U.S. Cold War policies toward the less developed world are all connected. This is made possible through U.S. technical assistance to underdeveloped countries. Nutrition played a large role in this process. It was linked to the U.S. program in South America, the establishment of the War on Hunger, and the Korean program. The emergence of nutrition in U.S. diplomacy began during the Korean War. During the Korean War, malnutrition among South Korean soldiers led to the creation of the Interdepartmental Committee on Nutrition for National Defense (ICNND). In the 1960s, USAID began working with ICNND to conduct nutrition surveys and projects in underdeveloped countries. This coincided with the launch of the U.S. government's Latin American policy, the Alliance for Progress. It was against this backdrop that Operation Niños, 1962-65, the Latin American child feeding program, was launched. The program had the effect of politically offsetting the ineffectiveness of the Alliance for Progress. It was a human rights and humanitarian endeavor, involving a wide range of participants, including U.S. private foundations, aid organizations, and private companies. As a result, the United States succeeded in transforming U.S. interests into Cold War interests and the interests of the international community. In the late 1960s, based on this success, U.S. technical assistance to Latin America included school feeding programs. And, as in South America, various U.S. aid instruments were involved in its implementation.
As a result, the global reference for the development of underdeveloped countries was designed based on the interests of the United States, not the interests of individual countries.
