The Convention for the Safeguarding of the Intangible Cultural Heritage, adopted by the thirty-second UNESCO General Assembly in October 2003, implements a procedure for inscriptions to the Representative List of Intangible Cultural Heritage of Humanity and the List of Intangible Cultural Heritage in Need of Urgent Safeguarding at the international level. The Intergovernmental Committee of the Safeguarding of Intangible Cultural Heritage, which is in charge of deciding nominations, began to inscribe elements on the lists from 2009 after drafting the Operational Directives for implementing the Convention. Meanwhile, in December 2007, Japan established a special committee at the Cultural Heritage Subcommittee of the Cultural Council under the Cultural Affairs Agency and adopted strategic plans related to inscribing on the lists.
This paper analyzes the procedure of inscribing on the lists of the Convention along with a review of the strategic responses in Japan to examine the characteristics of the Japanese intangible cultural heritage safeguarding system and changes in its policies.
The summary of Japan’s strategic responses to implementing the Convention follows. First, the national lists submitted to the Secretariat of the Convention are Important Intangible Cultural Properties, Important Intangible Folk Cultural Properties, and Selected Conservation Techniques. Second, the nomination files for inscription are submitted sequentially in the order of designation and selection of national lists. Third, for the time being, Japan has not submitted for the List of Intangible Cultural Heritage in Need of Urgent Safeguarding, in which international assistance is needed.
In the text, we will see that strategic responses have not changed much in principle, but the application process has evolved amid international variables such requested restrictions on the number of nominations for examination and domestic social and political issues caused by the 2011 Tohoku earthquake and tsunami as well as the COVID-19 pandemic. There have been three major trends in Japanese inscriptions to the Convention lists over the past decade.
The first was to inscribe sequentially in the order of designation or selection on national lists. However, the initial plans were disrupted due to the nomination file cap implemented at the Secretariat’s request. Therefore, opportunities for Japan, which has already secured many inscriptions, have been limited.
Based on these limitations, a second inscription trend is needed, and Japan is currently promoting attempts to integrate similar elements and inscribe them on an expanded basis. The first inscription was washi, the craftsmanship of traditional Japanese handmade paper, which was inscribed in the 2014 cycle. Japan applied for the inscription by integrating three elements—honminoshi, which was previously inscribed; sekishu-banshi, which was suspended from inscription; and hosogawashi, which has not yet been nominated. Since then, Japan has continued to integrate similar elements.
The third trend is the inscription of the elements in the life-culture category triggered by the inscription of washoku, traditional dietary cultures of the Japanese in 2013, which resulted in establishing new systems called “registered intangible cultural properties” and “registered intangible folk cultural properties” in the Japanese cultural property protection system. Japan, which diagnosed that the existing intangible cultural property protection system was limited to performance and craft techniques and did not show the diversity of traditional Japanese culture, added intangible cultural properties related to living culture as a new category but applied the registration system instead of the designation system.
2003년 10월 제32차 유네스코 총회에서 채택된 무형문화유산보호협약은 2009년부터 무형문화유산 보호를 위한 국제적 이행의 하나로 ‘인류무형문화유산 대표목록’ 및 ‘무형문화유산 긴급보호목록’ 등의 등재 제도를 운영해 오고 있다. 한편 일본은 2007년 12월에 문화청 문화심의회 문화재분과회에 특별위원회를 설치하고, 협약 목록 등재와 관련한 전략 방안을 마련하였다.
본 논문은 해당 전략 방안에 대한 고찰과 함께 이후 전개되는 일본의 협약 목록 등재 과정들을 분석하고 있다. 이를 통해 일본의 무형문화유산 보호 체제의 특성과 무형문화재 보호 정책의 변화를 살펴보고자 하였다.
일본의 2003 협약 등재와 관련한 전략 방안의 핵심은 다음과 같다. 첫째, 일본은 자국 내 국가지정 및 선정의 중요무형문화재, 중요무형민속 문화재, 그리고 선정보존기술 목록 내 종목 을 유네스코에 등재 신청한다. 둘째, 협약 목록 등재 신청은 일본 국가 목록의 지정 및 선정 순서에 따라 순차적으로 모두 신청한다. 그리고 셋째, 일본은 당분간 국제원조를 필요로 하는 국가가 신청하는 긴급보호목록에는 등재 신청을 하지 않는다는 것이다.
그러나 협약 목록 등재 심사 건수 제한 및 일본의 사회적 정치적 상황 속에서 전략 방안의 원칙이 크게 달라진 것은 없지만 적용 과정에서 몇몇 변화의 양상을 보이고 있다. 일본의 지난 10여 년간의 등재 양상은 크게 3가지로 나타난다.
첫 번째는 등재 초기로 2007년 12월에 결의된 등재 방침에 따라 일본은 무형문화유산 목록의 지정 및 선정 순으로 순차적으로 등재 신청서를 제출하였다. 그러나 협약 사무국의 요청에 따라 심사 총량제가 시행되면서 이미 다수의 등재 종목을 확보한 일본의 등재 심사 기회는 지극히 제한되었다.
두 번째 등재 양상은 이러한 상황을 타개하는 방안으로 현재 일본은 유사종목을 통합하여 확장 등재하는 방법을 추진하고 있다. 그 첫 번째가 2014년 주기에 등재한 ‘손 뜨기 전통 일본종이’로, 기존에 등재되어 있던 ‘세키슈 반시’에, 보류 판정을 받은 ‘혼미노시’와 아직 신청하지 않은 ‘호소가와시’를 포함하여 총 3개 종목을 통합하여 신청한 이래, 일본은 계속해서 유사종목들을 통합하여 확장 등재하고 있다.
세 번째 양상은 2013년 ‘와쇼쿠’의 등재로 촉발된 생활문화 관련 종목의 등재이다. 와쇼쿠의 등재는 일본의 무형문화재 보호 제도상에 ‘등록무형문화재’ 및 ‘등록무형민속문화재’라는 새로운 영역을 신설하는 결과를 초래하였다. 그동안 무형문화재 보호제도가 ‘예능’ 및 ‘공예기술’에 한정되어 전통문화의 다양성을 나타내지 못하고 있다고 진단한 일본은 ‘생활문화’와 관련된 무형의 문화적 소산을 새로운 범주로 추가하되, 여기에 지정 제도를 대신하여 등록 제도를 적용하였다.
