감사인의 감사보수 및 시간당 감사보수의 증가가 정보이용자에게 문제가 되는가? 신용평가기관과 채권투자자로부터의 실증적 증거 = Do Accounting Information Users Respond to Increase in Audit Fees and Audit Fees per Hour? Empirical Evidence from the Credit Rating Agencies and Creditors

We examine whether the increase in audit fees and audit fees per hour are perceived as audit quality improvement or increase in audit risk by credit rating agencies and creditors, who are the key users of accounting information. Increase in audit fees is considered as the increase in audit efforts (greater amount of audit hours), which in turn improves audit service quality. Thus, firms paying higher audit fees are expected to have higher credit ratings and lower interest rates. However, we recently have seen conflicting views on the audit fee increase between auditors and client firms. While client firms respond negatively to the audit fee increase, mostly due to the burden of extra audit costs, auditors argue that fee increase is inevitable to achieve certain level of audit quality and to provide transparent accounting information to information users. Therefore, the aim of this paper is to empirically examine whether firms with a significant increase in audit fees and audit fees per hour experience increase (or decrease) in credit rating and decrease (or increase) in cost of debt. In addition, we consider whether the effect of audit fee increase on credit rating (cost of debt) is more or less pronounced in the subsamples of Big 4 and non-Big 4 auditors. This study draw empirical results from a data of manufacturing firms listed on Korean Stock Exchange (KOSPI and KOSDAQ) during the period of 2011-2020. Specifically, we focus on the notion of the increase in audit fees and fees per hour, which are the proxies for the audit service profitability. For our tests, the test variable is measured by the percent change in audit fees and audit fees per hour.
Our empirical results are as follows. First, we do not find that the change in audit fees and in audit fees per hour have a significant effect on credit rating. Second, we do not find that the change in audit fees and in audit fees per hour have a significant effect on the cost of debt, on average. However, when we divide our sample into firms audited by Big 4 and non-Big 4 auditors, we find that the increase in audit fees per hour is associated with a lower cost of debt for firms audited by Big 4 auditors. On the other hand, firms audited by non-Big 4 auditors do not exhibit the negative relationship between the increase in audit fee per hour and cost of debt. These results suggest that the creditor of firms audited by Big 4 audit firms do respond positively to increase in audit fees per hour, because the increase in audit fees indicate the greater amount of audit efforts. Increase in audit fees per hour is beneficial for firms audited by Big 4, because it reduces the cost of borrowing. The results are robust to using indicator variables in place of continuous variables. Third, the negative relation between the increase in audit fees per hour and cost of debt for firms with audited by Big 4 auditors, is mainly driven by the post-period of the disclosure on the revised Act on External Audit of Stock Companies (hereafter New Act) in 2017.
Thus, these results suggest that the effect of disclosure on the New Act in 2017 differs by auditor size.
Specifically, New Act seems to be more effective for firms audited by Big 4 auditors whose audit quality is considered to be high, compared to those with non-Big 4 auditors whose audit quality is considered to be low. Finally, in the additional tests where we employ the level of audit fees instead of the changes in audit fees, we find that high audit fees per hour is significantly and positively related to the credit rating for firms audited by Big 4 auditors. In contrast, we show that high audit fees per hour is a significantly and positively related to the cost of debt for firms with audited by non-Big 4 auditors.
In sum, we find no evidence that the increase in total audit fees by auditor directly affect the credit rating, but we do find that it decreases the cost of debt, especially among firms audited by Big 4 auditors. This sugg...
본 연구의 목적은 감사인의 총감사보수 및 시간당 감사보수의 증가가 기업신용등급 및 타인자본비용 결정에 있어 감사품질의 향상으로 인식되는지 혹은 감사위험의 증가로 인식되는지를 알아보는 데있다. 2017년 외감법의 개정으로 최근 감사인의 감사보수가 과거보다 급격히 증가하여 기업과 감사인간에 갈등이 발생하고 있다. 본 연구는 감사보수의 수준변수 대신 변동변수에 초점을 맞추어, 감사보수의 증가 또는 시간당 감사보수의 증가가 감사품질 향상 또는 감사위험 증가 중 어느 것으로 인지되는지를 기업평가에 전문성이 있는 신용평가기관 및 채권투자자의 시장반응을 통해 알아보았다. 이를위해 본 연구는 2011년부터 2020년까지의 유가증권 및 코스닥기업 자료를 이용하여 실증 분석하였다. 실증결과를 요약하면 다음과 같다. 첫째, 감사보수의 변화 및 시간당 감사보수의 변화는 기업신용등급과 유의한 관계를 나타내지 않았다. 표본을 감사인 규모(Big 4 여부)별로 나누어 분석해도 감사보수 및 시간당 감사보수의 변화와 기업신용등급은 유의한 관계를 보이지 않았다. 둘째, 감사보수의 변화 및 시간당 감사보수의 변화는 타인자본비용과도 평균적으로 유의한 관계를 나타내지 않았다. 하지만, 감사인 규모별로 나누어 분석하면 Big 4 표본에서 시간당 감사보수가 증가할수록 타인자본비용이유의하게 낮아지는 것으로 나타났다. 반면 non-Big 4 표본에서는 앞서와 같은 결과를 관찰할 수 없었다. 셋째, 앞서의 결과들은 연속변수 대신 지시변수로 분석해도 대체로 일관된 증거를 보였다. 또한 민감도 분석에 의하면 앞서의 Big 4 감사인 표본에서 시간당 감사보수의 변화와 타인자본비용 간의음(-)의 관계가 주로 2017년 신외감법 공포 이후일 때 더 뚜렷하게 나타났다. 마지막으로, 추가분석에 따르면 시간당 감사보수 수준은 Big 4 표본에서 기업신용등급과 양(+)의 관계를, non-Big 4 표본에서 타인자본비용과 양(+)의 관계가 있는 것으로 나타났다.
이상을 종합하면, 본 연구는 총 감사보수의 변화보다 감사인의 감사수익성을 나타내는 시간당 감사보수가 증가하면 기업에서 부채차입시 타인자본비용을 유의하게 낮춘다는 결과를 보여주고 있다. 이는 채권자들이 시간당 감사보수의 증가를 감사품질 향상으로 인지하여 긍정적으로 반응한 것으로 해석할 수있다. 또한 본 연구의 발견에서는 Big 4 감사인에게 감사받은 피감기업에서 시간당 감사보수가 높으면 신용등급에 긍정적인 영향을, 그러나 non-Big 4 감사인에서 시간당 감사보수가 높으면 타인자본비용에부정적인 영향이 있음을 보여주고 있다. 특히, 본 연구의 발견은 시간당 감사보수의 변화 및 수준에 대한 인지된 시장반응이 기업신용등급과 타인자본비용, 또는 감사인 규모별로 차별적임을 시사한다. 본 연구는 감사보수의 갈등이 경제계와 감사업계 간에 논란이 있는 상황에서 이와 관련된 실증적 증거를 시장반응을 통해서 살펴본 처음의 연구라는 점에서 의미가 있다. 따라서 본 연구의 경험적 증거는 규제당국 및 한국공인회계사회에게도 향후 정책수립에 유익한 시사점을 제공할 것으로 기대된다.
