`해양수도` 부산시 해양문화정책의 현황과 특성 = Status and Characteristics of the Maritime Culture Policies of ‘Maritime Capital" Busan City

국문 초록 (Abstract)

본 연구에서는 우리나라 제1의 해양도시인 부산광역시(기초자치단체 포함)에서 지금까지 시행되어 온 해양문화정책의 현황과 특성을 분석했다. 이를 위해 협의의 문화 개념을 적용하여 해양문화를 바다와 관련된 지적이고 예술적인 활동과 그 산물이라고 정의하고, 그 외연으로는, 우리나라 문화정책의 근간이 되어왔던 문화예술진흥법에 비추어, 바다와 관련된 문학, 미술, 음악, 무용, 연극, 영화, 연예, 국악, 사진, 건축, 어문, 출판, 만화 및 전통문화를 포함시켰다. 그리고 분석대상 정책의 범주에는 이들 해양문화 분야의 학습·창조·전달·향수·축적·교류를 증진하기 위해 지방정부 당국이 행·재정적 지원을 하거나 직접 시행 내지 관리를 하는 사업 중 과거에 결정·집행되어 현재까지 시행되고 있거나 그 성과가 지속되고 있는 정책사업 만을 포함시켰다. 이러한 분석틀에 의거 부산시 해양문화정책을 검토해본 결과, 이에 해당하는 정책사업은 모두 25가지가 있었다. 이들 사업의 특성을 해양문화의 분야별로 살펴보면, 전통문화 분야가 과반수인 14가지를 차지하는 가운데, 음악, 미술, 무용, 문학 및 연예 분야의 사업이 나머지 11가지를 차지하고, 여타 분야의 사업은 전무했다. 그리고 기능별로 검토해보면, 전체 25가지 정책사업들은 모두 문화의 전달과 향수 기능과 관련이 있으며, 축적 또는 국제교류 기능과 관련이 있는 사업이 각각 5가지, 창조 또는 학습 기능과 관련된 사업이 각각 1가지가 있었다. 즉, 창조나 학습 기능과 관련된 정책사업은 매우 적은 것으로 나타났다. 결국, 부산시 해양문화정책은 주로 전통해양문화의 전달, 향수 및 축적 기능에 치중되어 있는 가운데, 미술, 음악 및 무용의 전달과 향수 기능을 어느 정도 지원하고 있으며, 여타 해양문화의 분야와 기능과 관련된 정책은 미미하거나 전무하다. 이를 근거로, ‘해양 수도’를 지향하는 부산시의 도시경쟁력을 제고하기 위해 종합해양문화정책의 수립, 해양문화예술의 창작 지원 및 학습과 보존 시설의 설치, 그리고 해양문화산업 진흥정책 수립의 필요성을 주장했다.

다국어 초록 (Multilingual Abstract)

This paper aims to analyze the status and characteristics of maritime culture policies of the ‘Korean maritime capital’ Busan city. For the first step of analysis, the concept of maritime culture is defined, in the narrow sense of culture, as intellectual and artistic activities and their products on the subject of sea, which comprise the areas of literature, fine and applied arts, music, dance, play, movie, entertainment, Korean traditional music, photograph, architecture, language, publication, cartoon and traditional culture, all being related to the sea. And the policies to be analyzed include all the continuous, not one-time, projects of government to support the functions of learning, creation, distribution, enjoyment, accumulation and exchange of the maritime culture. Results of analysis show that Busan city has had no comprehensive policy for the maritime culture by this time, except only 25 piecemeal projects in total. Among them 14 have to do with the area of traditional culture and the rest 11 with the areas of literature, music, dance and entertainment, while nothing with other areas of maritime culture. Meanwhile, all the 25 projects perform the functions of distribution and enjoyment, and, in addition, 5 of them the functions of accumulation and exchange, and 2 of them each the functions of learning or creation. From these results of analysis, it is proposed for the competitiveness of Busan city to establish a comprehensive policy plan for the vitalization of maritime culture, including maritime cultural industry and stressing the functions of learning and creation in the areas other than traditional one.
