This study focuses on royal tombs constructed when Gooknaesung(Jian) was the capital of Goguryeo and on the system regarding the management of these tombs. Goguryeo moved its center from Jolbon(Huaren), the place where the kingdom was first established, to Gooknae region. Various theories have been suggested for the time of the movement from Jolbon to Gooknae. One theory suggests that the movement occurred during the reign of King Yuri, while other theories suggest the reigns of King Taejo and King Sansang for the time of movement. A detailed research on the related documents confirmed that the movement could not have occurred during the reign of King Yuri and King Sansang. Though an exact point in time cannot be given, inferences from the records indicate that the center of Goguryeo moved from Jolbon to Gooknae region some time between King Taejo`s reign and King Sindae`s reign. In particular, special attention should be payed to King Sindae, considering his position in the pedigree of the royal family and the requisite for the name of his burial site recorded in the documents. Next, the figures buried in each tombs were designated by using the results of the archaeological excavation from the royal tombs constructed in the Gooknae region. In many cases of previous studies, archaeological results and the documented records did not correspond and instead contradicted each other. By studying, the tombs are designated as follows: Imgang Tomb was designated as the tomb of King Dongcheon, Usanha No. 2110 as the tomb of King Joongcheon, Chilseongsan No. 211 as the tomb of King Seocheon, Seodae Tomb as the tomb of Kjng Micheon, Usanha No. 992 as the second tombe of King Micheon, Maseongu No. 2100 as the tomb of the King Gogukwon, Cheonchu Tomb as the tomb of King Sosoorim, Taewang Tomb as the tomb of King Gogukyang, and Janggoon tomb as the tomb of King Gwanggaeto. In cases of the earlier royal tombs of Maseongu No. 2378, Maseongu No. 626, and Chilseongsan No. 871, it was difficult to designate a specific king buried in each of these burial sites. However, they are presumed to be the tombs of King Sindae, King Gogukcheon, and King Sansang. Based upon these designations, changes in the tomb construction sites in the Gooknae region was examined. As a result, the changes in the tomb construction sites could be classified into four periods. By studying the documentary records, it was confirmed that these trends in the changes in the tomb construction sites appeared as a combinational result arising from the Goguryeo royal family`s preference for a specific region and the state of national emergency, namely the invasion of foreign powers. Lastly, issues concerning the management of the tombs constructed in the Gooknae region was examined, centering around the articles concerning the families tending the royal tombs recorded on the Gwangaeto Stele. It was suggested that, among the 330 families who tended royal tombs, the evidence for the previously existing mainstream view that the 30 Gookyeon(國烟) families were of a higher class than the 300 Ganyeon(看烟) families is weak, and that the class discrimination existed rather between the 110 Goomin(舊民) families and 220 Sinrea-hanye(新來韓穢) families. The Gookyeon families are suggested to be the ones who tended the tomb of King Gwanggaeto and the Ganyeon families are suggested to be the ones who tended the rest of the tombs. The number of the members in a family group tending one royal tomb is estimated to be 30 families. Consequently, the 330 families who tended the royal tomb and that appears in the Gwangaeto Stele is proposed to form 11 groups. Thus, it is proposed that the articles concerning the families tending the royal tombs recorded on the Gwangaeto Stele is a record on the management of the 11 royal tombs (including the Tomb of Gwanggaeto) constructed in the Gooknaesung region.
