Immediately after his accession to the throne, King Jeongjo established Gyujanggak (奎章閣) as a government office that kept the king's writings and managed the nation's books. It is estimated that about 30,000 books of Gyujanggak were collected during the reign of King Jeongjo. Most of these books are currently preserved at the Kyujanggak Institute of Korean Studies, Seoul National University. In fact, from the death of King Jeongjo to the reign of King Gojong, how Gyujanggak kept books in the palace has not been well explained. In particular, Japanese imperialism began to combine books owned by the Korean Empire into one place during the reign of Emperor Sunjong. This is why it is important to understand the management of books in the palace during the reign of King (or Emperor) Gojong, which is the original order just before that.
Immediately after King Gojong ascended the throne, Heungseon Daewongun led the project to rebuild Gyeongbok Palace (景福宮). King Gojong moved to Gyeongbok Palace. The officials of Gyujanggak, who had previously worked at Changdeok Palace, moved to Gyeongbok Palace with King Gojong. The name of the library attached to the office of Gyujanggak inside Gyeongbok Palace was Chwi-gyu-ru. The libraries of Gyujanggak in Changdeok Palace were kept without moving.
After the mild-1870s, Joseon faced moments of establishing new relations with foreign countries. During this period, the lists of Gyujanggak books in Changdeok Palace were made. King Gojong passionately collected books for enlightenment and made officials of Gyujanggak keep them in libraries.
Through the Gabo Reform, Gyujanggak lost its character as an academic organization. King Gojong took refuge and returned to Gyeongwoon Palace after the tragic assassination of the queen by the Japanese. Gyeongwoon Palace was so narrow that some departments of the government were set up in Gyeongbok Palace. As before, Gyujanggak Libraries were located in Changdeok Palace and Gyeongbok Palace, and most of the books were not moved. Furthermore, presumably, Gyujanggak's office also continued to use the Gyujanggak office in Gyeongbok Palace. This may be because Gyujanggak no longer needs to be close to the emperor due to the change in the function of it.
