이 논문은 미국에서 한국전쟁이 어떻게 기억되고 있는지를 분석한 글이다. 그 방법으로서 역사가들의 책과 논문, 그리고 현재 많이 쓰이고 있는 대학교 교과서 6종류와 가장 잘 알려진 한국전쟁에 관한 4개의 기록영화를 분석하였다. 저자가 이 논문에서 주장하고자 하는 것은 미국에서의 한국전쟁의 기억은 미국/남한을 한 축으로 하고 소련/중국/북한을 다른 축으로 하는 적대적 관계에 의하여 정치화되었다는 것이다. 이 관계가 근본적으로 적대적인 한 미국 내에서의 한국전쟁의 기억과 연구는 전쟁의 기원과 발발에 초점을 맞추었다. 즉, 한국전쟁이 종전된 것이 아니라 휴전으로 중단된 것이고, 이론적으로는 언제든지 재개될 수 있으므로 두 개의 군사적 집단은 한국전쟁 발발의 책임을 상대편으로 넘기는데 집중할 수밖에 없다는 것이다. 따라서 대부분의 미국학자들은 한국전쟁의 원인은 공산주의 세력을 아시아로 확장하기 위하여 소련, 중국, 그리고 북한이 합작하여 남한을 침공한 것이고, 미국의 참전은 공산주의 세력의 확장을 막기 위한 것이라고 주장하였다. 윌리엄 스툭(William Stueck) 이 이러한 주장을 펼치는 대표적인 학자이다.
이러한 적대적인 해석이 대학교 교과서와 기록영화들에도 깊은 영향을 끼치고 있다. 대부분의 교과서와 기록영화들 역시 전쟁의 원인과 발발을 자세히 다루고 있다. 그런데 2019년에 PBS를 통해 방송된 기록 영화 “한국: 끝나지 않은 전쟁(Korea: The Never Ending War)”는 전쟁의 원인과 발발보다는 한국전쟁이 끝난 후 남한과 북한의 계속된 적대적 정책과 특히 1990년대 이후의 북한의 핵프로그램 개발을 자세하게 다루고 있다.
이 기록영화는 1990년 초반 이후의 한반도를 둘러싼 정치·군사적 변화를 반영하고 있다고도 볼 수 있다. 북한이 1990년 초반부터 핵프로그램을 꾸준히 개발해서 그 무기체계를 다양화하고 고도화시켜 왔는데 그 결과 두 개의 군사집단의 대결이 어떤 면에서는 의미가 없는 상태에 이르지 않았는가 하는 추측을 할 수 있다. 즉, 북한의 핵능력이 고도화되어서 실제로 미국 본토를 위협할 가능성이 있는 상황에서 한반도에서 과연 전쟁이 쉽게 일어날 수 있는가 하는 회의감이 들 수밖에 없는 것이다. 이러한 정치·군사적 변화는 한국전쟁연구의 무게중심을 전쟁의 원인과 발발이 아니라 전쟁 포로, 휴전 협정의 과정, 그리고 한국전쟁으로 인한 국제관계의 변화 등과 같은 다른 주제로 옮겨가리라고 전망할 수 있다. 2015년 이후 그러한 변화가 어느 정도 보이는데 특히 모니카김(Monica Kim)의 책 『한국전쟁의 심문실: 알려지지 않은 이야기(The Interrogation Rooms of the Korean War: The Untold Story)』(2019)는 좋은 예이다. 이러한 한반도를 둘러싼 정치적·군사적 환경 의 변화에 기인한 한국전쟁 연구의 방향 전환은 한국전쟁의 기억의 변화도 유도하리라고 전망한다.
This article investigates how the Korean War is remembered in the United States by analyzing historiography, college textbooks, and documentary films. Specifically, it argues that the memory of the Korean War has been highly politicized because of the hostile relationship between the United States/South Korea and North Korea/Russia/China. While the relationship has remained fundamentally hostile since the 1950s, the memory of the Korean War in the United States has mainly focused on the causes and outbreak of the war. This was a natural consequence of the military reality that the Korean War was suspended in 1953 with a truce rather than a peace treaty. Thus, the opposing sides have continued to justify their actions before and during the war by assigning responsibility for its outbreak to the opposite side.
Most American scholars have argued that the war was caused by the coordinated efforts of Russia, China, and North Korea to spread communism into Asia, and justified US involvement in the war as an effort to defend the free world from communist expansionism. William Stueck is currently the most outspoken proponent of this argument.
This hostile interpretation underlies the narratives in many college textbooks and documentary films about the Korean War. Most of them, like historians’ studies, have focused on the causes and outbreak of the war. However, the recent documentary film titled “Korea: The Never Ending War” (PBS, 2019) suggests that this hostile interpretation might be challenged. Rather than examining the causes of the Korean War, the film emphasizes the fact that the Korean War is not over, and how, in response, North Korea has developed its nuclear program.
The film’s focus reflects a changed political and military reality after the 1990s. Indeed, North Korea’s nuclear program development since the 1990s makes the assumption of a hostile relationship between the two sides somewhat irrelevant. The 1953 Korean Armistice Agreement that suspended the Korean War suggested that the war could resume at any time. Realistically, however, it is difficult to imagine that a war could break out on the Korean peninsula today when North Korea’s nuclear capability has achieved such deadly and sophisticated levels as to threaten the U.S. mainland. This military and political reality necessitates a shift in the focus of the research on the Korean War, from its causes and outbreak to other topics, such as the war’s consequences for the international political system, prisoners of war (POWs), the process of the truce treaty, and other topics. This shift is somewhat reflected in new scholarship since 2015, which includes Monica Kim’s study on POWs that was published in 2019. Furthermore, this change in scholarship on the Korean War would reorient the much-politicized memory of the Korean War.
