냉전의 종식과 주요 국제안보 과제중 하나는 분명히 대량살상무기와 탄도미사일의 확산이다. 더욱이 한국의 입장에서 보았을 때 북한은 여전히 적화통일노선을 포기하지 않고 있으며 연속적으로 마이너스 경제성장을 기록하고 있음에도 불구하고 군비 및 전력증강에 지속적인 투자를 하고 있는 실정이다. 뿐만 아니라 한국은 물론, 일본과 아시아 전 지역에 위협이 될 수 있는 대포동 1호 및 2호 중장거리 탄도미사일을 개발하고 있는 것으로 알려지고 있으며 최근에는 휴전선 근방에 다연장 로켓을 추가로 배치했다.
그럼에도 불구하고 북한은 지난 10월 제네바회담에서 핵문제의 해결을 위해 미국과 합의를 했다. 앞으로 북한이 제네바협정에 포함된 제반의 사항들을 문제 없이 주순할 것인지즌 시간을 두고 지켜볼 수밖에 없다. 그러나 더 의미 있는 현상중 하나는 미국의 변화하고 있는 대한반도 정책이다. 미국은 북한과의 관계개선을 위해 실무회담을 진행중에 있고 미국 의원들의 평양방문이 연속으로 이어지고 있다.
미국은 북한과의 대사급 외교관계를 수립하기 위해 우선적으로 북한이 미국의 『깊은 관심』(deep concern)사항인 북한의 전방배치 군사력과 탄도미사일 문제를 해결해야 된다고 강조하고 있다. 동시에 미국은 북한과의 핵합의가 깨지지 않도록 하기 위해 온갖 노력을 하고 있는 만큼 과연 미국이 바라는대로 북한의 핵 및 재래식 위협을 동시에 제거할 수 있는지 분명히 지켜봐야할 문제이다.
클린턴행정부는 취임 직후부터 비확산레짐(regime)의 강화와 특히 핵무기 확산과 탄도미사일 확산 방지를 미국의 최우선 안보과제로 선정했다. 미국의 역확산 정책(counter-proliferation)은 북한으로 부터 중요한 도전을 받게되었고 아직도 분명한 결과는 나타나지 않고 있다. 바로 이러한 시점에서 미국이 전역미사일방어(Theater Missile Defense, TMD)체계를 일부 아시아 국가들에게 권유하고 있다. 한국도 현대화된 방공체계를 적극 유지해야하며 북한의 지대지 미사일과 종합적인 공격용 화력을 감안할 때 방공체계의 확립은 전력강화의 핵심적인 부분으로 볼 수 있다.
그러나 한국이 가칭 동북아TMD체계에 참여할 경우 무엇 보다도 한국의 시각에서 결정을 해야하며 궁극적으로 최소한의 수준에서 참여하는 것이 여러 측면에서 유리하다는 생각이 든다. 왜냐하면 TMD에 참여하는 관계로 중장기적으로 독자적인 탄도미사일의 개발능력까지 상실할 필요는 없기 때문이다. 다만, 한국의 탄도미사일 개발문제는 MTCR규제와 미국의 정책으로 보아 쉽게 추진하지는 못할 것이다. 그럼에도 불구하고 진정한 의미에서의 자주국방을 모색한다면 순수한 한국형 탄도미사일의 개발은 중요한 전력증강 사업으로 간주할 수 밖에 없다.
본 연구에서는 이러한 문제들을 차례로 분석하는 의미에서 내용을 다음과 같이 정리했다. 서론에 이어 제2장에서는 미북간의 합의후 미국의 변화하는 한반도전략을 분석했다. 특히 북한 핵동결의 본질적 의미, 미국의 무기수출 전략과 미국의 향후 동북아정책을 검토했다. 제3장에서는 탄도미사일 및 대량살상무기에 대한 비확산(non-proliferation)과 역확산정책을 구체적으로 설명했다. 예컨데 현재 핵무기 및 탄도 미사일의 보유현황과 역확산이라는 비교적 새로운 정책을 통해 탄도 미사일과 관련 기술의 이전문제, 연합군사작전에 미치는 영향, 그리고 전통적인 무기확산 통제방안의 역부족 문제를 분석했다.
제4장에서는 본고의 주요 내용인 전역미사일 방어체계의 개념에 대해 설명했다. 또한 TMD개발 배경과 역사, 미국이 현재 구상하고 있는 단중장기 TMD활성화 방안, 그리고 TMD의 비용문제를 차례로 분석했다. 제5장에서는 TMD와 동북아 안보를 논하면서 주로 한국의 변화하는 안보합의와 동북아와 한반도에서의 탄도미사일 및 대량살상무기 확산문제를 분석했고 중국의 탄도 미사일 현황도 포함시켰다. 이와 함께 동북아 혹은 서태평양 TMD에 관한 미국의 견해와 일본이 TMD에 참여할 경우의 영향 등을 차례로 살펴보았다.
마지막으로 제6장에서는 한국의 TMD참여 여부를 검토했다. 특히 한국의 제한된 국방예산과 특정한 전략적 환경을 감안, 광범위한 TMD참여는 처음부터 현실적인 대안으로 고려할 수 없다고 지적했다. 따라서 한국은 최소한의 TMD (minimum TMD)계획에 참여하는 것이 바람직하다고 여겨지며 가령 1개의 패트리어트 유니트(unit)를 도입하는 것으로 일차적인 TMD계획의 참여를 정의할 수 있을 것으로 분석했다. 물론 미국이 한국과의 공동개발을 강력하게 요구할 경우 한국정부는 이를 보다 구체적으로 검토할 필요는 있겠지만 장기적인 전력강화 및 개편작업으로 미루어볼 때 제한적인 참여가 더 현실적일 것으로 평가된다. 결론적으로 한국은 여러측면을 고려해서 TMD사업에 부분적으로 나마 참여하는 것이 바람직할 것으로 보이지만 또 한편으로는 TMD참여를 계기로 보다 독자적인 안보평가와 자주적인 견지에서의 무기체계개발도 시도할 필요가 있다고 보여진다.
보다 구체적으로 보았을 때 한국의 TMD참여 문제는 앞으로 정부내에서 미국의 공식적인 참여요청이 있은 후 검토되겠지만 몇가지 기준을 사전에 분석할 수 있다. 한국이 현재 추진할 수 있는 TMD관련 작업으로서 (1) TMD와 한반도 안보, TMD와 방공체계의 현대화, TMD와 한국의 중장기 전력증강에 미치는 영향, 그리고 TMD와 주변국들의 시각 등 미국의 요청과는 관계없이 한국의 판단여부를 검토할 수 있는 기초연구에 착수, (2) 다양한 방공체계 설계 (air defense architecture)와 TMD와 기존의 방공체계의 혼합가능성 (mix)의 검토, (3) 정치외교적인 측면(특히 남북관계와 한중 및 한러관계에 미칠 수 있는 영향). (4) 한미동맹관리에 미치는 영향, (5) 한국의 재정적 부담비용, 그리고 (6) 민수산업에 미치는 영향 등을 지적할 수 있다.
이러한 연구와 함께 한국은 가장 바람직한 협력형태도 검토해야한다. 일단 (1) 공동 개발 및 투자, (2) 우방국의 재정 및 물자지원, (3) 시스템의 공동 생산, 그리고 (4) 우방국의 무기체계 수입을 고려할 수 있다. 이 모든 안들이 특정규모의 재정적 지원을 요구하는 만큼 한국이 TMD에 참여한다면 제2 및 제4안이 보다 현실적이고 한국의 입장에서 보았을 때 제4안이 재정적인 면에서는 가장 부담이 없다. 따라서 단중기적인 한반도 전략환경, 한국군의 전력현대화계획과의 연관성, 한미군사관계에 미치는 영향, 그리고 재정적인 부담을 고려했을 경우 다음과 같은 대안을 상정할 수 있다.
대안 1 : 최소한의 방공체계 구축. 현재 추진중에 있는 Nike Hercules 향상계획을 유지하고 패트리어트 요격미사일의 도입결정을 최대한으로 연장한다. 아울러 Stinger 및 Javelin 소규모 요격미사일의 추가 구입을 검토한다.
대안 2 : 최소한의 패트리어트 체계구축. 금명간 한국군의 독자적인 패트리어트 (PAC-2+ 모델, 5포대) 구입계획을 환정화된 TMD의 참여결정은 미국이 공식적으로 요청해온 이후 면밀히 검토한 다음 최종적인 결정을 유보.
대안 3 : 선진형 패트리어트 체계구축. 일차적으로 1개의 패트리어트 유니트 (unit)을 배치한 다음 추가 유니트를 구입 배치한다. 아울러 현재의 PAC-2+ 형이 PAC-3 형으로 개량될 당시 한국패트리어트도 교체한다. 이럴경우 TMD의 추가 참여는 없다.
대안 4 : TMD에 적극적 참여. 일단 TMD계획이 꾸준히 추진된다는 가정하에서 보았을 때 저층 TMD에 적극적으로 참여한다. 구체적인 참여범위는 미국과의 협상을 거쳐 확정하겠지만 탄도미사일의 저층요격의 필요성과 TMD참여시 발생할 수 있는 spin-off와 민수산업지원 측면에서 적걱적 참여.
대안 5 : TMD참여 및 패트리어트 동시추진. 가장 포괄적인 TMD참여안으로 한국 패트리어트를 구입하고 동시에 저층TMD확보를 위해 TMD에 적극적으로 참여.
대안 6 : 독자적 탄도미사일 개발 주력. 한국은 현재 개량된 Nike 지대지 미사일을 보유하고 있으나 앞으로 북한의 탄도미사일 위협에 적극적으로 대처하기 위해서는 한국형의 탄도미사일이 바람직하다. 이럴 경우 미국과의 심각한 마찰이 예상되고 미국의 역확산 전략에도 적지 않은 영향을 미치겠지만 또 한편으로는 한국의 자립적인 군사태세와 자주국방에 중요한 기여를 할 수도 있을 것이다.
한국정부가 앞으로 TMD에 관한 입장을 정리할 때 다음과 같은 변수를 고려할 필요가 있다. 첫째, 현재 추진중에 있는 제반의 전력강화 및 현대화계획 감안, 광범위한 TMD참여는 재정적으로 감당할 수 없다. 둘째, 최소한의 규모로 참여할 전략적 기술적 외교적 필요성은 있다. 여기서 말하는 최소한의 규모란, 패트리어트의 구입과 제반의 방공체계의 개량과 현대화작업을 의미한다. 물론 패트리어트 구입비용도 고려하지 않을 수 없다. 그러나 현재 협의중인 것으로 알려진 지용지출 시기는 6년이며 사업비는 총 6,980만 달러로 전해지고 있는 가운데 이는 한국 정부가 부담할 수 있는 액수이다.
셋째, 중장기적인 안목에서 보다 다양한 위협평가에 의해 한국군의 전력을 개편할 필요도 있을 수 있으나 한국군의 주요목적은 남북통일까지는 분명히 북한의 위협을 위주로 편성되어야 한다. 따라서 한국은 미국이 구상하고 있는 TMD계획에 참여하되, 그 범위를 한국적 환경에 국한시키고 그 이상이 참여결정은 사실상 유보하는 것이다. 그리고 넷째, 앞으로 동북아 혹은 서태평양 TMD가 실질적으로 운영될 경우 일본과 호주가 참석할 확률이 높으며 사실 일본의 참여 없이는 본격적인 역내 TMD체계를 현실화하는데에는 많은 어려움이 있을 것이다. 따라서 일본이 TMD에 참여한다 해도 한국은 미국과의 긴밀한 협의하에 역할 분담을 분명히 해야한다.
한국은 북한으로부터의 탄도미사일 위협에 따른 능동적인 대처와 한미간의 군사협력을 돈독히 하기 위한 방안으로 최소한의 TMD계획에 참여하는 것이 바람직하다. 하지만 미국이 원하는 방식으로 추진할 수도 없고 한국이 참여하게 될 경우 협력의 한계를 분명히 설정하는 것이 바람직하다. 한국이 TMD에 참여할 경우 무엇보다도 한국군의 중장기 전력개편에 미치는 영향과 연관성을 고려해야한다. 이와관련 한국안보에 미국이 중요한 기여를 하고 있는 것은 사실이지만 한국군의 장기적인 개편문제는 한국정부가 스스로 추진해야된다.
TMD도 같은 맥락에서 추진할 필요가 있다. 즉, 미국과 일본이 역내의 TMD계획을 실질적으로 추진할 경우 한국이 베제될 수는 없다. 왜냐하면 한국없이 미국과 일본을 중심으로 동북아의 TMD가 구성된다면 한국안보에 일본의 역할이 간접적으로나마 증대될 수 있기 때문이다. 뿐만 아니라 한국이 참여하지 않을 경우 TMD와 관련된 새로운 정보와 요격미사일 기술개발 정보를 공유할 수 없게된다. 금세기말의 동북아 질서를 정확하게 예측할 수 없으나 어떠한 구조속에서도 한국은 중추적인 역할을 담당해야한다. 이러한 차원에서도 TMD에 불참하는 것은 바람직하지 않다 하겠다. 결론적으로 한국정부는 다음과 같은 중장기 방공 및 TMD체계의 발전계획을 최소한 검토할 수 있을 것이다.
1. 최소한의 TMD계획에 참여하되 범위는 일차적으로 1개의 패트리어트 유니트 (5포대)를 도입하는데 주력하고 현재 추진중에 있는 방공 미사일의 현대화 작업을 성공적으로 마무리한다. 패트리어트 구입결정을 하는 시점 부터 실전배치까지는 보통 3년이 소요되는 관계로 한국정부가 패트리어트를 구입할 경우 늦어도 1995년 하반기까지는 결정을 해야되며 그럴경우 실전배치를 앞당길 수 있을 것이다.
2. 패트리어트의 요격미사일체계, 즉 TMD체계하에 논의되고 있는 다양한 육해군형 미사일의 직접적인 참여는 보류한다. 한국의 기술수준과 방위예산 그리고 전략적 필요성 등을 고려할때 일본과 같은 수준으로 TMD개발에 참여할 필요가 없다. 단, 미국이 한국의 공동연구를 촉구할 경우 한국은 참여시 소요되는 예산과 기타 측면을 검토해 신축적으로 대처한다.
3. 미국의 주도하 추진되고 있는 비확산 및 역확산정책에 한국도 중요한 역할을 담당하고 있으며 북핵문제를 해결하기위한 한국정부의 노력이 대표적인 예이다. 그러나 미국이 강력하게 주장하고 있는 MTCR와 CWC의 강화에 한국이 무조건적으로 수긍할 필요는 없다. 따라서 제반의 확산통제레짐(regime)에 대한 종합평가를 추진해야 한다.
4. 한국정부도 MTCR의 기본적인 지침을 준수하고 있고 앞으로도 큰변화가 없겠지만 한국은 MTCR범위내에서 독자적인 탄도미사일 개발에 점진적인 투자를 해야 한다. 이미 NHK 개량 미사일을 보유하고 있으나 중장기적으로 일본의 탄도미사일 개발가능성, 중국의 장기적인 역내 패권야심, 불안정한 북한내부 정세, 미군의 단계적인 철수 등의 변수를 고려했을때 미국의 의존도도 다시한번 생각해야한다.
This study assesses the conceptual and strategic bases for a potential Theater Missile Defense (TMD) system in the Western Pacific but with a specific focus on Northeast Asia.
Given the urgency of the North Korean nuclear problem (despite the October accord) and the overall depth of its ballistic missiles program, the long-term implications of China's robust defense buildup and the uncertainties associated with an unstable Russia, the United States has emphasized the importance of fielding a comprehensive TBM system in the region with the potential participation of key allies such as the ROK and Japan.
To date, neither of these two countries (or even others such as Australia) have been asked officially to partake in a regional TMD effort although the United States has made it very clear that it would welcome Japanese and Korean participation. Clearly, both Japan and South Korea are aware of the ballistic missile threat emanating from North Korea. Moreover, as South Korea ponders key air defense upgrade modes in the near- to mid-term and as Japan moves to field a comprehensive air-defense system (it already has AEGIS cruisers and Patriot SAMs with plans to acquire AWACS) it is not unreasonable to think that these two countries could participate in a Northeast Asian TMD system.
Nevertheless, despite benefits from a TMD system, it should also be emphasized that given defense budgetary constraints on the part of the ROK and Japan (not to speak of the United States), potential policy change in Washington, implications for long-term force improvement measures, and lack of an operating TMD system (except for existing SAM systems such as Patriot and Nike Hercules) it is difficult to foresee any rapid commitment on the part of South Korea. As for Japan, legal and political constraints would have to be ironed out prior to any participation in a regional TMD effort. At the same time, potential changes in overall U.S. strategy in Northeast Asia (and especially in the Korean peninsula) suggests that the ROK' s decision to participate in a TMD program will also be affected by key political perceptions.
There is also concern in South Korea since the United States appears to be following two very important, but potentially conflicting policies. First, insofar as implementing a U.S.-led counterproliferation policy in Northeast Asia is concerned, it remains doubtful whether the United States can successfully implement the October nuclear accord with North Korea while at the same time, addressing North Korea's conventional force deployments and its ballistic missile program. Indeed, one has to ask on what grounds North Korea would agree to the U.S. "concern" on forward-deployed forces and its ballistic missile deployment (and presumably sales to third countries) while at the same time abiding by the October agreement.
Second, while the United States has outlined the potential strategic benefits from allied participation in a TMD program, much more work needs to be done before such a program can be "marketed" in the region with a reasonable chance of success. Again, it should be emphasized that Korean and Japanese security needs (while they converge on a number of points) on ballistic missile defense is different and the United States has to take into consideration in promoting a regional TMD system. For example, while South Korea is very concerned about North Korea's Rodong-1 and Taepodong-1 and 2 missiles (especially if the latter two are actually deployed by the end of the 1990s) its primary concern is on shorter-range threats coupled with North Korea's overall firepower supremacy.
Conversely, however, as an island nation with critical sea-lane defense missions, the Japanese maybe more interested in a Navy TMD system.
Since the U.S. government has yet to formally enter into discussions with the South Korean government although semi-formal discussions have taken place, Seoul has chosen its efforts on five principal areas: (1) current status of ongoing international discussions such as NATO's Conference of National Armaments Directors, the Extended Air Defense/Theater Defense Ad Hoc Working Group (AHWG), bilateral TMD discussions (U.S.-Japan), and near- to midterm defense appropriation scheduled level of funding through the 1990s; (2) specific country-specific analyses (such as England's architecture study and Israel's work on the Arrow system), (3) comparison of collaboration, cooperation and coproduction schemes; (4) implications for the ROK' s long-term defense modernization plans; and (5) funding criteria.
A decision on whether the ROK should participate or not would be based on a comprehensive analysis of the political (i.e., regional and diplomatic), military and technological aspects of TMD but also on how it may impact upon the ROK's mid- to longer-term defense modernization needs. Insofar as the strategic aspects are concerned, while the government has currently identified the need for a ballistic missile defense system, it feels that a commitment at this stage is not called for. The main reason lies in the view that a comprehensive and tested TMD system does not yet exist with the exception of the Patriot system. To be sure, the government understands that several different architectures are currently under consideration in the United States and it believes in the commitment of the U.S. government towards TMD. Moreover, as the completion of the WESTPAC Architecture Study indicates, it is important for the ROK and key defense industrials not to be left out in the potential for civilian technology spinoffs from a TMD program.
In essence, while South Korea realizes the military, strategic, technological and alliance management benefits flowing from its participation in a TMD program, it has also expressed concerns in the following areas:
1. Potential Political Impact. Here, the ROK government is primarily concerned with the external ramifications although domestic considerations also warrant close attention. Externally, while the positive dimension is relatively clear, i.e., demonstrating alliance cohesion, the potential sideeffects are also evident, i.e., a potential Chinese and Russian view that South Korea's participation would be aimed against possible Chinese and Russian intentions. At the same time, given that Japan will most likely play a much more significant role. South Korea has reservations vis-a-vis the division of roles and missions in a trilateral TMD system in Northeast Asia. Domestically, the chief concern is whether (1) it could add another point of contention with the North (as it surely will) and (2) whether the government would be able to sustain support domestically, especially from the opposition parties (again, highly unlikely under present circumstances).
2. Long-Term Strategic Payoffs. Although cognizant of the growing spread of weapons of mass destruction worldwide and the obvious regional implications of North Korea's ballistic missiles, the government is concerned about the viability of participating in a TMD program over the longrun should the strategic environment in the Korean peninsula evolve rapidly. For example, if the political situation in North Korea worsens sharply with a real prospect for fundamental political change in the North leading to some type of unification through absorption, defense planners wonder whether participation in a TMD program can be justified in a post- unification environment. Clearly, the argument can be made that even in a post-unification environment, the ROK would need protection against a wide spectrum of TBM threats. Nevertheless, such long-term considerations are unlikely to justify allocation of increasingly scarce defense budget resources.
3. Priority Change in the U.S. Although the Clinton Administration is committed to a comprehensive TMD system (such as fielding a THAAD system by 1997), analysts in South Korea worry whether the TMD program on the whole will continue to receive political support in the United States at a time of a shrinking defense budget base.
4. Localization Needs. Finally, while the ROK will base its overall decision on three segments - architecture studies, test bed simulation and system development and application - much more work needs to be generated in more clearly defining localization prospects.
In sum, there is a strong possibility that the ROK may opt to participate in a minimum TMD program (i.e., procurement of an independent Patriot unit) but not in a comprehensive one. At the same time, it should also be kept in mind that while South Korea has strongly supported the strengthening of existing, nonproliferation regimes, it should also have the flexibility to consider other steps to address the ballistic missiles threat from the North such as emphasizing its own ballistic missile program.
