환경 관련 일자리 문제는 환경과 경제의 상생이라는 맥락에서 꾸준히 제기되는 주요 정책 이슈 중의 하나이다. 지난 정부 때 녹색성장이 핵심 국정 어젠다로 제시되면서 이와 관련한 ``녹색일자리`` 가 핵심적인 키워드로 부상했는데, 현 정부 들어 녹색성장 정책이 핵심 국정 어젠다에서 밀려나면서 녹색일자리에 대한 관심 역시 많이 사라졌다 하지만 ``녹색일자리`` 라는 용어로 주목받았던 이슈는 환경-경제-사회라는 지속가능발전의 세 영 역에 모두 걸쳐 있는 문제이다. 녹색일자리에 관한 올바른 정책적 방향을 찾기 위해서는 현황에 대한 정확한 진단과 분석이 필수적이다 예컨대, 녹색일자리 창출을 촉진하기 위해서 어떤 정책이 효과적일지를 분석하기 위해서는 녹색일자리의 세부부문별 비중이나 변화 추세 등에 대한 정보가 필요하다. 본 연구의 일차적 목적은 국제적으로 표준화된 분류체계를 이용해서 녹색일자리 또는 환경분야 일자리의 범위를 정의하고 이를 기초로 국내 녹색일자리 또는 환경분야 일자리의 규모, 세부부문별 비중, 변화 추세 등을 추계하는 것이다. 나아가 주요 선진국에서 이루어진 연구 결과들과의 비교분석과 국내 녹색일자리(환경분야 일자리)에 대한 전망 작업을 통해 정책적 시사점을 도출하는 것이 본 연구의 이차적인 목적이다.본 연구는 UN의 환경활동분류(CEA)를 기준으로 다양한 국내 통계자료 및 추정 방법을 사용해서 2005-2013년을 대상으로 환경분야 일자리의 변화에 대해 살펴보고, 이에 근거하 여 국제비교 및 일자리 전망 작업을 수행하였다. 이를 통해 다음과 같은 점들을 확인하였다.첫째, 환경분야 일자리는 2005년 26만 멍에서 2013년 약 52만 명으로, 이 기간 동안 약 96.4% 증가하였다 이 같은 증가율은 같은 기간 동안의 총취업자 수 증가율(32.1%)보다 3배 정도 높은 것이며, 이로 인해 총취업자 대비 환경일자리의 비율은 2005년 12%에 서 2013년 2.1%로 높아졌다. 둘째, 환경일자리의 대부분은 환경전문업에서 창출된다. 대체로 환경분야 일자리의 80% 정도가 환경전문업에서, 15% 정도가 공공부문에서, 5%정도가 일반기업에서 창출된다고 할 수 있다 셋째, 전통적인 환경산업의 핵심 영역(대기, 폐수, 폐기물 관리)이 차지하는 비중은 2005년 63.4%에서 2013년 52.6%로 줄어들었다. 토양·지하수(13%→30%), 소음·진동(13%→20%) 분야의 비중이 많이 증가하기는 했지만, 절대 비중 자체는 여전히 낮은 수준이다 넷째, 독일, 미국, 일본 등 주요 환경선진국 에 비해 환경일자리가 전체 일자리에서 차지하는 비중이 상대적으로 낮은 편이다 환경일 자리의 범위나 분석 방법의 차이로 인해 직접적인 비교에는 많은 한계가 있지만, 본 연구의 분석 대상과 유사한 범위를 갖는 일본이나 캐나다의 사례(환경일자리 비중이 전체 일자리 대비 4% 수준)를 볼 때 우리나라의 환경일자리 비중이 상대적으로 낮은 편이라고 할 수 있다. 다섯째, 2020년에 환경분야 일자리는 2013년 대비 45%-60% 정도 늘어날 것으로 전망된다. 그리고 대기, 폐수, 폐기물 등 전통적인 핵심 환경영역이 차지하는 비중은 조금씩 줄어들 것으로 전망된다 2020년까지 환경일자리 연평균 증가율이 55%-70% 정도가 될 것으로 전망되기 때문에, 환경일자리가 전체 일자리에서 차지하는 비율 역시 꾸준히 높아질 것으로 기대된다. 본 연구의 가장 큰 의의는 UN의 환경활동분류(CEA)에 준거해서 국내 환경분야 일자리 전체에 대한 전반적인 그림을 보여주는 데 있다. 하지만 주로 데이터의 제약으로 인해 체계적 이고 정밀한 분석을 수행하는 데 어려움을 겪었다 향후 좀 더 정밀한 분석과 전망을 위해서 는 환경산업통계조사 등 기초통계에 대한 정비 및 개선, 자원관리지출계정 편제를 통한 자원관리 분야에 대한 정보의 축적, 환경산업의 구조 변화에 대한 체계적이고 다차원적인 분석, 일자리의 질적 측면에 대한 분석 방법의 개발 및 기초 자료의 축적 등이 필요하다.
더보기Jobs in the environmental sector is one of the major political issues that has been raised consistently in the context of the harmony of the environment and economy. Although the word ‘green job’ came to the fore with green growth suggested as the core national agenda during the previous administration, green growth has been neglected in the current government, which caused the weakened interest in green jobs. However, the issues highlighted under the term ‘green job’ relate to all three domains of sustainable development of the environment, economy and society. In order to find the right policy direction for green jobs, it is essential to precisely diagnose and analyze the present state. For example, in order to analyze the effectiveness of a certain policy in promoting the creation of green jobs, we need information on the weights of each sub-category of green job or changes in trend. The primary purpose of this study is to define the scope of green jobs or jobs in the environmental sector by using an internationally standardized classification system, based on which the size, weights, and the changes in trend of domestic green jobs or jobs in the environmental sector are estimated. In addition, the secondary purpose is to analyze and compare the results of research conducted in major developed countries and derive policy implications by making projections on the outlook of Korea’s green jobs (jobs in the environmental sector). Based on the UN’s Classification of Environmental Activities (CEA) and by using domestic statistical data and various estimation methods, this study examined the changes in Korea’s environmental jobs between 2005 and 2013, and performed international comparison and prediction of domestic green jobs. First, the number of environmental jobs grew by approximately 96.4% from 260,000 in 2005 to 520,000 in 2013. The increase rate was three times higher than that of the growth in the number of total employees (32.1%) during the same period, and therefore the percentage of environmental jobs out of total employment rose from 1.2% in 2005 to 2.1% in 2013. Second, the biggest share of environmental jobs is created in the environmental business circles. It can be said that approximately 80% of environmental jobs are created in the environmental business circles, followed by 15% in the public sector and 5% in general companies. Third, the share of the major sectors within the traditional environmental industry (air, waste water, and waste management) declined from 63.4% in 2005 to 52.6% in 2013. Although there were significant gains in the weights of the soil/underground water (from 1.3% to 3.0%) and noise/vibration (from 1.3% to 2.0%) sectors, their absolute percentages are still low. Fourth, the percentage of environmental jobs out of the total employment is low when compared to major developed countries such as Germany, America, Japan and others. Although it is not easy to directly compare environmental jobs between countries due to the differences in scope and analysis methods, the share of environmental jobs is low in Korea when referring to the cases of Japan or Canada where similar scopes were used in defining environmental jobs (the percentages of environmental jobs out of total employment are at a 4% level). Fifth, it is expected that the jobs in the environmental sector when compared to 2013 will grow by 45%-60% by 2020. In addition, the weights of the main sectors within the traditional environmental industry are expected to gradually fall. As the annual growth rate of environmental jobs is projected to be around 5.5%-7.0% in 2020, the share of environmental jobs in the overal job market is also expected to continuously grow. This study is significant in that it presented the overall picture of Korea’s environmental jobs based on the UN’s Classification of Environmental Activities(CEA). However, there were difficulties in conducting systematic and accurate analyses due to the limited data. In order to perform more accurate analyses and projections, improvements in basic statistics including the Report on the Environment Industry Survey, accumulation of information in the resource management field via the reorganization of resource management expenditure accounts, systematic and multidimensional analyses of the structural change in the environmental industry, development of analysis methods to study the qualitative aspects of jobs, and accumulation of baseline data are necessary.
