탈냉전기 중앙아시아의 파이프라인 구축에 대한 소고: 러시아와 투르크메니스탄의 에너지 협력과 갈등을 중심으로 = Review of the Construction of the Central Asia Pipeline in the Post-Cold War Era: Focusing on Energy Cooperation and Conflict between Russia and Turkmenistan

본 논문의 목적은 탈냉전기 국제 에너지협력과 경쟁의 중요한 핵심 요소가 되고 있는 국제에너지 연결통로(Energy Corridor)인 파이프라인(Pipeline)의 정치경제학적 측면에 입각해 러시아의 대투르크메니스탄의 파이프라인 연결의 협력과 갈등의 전략적 변모를 분석해 봄에 있다. 주요 분석수준은 러시아와 투르크메니스탄의 에너지 상호의존성 증대에 중요한 변수로 부상한 투르크메니스탄의 가스관 연결의 다변화 전략이다. 독자적인 대유럽 가스관인 나부코(Nabucco) 파이프라인 연결의 참여와 중국과 투르크메니스탄과의 새 노선 연결이 러시아와 투르크메니스탄의 가스 협력에 제약 요인인지 동시에 상하이협력기구(SCO)를 중심으로 러-중-투르크메니스탄 3국 간 협력 모색의 새로운 견제 요소가 될지를 집중적으로 고찰해 봄에 있다. 러시아의 대중앙아시아 전략의 우선순위는 시기와 국내외 정치 및 국제정치의 상황에 따라 변화한다. 정치적 측면에서 투르크메니스탄과 러시아는 쌍무적으로 협력적 안보에 기여하는 효과를 초래했다. 경제적 측면에서 실질적인 교역량 증대와 에너지 협력의 상호보완적인 측면에서 가장 중요한 국가로 간주된다. 러시아의 에너지 생산 및 소비구조에서 천연가스가 지배적인 위치를 차지하고 있는 바 그 비중이 더욱 증대되고 있음을 주지할 필요가 있다. 2000년대 이후 석유 생산이 급증하고 석유자원을 대체할 주 에너지원으로 천연가스 생산과 수출이 급부상하면서 자원 대국으로서의 입지가 강화되었다. 러시아는 석유생산의 증대와 천연가스 의 대유럽 및 동북아시아 국가들에 대한 수출 확대를 통해 경제재건과 세계의 주류에 편입하겠다는 전략이다. 러시아 가스산업을 주도하는 가즈프롬(Gazprom)은 생산량의 1/3에 해당하는 가스를 EU에 수출하며 이는 Gazprom 총수입의 3/4에 달한다. 이런 막대한 수입의 주요 가스공급처는 투르크메니스탄이다. 러시아의 가스수출은 투르크메니스탄에 의해 제한되며 또 가스거래에 있어서 투르크메니스탄과의 상호의존성이 높다. 러시아와 투크르메니스탄의 기존 및 새로운 파이프라인 연결을 통한 에너지 협력의 국제정치화가 활발하게 진행되고 있다. 러시아의 에너지 기업은 러시아 경제가 세계경제에 편입되는 방식을 결정하는 주요 핵심 요소기 때문이다. 새로운 가스공급지 확보와 파이프라인의 연결은 중요한 에너지 정책의 일환이다. 중앙아시아의 가스 대국으로 부상한 투르크메니스탄은 러시아의 Gazprom이 관리하는 CPC와 CAC 노선을 중심으로 대러시아 주요 가스 공급국이자 대유럽 가스수출에 지대한 영향을 주고 있다. 최근 중국의 대투르크메니스탄 에너지 협력이 더욱 확대와 러시아의 통과하지 않고 유럽지역으로 연결되는 Nabucco 가스 파이프 노선 연결 논의 및 대러시아 가스공급에 적정 가격 논란 등 투르크메니스탄의 국내외적 에너지 다변화 정책도 중요한 변수도 등장했다. 그러나 투르크메니스탄의 가스 구매 가격의 상승 및 투르크 정부의 대유럽, 대중국, 대이란 등의 수출다변화 정책을 활발하게 전개하고 있음에도 불구하고 러시아는 갈등보다는 기존 노선을 통한 가스 수입물량의 확대와 새 노선 구축 등을 통한 전략적 변화를 모색 중이다. 기존의 소극적인 입장에서 적극적 행위자로 새롭게 부상한 중국과 투르크메니스탄의 에너지 협력 역시 SCO를 에너지 협력 기구의 가능성의 발판을 마련되고 있음을 알 수 있다. 중국과 투르크메니스탄의 에너지 협력에 러시아는 경쟁구도 보다는 협력국가로서 작용한다. 러시아의 대투르크메니스탄의 에너지 협력의 상호의존성은 약화되기 보다는 지정학적 이익과 지경학적 이익 측면에서 기존의 양국 관계와 SCO를 중심으로 양국의 장기적인 에너지 협력 강화에 주력할 것으로 사려 된다.
더보기This study’s objective is to analyze the strategic transformation related to the cooperation and conflict arising from the construction of a gas pipeline between Russia and Turkmenistan. The said analysis is based on the aspects of the pipeline’s political economy, an international energy corridor, which is a major issue in international energy cooperation and competition in the post-Cold War era. The major analysis level is the diversification strategy of Turkmenistan’s gas pipeline connection, which emerges as an important variable in increasing the mutual energy dependence between Russia and Turkmenistan. It is to review the participation in Nabucco pipeline connection, an exclusive pipeline toward Europe and the new connecting line between China and Turkmenistan will become a restricting factor on the gas cooperation between Russia and Turkmenistan and a diversionary factor for seeking cooperation of the three involved countries (Russia-China-Turkmenistan), centering on China and the Shanghai Cooperation Organization (SOC). The priority of Russia’s strategy toward Central Asia changes depending on time and political situation at home and abroad. In terms of politics, Turkmenistan and Russia contributed to bilateral cooperation and security. In economic terms, it is considered as the most important country in increasing trade volume and complementary energy cooperation. As natural gas constitutes a dominant position in energy production and consumption structure of Russia, it becomes of great importance. Since the 2000s, Russia has been strengthening its position as a recourse power as petroleum production and the export and production of natural gas as energy source replacing petroleum has rapidly increased Russia’s strategy is to enter the main stream of the world along with implementing economic reconstruction through the expansion of export to Europe and Northeast Asia. Gazprom leads Russia’s gas industries, exporting one-third of its gas output to European Union countries, which amounts to three-fourth of Gazprom’s total revenue. Major gas provider of this vast amount of revenue is Turkmenistan. Russia’s gas export is restricted by Turkmenistan and mutual interdependence on Turkmenistan is high in gas trade. The energy cooperation between Russia and Turkmenistan through existing and new pipeline connection is going full-speed in international politics. Turkmenistan, which is emerging as a gas power in Central Asia, has a great effect on gas exports to Europe as a major gas provider of Russia, centering on CPC and CAC line managed by Russia’s Gazprom. Recently, Turkmenistan’s domestic and foreign energy diversification policies, such as the expansion of energy cooperation between Russia and Turkmenistan, discussion on Nabucco gas pipeline construction connecting to the European region without passing by Russia and debate on the proper price of gas provision to Russia has emerged as major variables. However, Russiais seeking a strategic transition through the construction of a new line(South Stream Pipeline) and expansion in the quantity of goods imported via the existing line, despite the fact that Turkmenistan is proceeding in increasing its purchasing price of gas and export diversification policy toward Europe, China and Iran, and other countries. Energy cooperation between Turkmenistan and China, which is emerging as an active actor, establishes a foothold for SOC’s possibility of becoming an energy cooperation organization. Russiaacts as partner, not competitor, in its energy cooperation with Turkmenistan. The interdependence of energy cooperation between Turkmenistan and Russiais considered to concentrate on the strengthening of the long-term energy cooperation between both countries, centering on the existing relationship between two countries and SOC in the light of geopolitical and geo-economic benefits.
