The aim of this thesis is to clearly show the postwar visions of the Roosevelt administration as a prerequisite to explain the origins of the Cold War. For this purpose, American policymakers' views of World War II and the postwar world, the contents of Roosevelt's postwar visions, and their historical implications were analyzed.
To sum it up, Roosevelt envisioned an open and balanced postwar world order, one which global government actually worked and every country have access to world marketplace acceding to the principle of multilateralism. He believed it would be a proper instrument to accomplish American interests and the peace and prosperity of the world. In a word, Roosevelt desired the United States to globally expand its hegemony. To these aims, his administration recognized an `open' sphere of influence of the Soviet Union not exclusive to any countries and tried to preserve a working relationship with the Russians.
With the rise of the Truman administration, the Roosevelt administration's visions of the postwar world had to be altered. Until, at least, the end of 1945, Truman basically inherited from Roosevelt visions of the postwar world. But, in time American leaders perceived that the Russian would not open Eastern Europe. Then, they had to allow the Russian sphere of influence. In other words, they accepted an `exclusive' sphere of influence of the Soviet Union and took a cool and warlike attitude toward them. They believed that it was a practical policy.
In the last analysis, the essential goal itself of the pursuit of American hegemony had not been avoided but revised. Truman altered the limit and method of expansion of American hegemony. In a word, America tried to exclusively control the capitalist world with, first of all, the Cold War ideology. Then, it necessarily entailed the Cold War.
