어떠한 개발사업을 추진할 때 그 개발사업이 미칠 수 있는 대기질 영향을 살펴보는 환경영향평가 시 대상 지역 인근으로 국한하여 오염물질 배출 수준과 그 영향을 예측하고 있다. 또한 대기영향평가 시 기상상태에 따른 화학반응을 고려한 영향예측을 하지 못하고 일반적으로 화학반응이 없다고 가정하고 영향예측을 수행하고 있다. 그러나 대기오염물질은 대기중으로 배출되면 공기의 흐름에 따라 이동하며 화학반응을 하고 확산되는 누적적이고 광역적인 특성을 갖기 때문에 해당 지역의 오염원 관리만으로는 실질적인 대기질 개선을 기대하기에는 한계가 있다. 특히 최근 관심이 높아진 PM<sub>2.5</sub>, O<sub>3</sub>과 같은 2차 오염물질의 경우 오염물질 배출량이 많은 지역에서 고농도가 발생하는 단순한 논리가 적용되지 않으므로 배출량과 농도의 상관성을 분석하기 어렵다. 배출량과 농도의 상관성 분석을 위해서는 3차원 대기질 모델링 등 고도의 전문성과 상당한 시간이 필요하고, 매 사업마다 또는 배출량 변화에 따라 대기질 영향을 반복해서 수행하기는 쉽지 않다.
본 연구에서는 이러한 한계점에 착안하여 물질별 국가 전체 배출량이 국내 대기질에 미치는 영향을 우선 살펴보고 어떤 배출량의 기여도가 높은지 또는 어떤 지역에 고농도가 나타나는지 등을 분석하였다. 또한 지자체별 대기오염물질의 기여도를 산정하여 지자체별 개발계획의 적정성 평가 및 대기개선 정책 도출 시 활용하기 위한 기초자료를 제공하고자 하였다.
우선 국가 전체 배출량이 국내 대기질에 미치는 영향을 살펴보기 위하여 오염원별(점, 선, 면), 물질별(NOx, SOx, PM<sub>2.5</sub>, NH<sub>3</sub>, VOC) 배출량이 대기오염(NO<sub>2</sub>, SO<sub>2</sub>, PM<sub>2.5</sub>, O<sub>3</sub>, NH<sub>3</sub>) 생성에 미치는 기여도를 분석하였다. 전반적인 대기오염 특성을 확인한 결과 NO<sub>2</sub> 농도 생성에 가장 크게 기여하는 배출원은 면오염원의 NOx 배출량으로 나타났으며, SO<sub>2</sub> 농도 생성에는 면오염원의 SOx 배출량, PM<sub>2.5</sub> 농도 생성에는 면오염원의 NH<sub>3</sub> 배출량 그리고 O<sub>3</sub> 농도 생성에는 점오염원의 NOx 배출량으로 나타났다.
이와 같이 전국 물질별 배출량이 대기오염 생성에 미치는 경향성을 바탕으로 주요 지자체별 기여도 분석을 통하여 대상 지역의 오염원별(점, 선, 면), 물질별(NOx, SOx) 배출량으로 인한 자체 및 인근 지역 영향을 정량적으로 분석하였다. 분석 결과 지자체별 배출 특성에 따라 배출물질별 기여도 패턴은 서로 다른 양상을 나타내었으며, 전반적인 특성을 살펴본 결과 1차 오염물질인 NO<sub>2</sub>, SO<sub>2</sub> 농도는 각각 주로 NOx, SOx 배출원에서의 영향이 크게 나타났으며, 2차 오염물질인 PM<sub>2.5</sub>, O<sub>3</sub> 농도는 배출원의 인접 지역에서 그 영향이 크게 나타남을 확인하였다. 더불어 이러한 지자체별 기여도 결과를 바탕으로 지자체별, 오염원별(점, 선, 면), 물질별(NOx, SOx) 배출량 1톤당 PM<sub>2.5</sub>, O<sub>3</sub>, NO<sub>2</sub>, SO<sub>2</sub> 등으로의 농도 전환율을 산정하였다.
이와 같은 지자체별 물질별 대기오염물질 기여도의 정량적 분석은 새로운 시도에 해당하며 작성된 기여도를 활용하여 각 지자체별 인접 지역과의 대기질 영향을 파악할 수 있다는데 의의가 있다. 우리나라와 같이 국토가 좁은 경우 해당 지자체의 배출량 관리만으로는 대기질 개선이 어렵고 서로 영향을 주고받는 지자체별 협력 없이 대기질을 효과적으로 개선하는 데는 한계가 있다. 따라서 지자체 간 협력을 통하여 대기질 관리를 할 수 있어야 하며, 이러한 측면에서 본 연구결과는 인접 지역에 대한 대기질 영향을 과학적으로 규명하고 지자체별 대기개선 정책 수립 시 직접적으로 활용할 수 있을 것으로 기대된다.
또한 기여도 분석 결과를 이용하여 산출한 지자체별 배출물질과 농도 생성 전환율 산정결과는 해당 지자체의 배출량 변화가 해당 지자체와 인근 지역의 미세먼지 농도 변화에 미치는 영향을 큰 틀에서 예측할 수 있어 개발계획 적정성과 대기개선을 위한 배출량 규제 등의 정책 도출 시 개략적인 영향을 모의해 볼 수 있다. 이는 상당한 전문성과 시간이 소요되는 3차원 대기질 모델링 수행 없이 간편하게 해당 정보를 얻을 수 있다는 데 큰 의의가 있다.
한편 최근 미세먼지 관리에 대한 관심이 높아지면서 국내 미세먼지의 주요 원인으로 화력발전소와 경유 차량에 관심이 집중되면서 이에 대한 다양한 정책 대안을 마련하고 있다. 그러나 화력발전소와 경유 차량과 더불어 국내 산업단지가 미세먼지에 미치는 영향이 적지 않을 것으로 예상된다. 이에 주요 국가산업단지 운영으로 인한 대기질 영향과 건강영향 평가를 조기사망자 수 분석을 통하여 살펴보았다.
주요 국가산업단지로 선정한 시화·반월국가산업단지, 대산석유화학단지, 대기보전특별대책지역 산업단지 운영으로 인한 연평균 PM<sub>2.5</sub> 가중농도는 각각 0.09, 0.37, 0.79㎍/m<sup>3</sup>으로 나타났으며 PM<sub>2.5</sub> 가중농도에 따른 조기사망자 수를 산정한 결과 연간 국내 조기사망자 수는 총 1,472명으로 나타났다. 이는 선행연구에서 산출된 국내 화력발전소(제6차 전력수급기본 계획의 화력발전소를 포함) 운영에 따른 조기사망자 수 1,144명과 비교해볼 때 약 28% 더 큰 규모로 산업단지 운영으로 인한 영향이 예상보다 매우 크다는 것을 알 수 있다.
이러한 분석 결과를 고려해 볼 때 지금까지 국내 PM<sub>2.5</sub> 주요 생성 요인으로 주목받고 있는 화력발전소와 경유 차량에 대한 배출원 관리만으로는 실질적인 미세먼지 관리에 한계가 존재할 것이며 효율적인 정책 도출을 위해서는 국내 산업단지 운영에 의한 영향을 상세히 분석하고 실제로 산업단지 운영과정에서 발생되는 배출량을 저감할 수 있는 방안을 우선 검토하는 것이 필요할 것으로 판단된다.
현재 산업단지 개발사업에 대한 환경영향평가 작성 시 연료사용에 대한 배출량만을 산정하고 업종을 고려한 산업시설의 생산 공정과정에서 발생하는 배출량은 관련 자료의 부족으로 거의 고려하지 못하고 있다. 이에 작년 연구에서 산업단지 생산 공정별 배출량 산정을 위한 원단위 배출량 산정 방법론을 마련하였으며, 당해 연도에는 국가에서 제공하는 자료를 활용하여 그 방법론의 타당성을 검토하고 한계점을 도출하고자 하였다.
원단위 배출량 산정 방법론의 타당성을 검토하기 위하여 국가 배출 인벤토리인 CAPSS와의 비교를 시도하였으나, CAPSS 내에 산업단지별, 업종별 배출량이 산정되어 있지 않아 직접 비교는 불가능하여 환경영향평가 단계에서 제공하는 SIC 분류체계 업종과 CAPSS 내 SCC 분류체계 업종을 비교해 보았다. 그러나 CAPSS 내 SCC 분류체계는 환경영향평가단계보다 상세하게 구분되어 두 분류체계를 비교하는 것은 현실적으로 부합하지 않음을 알 수 있다. 또한 현재 연소 배출량과 생산 공정 배출량이 제대로 구분되어 반영된 국가배출량 통계자료가 없어 공정과정으로 인한 발생량 산정이 어려운 실정이다. 따라서 원단위를 활용한 배출량 산정 방법은 아직 많은 한계점들이 존재하고 그 타당성을 검토할 공인된 국가 자료의 부재로 충분한 검토는 어렵다고 판단된다. 그러나 환경영향평가 단계에서 산업시설의 업종별 공정과정에서 발생하는 배출량을 산정할 수 있는 원단위 배출량 산정 방법론을 본 연구에서 도출한 것에는 의의를 둘 수 있을 것으로 사료된다.
When assessing the impact of air quality on the development project, it is estimated that the level of pollutant emission and its impact will be limited to the area surrounding the project. In addition, it is not possible to predict the effects of chemical reactions depending on the weather conditions.
However, since the air pollutants have a cumulative and wide-ranging characteristic of moving and reacting with the flow of air, there is a limit to the actual air quality improvement only by managing the pollution source in the area. In particular, it is difficult to analyze the correlation between the emission and the concentration of the secondary pollutants such as PM2.5 and O3, which have recently become more popular due to the lack of a simple logic in which high concentrations occur in regions with high emissions. However, in order to analyze the correlation between the amount of the emission and the concentration, it takes a considerable amount of time and expertise such as the three-dimensional air quality modeling, and it is not easy to repeatedly perform the influence of the air quality depending on each business or the emission amount change.
In this study, we first examine the effect of national total emissions by substance on the domestic air quality, and analyze which emission contributes to the high level or which region has the high concentration. In addition, contribution of the air pollutants to each municipality will be calculated to provide basic data for evaluating the appropriateness of the development plans for each municipality and for developing the atmospheric improvement policies.
First, to examine the effect of total national emissions on the domestic air quality, we analyze the contribution of emissions by the pollutant sources (point, mobile, area) and substances (NOx, SOx, PM<sub>2.5</sub>, NH<sub>3</sub>) to the production of air pollution (NO<sub>2</sub>, SO<sub>2</sub>, PM<sub>2.5</sub>, O<sub>3</sub>). As a result of checking the overall air pollution characteristics, the emission source that contributes the most to the NO<sub>2</sub> concentration is the NOx emission of the area source. It is found that the SO<sub>2</sub> emissions of the area source contribute the most to the SO<sub>2</sub> concentration, and the NH<sub>3</sub> emissions of area source and the NOx emissions of point source contribute the most to generation of the PM<sub>2.5</sub> concentration and the O<sub>3</sub> concentration, respectively.
Based on the tendency of pollutant emissions across the country to produce the air pollution, we also quantitatively analyze the effects of the pollutant sources (point, line, surface) and material (NOx, SOx) emissions in the target area.
As a result of the analysis, contribution patterns of the emission materials are different by the emission characteristics of each municipality. The concentrations of NO<sub>2</sub> and SO<sub>2</sub>, which are the primary pollutants, were mainly influenced by the NOx and SOx emission sources. The PM<sub>2.5</sub> and O<sub>3</sub> concentrations were significantly influenced in the vicinity of the sources. Concentration conversion rates to PM<sub>2.5</sub>, O<sub>3</sub>, NO<sub>2</sub>, SO<sub>2</sub>, and etc. are calculated for each ton of emission by each pollutant sources (point, mobile, area) and each material (NOx, SOx) based on the result of contribution by each municipality.
This quantitative analysis on contribution of the air pollutants to each municipality and material is a new attempt, and it is meaningful in grasping the influence of the air quality on neighboring areas of each municipality by using the contribution made. In case of small country like Korea, it is difficult to improve the air quality through the management of the local governments only. Furthermore, there is a limit to effectively improve the air quality without cooperation by the local governments which are influenced by each other. Therefore, it should be possible to manage the air quality through cooperation between the local governments. In this respect, the results of this study are expected to scientifically identify the effects of the air quality on neighboring areas, and directly apply them to the atmospheric improvement policies establishment by the local governments.
In addition, the calculation result of the emission concentration conversion rate by each municipality can predict influence of the change in the emission of the local governments on the change of fine dust concentration in the local government and neighboring regions. It is possible to simulate the approximate effects of the policy elicitation. This is significant because it is easy to obtain the information even though it requires considerable expertise and time-consuming 3D air quality modeling.
Recently, as interest in fine dust management has increased, attention has been focused on the coal-fired power plants and diesel vehicles as major causes of fine dust in Korea and various policy alternatives have been prepared accordingly. However, it is expected that the effects of the domestic industrial complex on the fine dust will not be negligible in addition to the thermal power plant and the diesel vehicle. In this study, effects of the air quality and health impacts on the operation of the major national industrial complexes are examined through the analysis of the number of premature deaths.
The annual mean of PM<sub>2.5</sub> weighted concentrations of the selected major industrial complexes in Sihwa, Banwol National Industrial Complex and Daesan Petrochemical Complex accordingly, and the Special Measures for Atmospheric Conservation Zone are 0.09, 0.37 and 0.79 ㎍/㎥, respectively. As a result of calculating the number of premature deaths according to the PM<sub>2.5</sub> weighted concentration, the total number of early deaths in Korea is 1,472. It shows that operation effect of the industrial park is much larger than expected, compared with 1,144 deaths due to the operation of the domestic thermal power plant calculated in the previous study, which is about 28% larger.
Considering these results, there is a limit to practical micro dust management only by managing the emission sources for thermal power plants and diesel vehicles, which have been attracting attention as the domestic PM<sub>2.5</sub> major factors. Therefore, in order to derive effective policies, it is necessary to analyze the operation effect of the domestic industrial complex in details, and firstly consider mitigation measures to reduce the amount of emissions in the industrial complex operation process.
Currently, only the emissions from fuel use are calculated when preparing the environmental impact assessment report for the industrial complex development project and the emissions from the production process of the industrial facilities considering the industry are hardly considered due to the lack of related data. In this study, we have developed a methodology for estimating the amount of emissions unit for the industrial complex production process in the last year. In this year, this study tries to examine the feasibility of the method by using the data provided from the national government, and demonstrates the limitations.
In order to examine the validity of the methodology for estimating the emission unit, a comparison is made with the CAPSS (which is a national emission inventory) but no direct comparison is made because the emissions are not calculated for each industrial complex and industry in CAPSS. Therefore, SIC classification system provided by the environmental impact assessment stage and the SCC classification system in CAPSS are compared. However, the SCC classification scheme in the CAPSS is more detailed than the environmental impact assessment stage, and, it is not realistic to compare the two classification schemes. Therefore, there are still many limitations in estimating the amount of the emission using the unit level which is considered to be difficult to examine because there is no official national data to examine the feasibility. However, it is important to derive a methodology for estimating the amount of emissions from the process of each industrial sector in the environmental impact assessment stage.
