高句麗와 渤海의 城郭운용방식에 대한 기초적 검토 = 延邊地域분포의 성곽에 대한 이해를 겸하여

일반적으로 고구려는 山城을 위주로 성곽을 운용하였다고 믿어져 왔다. 그러나 이러한 이해와 달리 延邊지역에는 예외적이라고 할 만큼 많은 수의 고구려 시기 平地城이 남아 있다. 이것은 이 지역 소재성곽의 이해와 관련하여 산성과 함께 평지성이 분포하고 있는 특징에 주의를 기울여야 한다는 사실을 알려주는 것이다. 한편 대개의 성곽은 후대의 沿用이 거듭되면서 初築의 시기를 확정하기 곤란한 경우가 많다. 연변지역 소재의 성곽들도 예외가 아니어서, 상당 수의 성곽들은 渤海시기에 축조된 것으로 여겨져 왔다. 그러나 발해시기에 들어서 많은 성곽이 들어서야 할 이유는 찾을 수 없었다. 방어력의 강화 측면에서나 발해에 적대하는 세력과의 관계에서 보더라도 그러하였다. 현재의 연변 지역의 성곽 분포는 발해시기에 갑자기 조밀해진 결과라기 보다는 이전시대인 고구려시기에 주요 거점마다 성곽이 들어서 있던 것을 반영한다고 믿어지는 것이다.
한편 연변 지역 소재 고구려 성의 분포와 그 특징을 알아보기 위해 이 연구에서는 개별 성곽의 축조시기를 판별하는 대신 交通路와 성곽의 관계에 주목하였다. 특히 柵城이 이 지역의 통치 거점으로 자리잡을 수 있었던 것은 책성과 國內城을 잇는 교통로가 있어, 그 경로 상에 축조된 여러 성을 징검다리로삼아 국내성과 연결될 수 있었고, 유사시의 지원도 얻을 수 있었다고 보았던 것이다. 이를 토대로 고구려의 중심지와 연변지역을 연결하는‘沃沮方面路’의 경로를 검토한 결과, 현재의 集安에서 臨江을 거쳐 撫松의 산간지대를 경유하여 安圖에 이르고 여기에서 布??哈通河의 연안로를 따라 西進하는 경로를 파악할 수 있었다. 발해시기에 운용된‘鴨綠道’나 현재 연변지역의 東西를 연결하는 國道의 존재가 이를 뒷받침해 주었다. 또한 무송에서 안도로 들어서는 지점에 위치한 東淸古城址는‘옥저방면로’가 국내성과 책성을 잇는 幹線이었다는 점과 이 경로 상의 요지에 성곽이 축조되었음을 알려주는 실례였다. 이로써 고구려시기 연변지역에는‘옥저방면로’가 개설되었고, 그 경로의 연결과 유지를 위해 성곽들이 세워졌음을 알 수 있었다.
또한 延邊長城은 이 지역에 조성된 최대 방어시설로서, 고구려가 세웠다는 주장이 있어 검토해 보았다. 그 결과 고구려 조성설의 주장처럼 장성이 북쪽을 지향한다면, 방어의 목적을 이룰 수 없다는 점을 지적하고 그 지향방향이 북쪽이 아닌 남쪽임을 밝혔다. 이로써 축조 연대 역시 고구려시기로 보기 어렵게 되었다.
한편 연변지역에 있어서 고구려 성의 운용은 기본적으로 평지성을 위주로 한 것이었다. 이는 原고구려지역이라는 정치·군사상의 중심지에 축조된 고구려성에 비해, 이 지역의 고구려성은 지역 지배의 중심지로서의 역할에 보다 충실한 결과로 보인다. 그러던 연변지역 특유의 성곽 운용에 변화가 나타나기 시작했음은 평상시의 거주성과 주민의 入居를 전제로 한 대형산성의 축조를 통해 알 수 있었다. 이로써 연변지역에도 대형산성의 축조와 평지성과의 결합이라는 중후기 고구려 성곽의 보편적인 운용방식이 적용되었을 것인데, 변화의 배경과 시기를 확정하는 것은 차후의 과제로 남겨 두었다.
豆滿江북안의 朝東山城은 강 남안의 雲頭山城과 함께 옛 옥저지역의 북과 남을 연결하는 結節點에 세워진 고구려성이었다. 이러한 조동산성의 입지와 雲頭山城과의 조응관계로 보아 고구려시기 연변지역과 咸鏡道東海岸을 연결하는 교통로의 존재를 알 수 있었다. 또한 두만강을 사이에 둔 이 경로는 국내성에서 책성을 잇는 교통로가 먼저 개설되었고, 그 뒤를 이어 책성에서 두만강을 건너 함경도 동해안에 이르는 경로가 추가되었음을 짐작케 해주었다. 이렇게 볼 때 책성은 고구려시기 연변지역의 최대 거점이자 두만강 이남의 함경도 동해안으로 진출하는 전진기지로서도 기능하였다고 보인다. 따라서 연변지역 소재 고구려성의 역할도 함경도 동해안과의 연계선 확보라는 측면에서 고려해 볼 필요가 있다.
In general, it has been believed that Koguryeo fortresses were built mostly on hills; however, in Yeonbyeon(Yanbian) there exist the remains of many Koguryeo fortresses built on flatland. Accordingly, one must study the characteristics of both types of Yeonbyeonfortresses, hill and flatland, to fully understand their functions.
Most fortresses, including those in Yeonbyeon, were repeatedly rebuilt, making it difficult to determine when they were first constructed. Many Yeonbyeon fortresses are thought to have been built during Balhae, yet there is little evidence to show why Balhae should build so many. Fortress construction presumes a need to reinforce defense against hostile powers, thus Yeonbyeon fortresses at major points are not necessarily a product of flourishing construction during Balhae, but rather a reflection of Koguryeo times.
To better understand the distribution and the characteristics of Koguryeo fortresses in Yeonbyeon, this paper focuses on traffic routes rather than construction periods. In particular, Chaekseong (Shancheng) was able to grow as a governing center with a route to the Guknaeseong. Along this route, other fortresses were constructed linking the tworegion and provided support in emergencies.
A major road, henceforth described as ‘the route toward Okjeo,’which links the center of Koguryeo and Yeonbyeon, passes through the present Jian and Linjiang, the mountain areas of Fusong and Antu, and the coast of Buerhatonghe to the west. This finding is supported by the Abrok route used during Balhae and the present state road linking the east and west of Yeonbyeon.
The site of the Dongqing fortress located in the area entering Antu from Fusong shows ‘the route toward Okjeo’was an arterial road linking the Guknae Fortress and Chaekseong, and fortresses were constructed at strategic points along the this route. Therefore, ‘the route toward Okjeo’was constructed in Yeonbyeon during Koguryeo Kingdom and had many fortresses to link and to maintain the route.
This paper also examines the Yeonbyeonjangseong (Yanbianchangcheng), the largest defense facility in this area, which some argue was built by the Koguryeo Kingdomto face north. By facing north, the fortress could not have defended the area, and one must presume it faced the south and was not of Koguryeo Kingdom construction.
On the other hand, the Koguryeo Kingdom’s fortresses in Yeonbyeon were confined mostly to flatland. Therefore it is reasonable to assume that Koguryeo’s fortresses in Yeonbyeonfunctioned to rule internally, while other fortresses in central area of Koguryeo were constructed for political and military purposes.
This fortress style in Yeonbyeon later changed with the advent of grand hill structures for residential purposes during peaceful times. Thereby, the general operating system of fortresses during the mid and late Koguryeo Kingdom applied in Yeonbyeon, that is, the combination of hill and flatland fortresses. This paper omits examination of the circumstances and dates of these changes.
Along with Undusanseong, in the Duman River’s southern basin, Jodongsanseong in the northern basin was the Koguryeo fortress constructed to link the north and south of ancient Okjeo. Such a location of Jodongsanseong and its correspondence with Undusanseong during the Koguryeo Kingdomdemonstrates the existence of a traffic route linking Yeonbyeon to the east coast of present Hamgyeong Province. Along this route, with the Duman River between, the part linking Guknae Fortress and Chaekseong was constructed first, and the part linking Chaekseong to the east coast of Hamgyeong Province via the Duman River was built later. Therefore, one can assume that Chaekseong during the Koguryeo Kingdom functioned not only as a strong point in Yeonbyeon but also as an outpost to advance toward the east coast of Hamgeyong Province.
