(Background and Purpose) In 2020, Busan became Korea’s tourism city, and in 2030, Busan will hold the World Expo. The United Nations proposed the concept of a floating city on water in 2019 and finally decided to build a sea city of approximately 60,000 square meters in Busan in April 2022 that can accommodate 12,000 people. Additionally, this city will represent Korea’s comprehensive national power at the 2030 World’s Fair. In this paper, we propose a future transportation improvement plan for this floating city in Busan by using an intelligent transportation system. (Method) This study performs theoretical research on floating cities, smart cities, and Maslow’s theory of needs. First, the urban planning of the floating city in Busan is investigated; subsequently, the development stage of the smart city, the development of smart transportation and new energy electric vehicles, and theoretical considerations on Maslow's demand theory are performed. Second, by analyzing the current status and problems of traffic accidents in Busan City, we propose a smart transportation system for people and cars and propose a smart grid application and proposal. We subsequently use Maslow’s demand system to discuss and summarize citizens’ needs for proposals, reasons, and conclusions through expert survey discussions. (Results)The attitudes of the expert questionnaire on in-vehicle separation and smart grid intelligent transportation systems are as follows: Transport participants want these services, but the government is responsible for these large-scale social services. Although eager to receive these services, traffic participants participate passively in the application of the services. Therefore, the desire is low. Second, the proposals for transportation sharing and transportation diversification are amphibious. However, if there is an alternative to water transportation, the demand from users for amphibian transport will be lower. Additionally, because car-sharing is a form of sharing, it cannot satisfy the user’s sense of ownership and thus cannot achieve relatively high demands and desires. (Conclusions) First, the concept of a 15-minute living circle should be referred to in the smart city plan. Subsequently, the new energy electric vehicle of smart transportation not only supports the smart transportation project but also participates in the smart grid project to improve power efficiency. Additionally, in the field of smart transportation, the highest demand for transportation participants is autonomous vehicles, followed by proposals such as the separation of people and vehicles, smart grids, shared vehicles, and various modes of transportation. Finally, in each transport proposal, users’ demand for privatized products is higher than users’ demand for public utility products because the public or shared products cannot meet the diverse needs of others, and personal ownership also affects usage needs. cannot meet the diverse needs of others, and personal ownership also affects usage needs.
