The main purpose of this research is to look into what caused to make the Japan-Korea Annexation Treaty(1910) possible in terms of the antagonistic relationship between Japan and the United States after Russia-Japanese War (1904-1905). The W.H.Taft administration of U.S did not allow Japanese exclusive monopoly over the territory of Manchuria in China. Thus, Japan tried to build the mutual assistance system with Russia so that they could counteract against U.S. In the mean time, Russia tried to take advantage from the complicated situation between Japan and U.S. Eventually, Russia allowed Japan's plan on Annexation Treaty over Korean peninsula in order to assure the safety of region of Russian Far East in return. Therefore, I would like to categorize the period from the Agreement between China and Japan relative to Chientao, and concerning the Mines and Railways in Manchuria(1909.9.4), through the Japan-Korea Annexation Treaty into 3 stages in terms of macro perspective.
The 1st stage is period of formulating a new international relationship regarding to the issue of Manchuria in China between U.S. Japan, and Russia due to the agreement between China and Japan relative to Chien tao, and concerning the Mines and Railways in Manchuria(1909.9.4). In this stage, the Russia and Japan. the previous two countries system which was divided by the North and South Manchuria region eventually has been expanded into triangular system which runs by U.S. Japan, and Russia. The expansion to three countries was possible since U.S has been engaged into the Manchuria region issue in China through claiming against the Agreement between China and Japan relative to Chientao, and concerning the Mines and Railways In Manchuria(1909.9.4). The visit to Harbin by Hirobumi Ito who was once claiming to install the patrolling police station in Chien tao was also possible in order to attempt to present the reconciliation gesture toward to Russia.
The 2nd stage is period of promoting a mutual approach by Russia and Japan in order to defend their special interest which once already settled down to Manchuria region and tried to set back the claim by the U.S Secretary of State, P. Knox. The plan by P. Knox which originally providing loan installment to China so that China could obtain every railway system and allowed them to utilize it only in commercial purpose. However, the plan led the two countries. Japan and Russia's different interest into one unified interest to defend their previous ownership over Manchuria.
The 3rd stage is period of formalizing an official form of treaty by Russia and Japan's previous joint response against the neutralizing plan of railway system in Manchuria region by U.S. This stage would be started from the 2nd Negotiation period of treaty by Japan and Russia in March of 1910 through the declaration of Japan-Korea Annexation Treaty in the 29th of August of 1910.
Since the relationship between Japan and U.S has turned into conflict situation, Japan would like to get an agreement with Russia in the level as a military alliance. Thus, finally Japan had reached an agreement with Russia that Japan would recognize the Russians' special interest over Mongolia and Manchuria regions and Russia would allow the Japan-Korea Annexation Treaty by Japan in return. Thus, the Japan's plan of Korea Annexation Treat would be an outcome as a result of the second Russo-Japanese Agreement relating to Manchuria while challenging against the East Asia policy by U.S. At the same time, the Koreans independence would be achieved when the relationship between Japan and Russia gets worse and if U.S wins war over Japan. However, in such adverse circumstances around the world, the letter of King Gojong was delivered to Russian delegation in Shanghai, which contains of asking for political asylum in Vladivostok and not to sign the agreement of the Russia-Japan Treaty to the emperor of the Russia.
