- 오픈소스 지리정보서비스와, 보안 솔루션, 오픈API 기술이 적용되어 활용되고 있으며, 향후 환경영향평가 공간정보 활용체계의 기반으로 활용될 수 있음

- 지능형 환경영향평가 서비스는 사업 예정지역에 대해 과거 유사한 특징을 지닌 사업의 환경영향평가 결과를 토대로 사전에 주요 평가 유형, 환경 이슈 등을 검토할 수 있도록 지원함

ㅇ 국내 환경영향평가 관련 시스템 및 ICT 적용 사업 현황을 분석하고, 전술한 기반 기술이 실제 관련 시스템과 ICT 적용 사업에 활용된 사항을 정리하여 공간정보 기반 환경영향평가 플랫폼을 제안함
- EIASS는 원문정보, 사업지 위치 및 매체별 측정정보를 제공함. 또한 기술적으로는 웹기반 오픈소스 GIS 및 DB, 보안 솔루션, 오픈API 등을 활용 중임

Ⅰ. Introduction
□ Research background and purpose
ㅇ An environmental impact assessment (EIA) is basically the process of reviewing the impact of individual environmental media caused by development projects and comprehensively evaluating the impact of other associated media.
ㅇ Spatial data utilized in EIA have several meanings.
- The outer boundary of project sites as the overall spatial range of projects
- The locations of measured environmental media: targets of EIA
- Spatial expression of correlations between the impacts of individual media and other media
ㅇ This study aims to suggest measures to establish a spatial data platform as a way to efficiently utilize spatial data across the overall process of the EIA system through the following discussions.
- The scope and content of spatial data utilized in EIA vary.
- The current EIA system promotes the utilization of spatial data.
- The Environmental Impact Assessment Support System (EIASS), a data system for EIA, provides a limited amount of spatial data based on original data.
□ Research scope
ㅇ As the utilization of spatial data in the entire process of EIA has increased, this study was conducted as basic research to convert the current EIA system into a spatial data-based platform.
ㅇ In the first year, an inventory of various credible spatial data was established and coordinates and attribute tables were standardized in order to expand the utilization of spatial data across the entire process of EIA. In the second year, a basic plan for establishing a spatial data-based platform for EIA will be established based on the results of the research in the first year.
□ Research methods
ㅇ This study was conducted as preparation for converting the current EIA system into a spatial data-based system. To do so, this study analyzed systems related to individual environmental media that are utilized in EIAs in other countries, and key elementary ICT technologies for the establishment of the platform. Systems related to EIA in Korea were analyzed, and directions for improving related laws and regulations were also suggested.
Ⅱ. Analysis of EIA-related Systems in Other Countries
□ Status of web-based EIA support systems in other countries
ㅇ Environmental data support systems in countries like the United States and European countries provide spatial data that were converted from data of individual environmental media, which is effective in increasing users’ understanding and utilization of spatial data and also utilizes spatial data as an efficient way of providing data.
ㅇ Data systems related to environmental impact assessment (EIA) in countries like the United States, Canada, Scotland and Australia were also analyzed. The systems established a database for all the documents that are associated with and are produced across the entire process of EIA, including original environmental impact statements (EIS) and documents of agreed-on opinions and residents’ opinions, and provide the data through web-based search engines. In most cases, original environmental impact statements (EIS) are available in PDF for download, and most of these characteristics are similar or identical to the Environmental Impact Assessment Support System (EIASS) operated in Korea.
□ Overseas cases of utilizing spatial data of EIA-related systems
ㅇ Overseas cases of utilizing spatial data of EIA-related systems in countries including the United Kingdom, Ireland, Germany, Japan and Australia were reviewed to analyze the utilized spatial data in detail, focusing on information and communications technology.
ㅇ The United Kingdom, Ireland, Japan and Australia were found to use open source-based geospatial information service (GIS) engines and database (DB) software. Since various types of hardware are operated in web environments, security solutions are used. They are currently creating a cloud environment in order to ensure more users utilize them in the present, and also to expand utilization going forward. Germany utilizes commercial GIS and DB.
Ⅲ. Review of Key Elementary Technologies for Platform Implementation
□ Status of fundamental technologies
ㅇ The status of and plans to apply web-based platforms, open-source GIS, open-source databases, security solutions, and cloud computing that were extracted from overseas cases were reviewed.
- Open source technology means that source codes - software blueprints
- are available free of charge for anyone to modify and redistribute.
As it has been increasingly utilized in the area of geospatial information service (GIS), open source technology can be utilized in the process of collecting and providing spatial data of environmental impact assessment (EIA).
- Cloud computing is a technology that integrates computing resources that exist in different physical places with virtualization technology, and can be utilized as a foundation for establishing a spatial data platform for EIA systems.
- An open application programming interface (open API) allows program developers to freely use common resources in developing application software and web services, and users to conveniently use them without professional knowledge. Open APIs can be utilized as fundamental technology for sharing and linking data related to environment.
- Search engines process current media composed of natural languages in a form that computers can understand and acquire data through technologies such as intelligent search and the semantic web, and can provide an environment where users can acquire data that are meaningful from environmental impact statements (EIS) and annexed documents.
- Security solutions provide not only protection of EIA data but also responsiveness to new security threats in the process of applying various ICT technologies.
- Big data technology allows users to have new insights by processing accumulated data, and can be utilized as a means to manage new conflicts in the process of conducting EIA, focusing on spatial data.
- The Internet of Things (IoT) refers to the object space network that can form intelligent relationships such as sensing, networking and processing data in a mutually cooperative manner without human intervention, and can be effectively utilized from the perspective of environmental monitoring such as follow-up monitoring.
- Artificial intelligence (AI) has been utilized in various areas such as big data processing and machine learning, and can be utilized in EIA in the process of processing big data by utilizing linguistic intelligence.
□ Extraction of elementary technologies
ㅇ Considering the characteristics of EIA tasks and data, fundamental technologies were categorized based on three principles for implementing technologies, and were composed to link individual elementary technologies.
Ⅳ. Analysis of EIA-related Systems in Korea
□ Related systems
ㅇ Environmental Impact Assessment Support System (EIASS)
- The Environmental Impact Assessment Support System (EIASS) is an information system that is operated by the Ministry of Environment to support the EIA system by establishing and providing data related to the environment.
- Environmental impact statements (EIS) and their annexed documents, and environmental data utilized in the process of conducting EIA are collected and provided, and space-based data are available to search through geospatial information services (GIS).
- Open-source GIS, security solutions and open API technology are applied to and utilized in the system and can be used as a foundation in utilizing spatial data of EIA.
ㅇ EIA big data
- Data are established to utilize EIA data that have been accumulated since the EIA system was first introduced in the 1980s.
- New environmental data can be extracted and cumulative regional impacts can be predicted by utilizing the measured data and location data written in environmental impact statements (EIS).
- As EIA big data are available as an open API through a public data portal and as a cloud service through an environmental big data business platform, they provide an environment where various environmental data can be converged, in addition to services such as analysis and search.
ㅇ Intelligent EIA services
- While EIA big data provides quantitative data such as measured environmental quality values and location data, intelligent EIA services allow the processing and conversion of qualitative data produced in the process of EIA into quantitative data, as well as the extraction of information through intelligent information technology.
- Intelligent EIA services support to review key assessment types and potential environmental issues for candidate project sites in advance based on the results of previous EIAs that have similar characteristics.
- Technologies utilized in the services include intelligent search technologies that can extract useful information from document-type data such as environmental impact statements (EIS); artificial intelligence technologies that analyze and process the extracted data into knowledge that can be utilized; and big data technologies that can contribute to advancing the current EIA system into a science-based system through trend and frequency analysis based on the knowledge of EIAs that have long been cumulated.
□ Suggestions for a spatial data-based EIA system
ㅇ In Chapter 4, EIA-related systems in Korea and the status of ICT-applied projects were analyzed, and how the technologies mentioned in Chapter 3 were applied to related systems and were utilized in ICT-applied projects was examined. Based on the results, a spatial data-based EIA platform was suggested.
- The EIASS provides information on original environmental impact statements (EIS), project locations and measured values by medium, and utilizes technologies such as web-based open-source GIS and DB, security solutions and open API.
- Original environmental impact statements (EIS) are converted into environmental assessment big data by utilizing technologies such as optical character recognition (OCR), and open-source GIS and DB. In addition, an open API is applied in order to expand the utilization of the established big data.
- An artificial intelligence analysis is conducted using a text mining technique on agreed-on opinions and residents’ opinions in EIA-related documents, and the results are linked with spatial data in order to conduct a text mining analysis of previously agreed opinions and to extract similar agreed-on opinions when similar projects occur in the future.
ㅇ Based on the reviewed elementary technologies of previous projects, data and services, a schematic diagram for a spatial data-based EIA platform was suggested.
Ⅴ. Analysis of Laws for the Establishment of A Spatial Data Platform for EIA

ㅇ Relevant laws for EIA data
- Relevant laws including the Framework Act on Environmental Policy, the Environmental Impact Assessment Act, and other regulations were reviewed to identify the content about the establishment and utilization of EIA spatial data, and directions for improving the laws were suggested.
ㅇ Relevant laws for spatial data
- Relevant laws including the National Spatial Data Infrastructure Act, the Act on the Establishment, Management, etc. of Spatial Data, the Spatial Data Industry Promotion Act, and operational regulations on spatial data open platforms were reviewed to identify the content about the establishment and utilization of EIA spatial data, and directions for reflecting them were suggested.
ㅇ Relevant laws for the utilization of administrative·public data and ICT
- Relevant laws including the Electronic Government Act, the Framework Act on National Informatization, the Act on Promotion of the Provision and Use of Public Data, the Act on Information and Communications Networks and the Information and Communications Convergence Act were reviewed to identify the content about the establishment and utilization of EIA spatial data, and directions for reflecting this data were suggested.
□ Key directions for improvement
ㅇ Relevant laws for EIA data
- Operational guidelines for the EIASS designated by instruction of the Minister of Environment under the Environmental Impact Assessment Act need to be enforced.
- The content of the utilization of spatial data needs to be stated in detail, and grounds for utilization need to be secured.
ㅇ Relevant laws for spatial data
- EIA needs to be stated in the section of data sharing under the Framework Act on National Spatial Data Infrastructure.
- Administrative issues such as standardization of terminology, copyright and license need to be identified and reviewed.

- Converting the EIA system itself into a data-based system through the Electronic Government Support Act can be considered.
- It is necessary to improve laws and regulations to meet the purpose of the existing technology standards.

- The establishment of an ICT-based platform requires a considerable amount of time and budget, and it is necessary to set the direction such as shifting to a platform based on the EIASS and shifting to the ICT-based EIA system that is being prepared by the Ministry of Environment and the Environmental Assessment Group of the KEI through this study.
ㅇ Direct linkage with ICT projects related to EIA in Korea
- EIA-related informatization projects in Korea have been advanced to a significant level such as EIASS and environmental assessment big data, and some are even faster than overseas cases.

학술연구정보서비스(이하 RISS)는 정보주체의 자유와 권리 보호를 위해 「개인정보 보호법」 및 관계 법령이 정한 바를 준수하여, 적법하게 개인정보를 처리하고 안전하게 관리하고 있습니다. 이에 「개인정보 보호법」 제30조에 따라 정보주체에게 개인정보 처리에 관한 절차 및 기준을 안내하고, 이와 관련한 고충을 신속하고 원활하게 처리할 수 있도록 하기 위하여 다음과 같이 개인정보 처리방침을 수립·공개합니다.
