전시체제기 樺太 전환배치 조선인 노무자 관련 명부의 미시적 분석

국문 초록 (Abstract)

전시체제기 조선인 인적동원 관련 자료 가운데 명부는 중요한 정보를 담고 있음에도 불구하고, 사료로 활용하기에는 제한적인 자료이다. 그러므로 명부 자료의 ‘제한성’을 명부 자체에 대한 심층적인 분석방법과 다른 자료의 교차분석을 통해 해제시킬 필요가 있다. 이 연구는 1944년 8월에 화태의 북서부
탄광지대에서 일본의 4개 지역으로 전환 배치된 조선인노무자에 관련한 명부에 대한 미시적 분석을 통해 사료적 가치와 연구 활용 방안을 제시하고자 하는 글이다.
화태 전환배치란 1944년 8월 11일 각의결정 ｢화태(樺太) 및 구시로(釧路) 탄광근로자, 자재 등의 급속전환에 관한 건｣을 근거로 실시된 인력배치를 지칭한다. 일본은 1942년부터 인적․물적 자원의 통제 및 운용에 관한 법적 근거에 의해 노동력의 전환 배치를 했다. 1944년 8월 11일 각의결정 을 근거로
남사할린(화태)의 탄광부를 본토로 이송하는 전환배치가 실시되었다. 일본 각의결정에 의해 1944년 9월에 화태 지역에 가동 중이던 26개소 탄광 가운데 서해안 탄전지구의 14개소 탄광이 정리되고 노동력 및 생산자재가 일본 본토로 긴급 배치되었다. 조선인들은 1944년 8월 19일부터 3일간 통보받고, 8월
25일부터 9월 16일 까지 일본 본토에 입항했다. 이들은 후쿠오카(福岡), 나가사키(長崎), 후쿠시마(福島), 이바라키(茨城)현 등 총 4개현 26개소 탄광으로 전근되었다. 작업장 배치 원칙은 동일한 계열 회사이다. 그러나 배치 과정에서 약간의 변경이 이루어졌다. 당초 3,022명이 징용령을 받았으나 필자가 조
사한 바에 의하면, 실제로 ‘입산(入山)’한 조선인은 3,191명이고, ‘전환배치’ 지역도 변경 배치되기도 했다.
이 글은 화태 전환배치 조선인 광부 관련 명부에 대한 미시적 분석을 통해 명부자료의 정리과정에서 발생한 오류를 수정하고, 활성화에 기여하고자 작성했다. 이 글에서 살펴보고자 하는 명부자료는 화태 전환배치와 관련해 동원된 인원과 동원지역 등 실태를 알 수 있는 자료로서 2007년 12월 현재 5종이 발
굴․생산되었다.
명부자료는 전시체제기 역사학 연구를 비롯해 다양한 학문적 접근을 가능하게 해 주는 자료이다. 연구자들에게는 명부에 담긴 색다른 정보로 인해 공문서나 신문기사 등 기존에 활용하던 자료와 다른 매력으로 다가선다. 색다른 정보란 단지 매력에 그치는 것이 아니라 실제로 명부는 기존에 활용하던 자
료와 다른 특성을 가진 자료라는 의미이기도 하다. 그러므로 명부자료를 연구자료로 활용하기 위해서는 기존의 사료를 분석하는 방법과 동일한 분석방법은 물론이고, 그에 선행하는 또 다른 작업 과정도 필요하다. 검증과 전산화 과정이다.
이러한 과정을 거친 화태 전환배치 조선인 광부 관련 명부는 일본의 전시체제 연구 및 제국사 이해에 시사점을 준다. 일본 당국이 전황의 변화 속에서 노동력 활용을 위해 실시한 정책을 파악하는데 도움을 주기 때문이다. 아울러 일본의 지배지역인 화태와 일본 본토를 연계하는 물류 유통과 인력수급시스
템을 이해하는데 도움이 된다.

다국어 초록 (Multilingual Abstract)

Albeit a register is very cardinal information that has human resources of Joseon, it is still short to use it as a historical material.
That’s why I tried to annotate them in comparative research between ‘limited feature of register’ in a deeper level and other sources. This study is designed to examine a historical value and its application for further research about some registers regarding Joseon laborers’ turnover from Sakhalin to 4 different regions of Japan, happened on Aug. in 1944.
Turnover to Sakhalin means that relocation of human resources decided upon by Japanese Cabinet on Aug.11, 1944 based on [An article about sudden switch of Sakhalin & Kushiro coal mine laborer, materials]. Since 1942, the Japanese regime tried to turnabout labor power based on legitimate foundation regarding regulation & management of human & capital resources. On the ground of the decision made by Japanese Cabinet in Aug. 1944, Japanese regime transferred south Sakhalin laborers to mainland. On Sep. of the same year, 14 coal mines of all 26 operating colliery located west seashore were cleared, accordingly laborers who worked there were transferred to mainland, Japan. Joseon laborers who informed the news for three days about the switchover were moved to Japan between Aug. 25 and Sep. 16. They were dispatched to 26 different mines of 4 prefectures like Fukuoka, Nagasaki, and Ibaraki. Allocation principle of work place absolutely belonged to same interrelated corporation. But in the midst of it, there were some changes. In the beginning, 3022 laborers were supposed to be recruited, but according to my survey, actual number of laborers who entered mountains were 3191, and its switchover region is also little different.
This treatise is to correct some misinformed materials that was found in a micro-analysis on some registers regarding Joseon laborers’ turnover to Sakhalin during wartime regime, and to instigate the following researches. These 5 registers quoted here on this paper that excavated on Dec. 2007 is very helpful to dig out lots of information about how many laborers & to where they were sent with special reference to Sakhalin region.
The register material can be available not only for historiography in wartime period but other studies as well. The information comes to researchers in subtle curiosity that is quite different from other official documents or newspaper articles available. The differentiating information is not confined in mere intellectual attractiveness, but stretched out to different substitutional studies. Accordingly, in order to use them as a research material, it needs to be proved by established method of analysis, and also other approaches beforehand is also needed such as verification & computerization.
The registers came out of this procedure give us many implication to dig out about wartime study of Japan and imperialism history. Because it gives a clue for further study when it comes to how Japanese regime carried out their strategy to use labor power in the contemporary age.
In addition, it will be helpful to study on Japanese territory, Sakhalin and its connection with mainland in terms of human & capital resources distribution.
