We live in an age of unlimited international competition with the advent of the World Trade Organization and cannot help being globalized for survival and prosperity. It goes without saying that globalization is, first of all, realized through the medium of a language, which must be English. For English is now spoken all over the world. Therefore, it is the most urgent prerequisite to our globalization to develop the abilities to make ourselves understood in English as a practical means of communication.
However, to our dismay, it is true that we still depend upon only the study of written English, with priority given to reading, and fail to acquire the abilities of spoken English.
English can no longer be a subject taught for academic and cultural value, but should be a language used for listening and speaking in these days of globalization.
Yet, we are now facing up to the following current problems in our school education which make it difficult to study English as a practical language.
1.There may be few qualified teachers throughout the country who major in the early education of English and teach spoken English to their students and there may be also no appropriate teaching materials which represent our circumstances.
2.We can also find few teachers who are trained in listening to and speaking English in secondary education and no university in the whole country made questions on listening test for the 1994 and 1995 entrance examination in English, which accounts for indifference to listening in the high school English.
3.The make up of the English department in the university is mainly composed of English literature and linguistics which offer only a few norminal courses in English as a practical language. So it makes us study English for only academic, but not practical value.
4.Our wayof thinking such as xenophobia prevents us from speaking English everywhere in our daily lives and makes us learn English, not as a practical means of communication, but as a study only within a classroom.
5.The educational environment is not adequate enough to study spoken English such as listening and speaking in classrooms.
It will take a long time and a great amount of cost to work out the above mentioned pending problems, but we are in an age of globalization which demands that we immediately teach and study practical English and communicate with native speakers of English.
For the solution, I propose the English radio broadcast, which aims at improvement in our listening ability of English as well as at giving information to the foreigners residing in Korea through its English news programs.
The radio is the medium of sound. So, the radio has a great opportunity to enhance the spoken English abilities of listeners. It will provide the listeners with the best listening programs by the most competent teachers, free from restraints of space and time. It can also change our way of thinking to create a social atmosphere in which we can speak English in our daily lives.
We can establish and operate a radio station at a small expense, listen to the radio, doing other thins, and communicate with each other through various radio programs.
Those characteristics of the radio, if they are applied to the English broadcast, can make a turning point in settlement of the problems found in the current English education, which now hinder us from studying English as a practical language.
The proposition in the future of the radio is that the radio programming in an age of the new media should be specialized, because listeners show a growing tendency to choose only what they need among the programs, and they are changing from the receivers to the users of the radio. In this respect, the English radio broadcast coincides with the future of the radio programming.
In short, the English radio broadcast will be indispensable to pursuing our globalization, in terms of the full spread of practical English, as well as of the strategy for survival of the radio broadcast.
