서울과 타이베이의 상수도 정수장의 유산화 과정과 박물관으로의 활용을 통해 본 근대 상수도의 의미 = The Meaning of Modern Waterworks through Transforming Water Purification Plants into Museums in Seoul and Taipei

Waterworks facilities, encompassing water purification plants, hold significant significance in the context of contemporary urbanization. The rapid urbanization process has led to the deterioration of urban sanitation, necessitating the implementation of waterworks and the adoption of "modern water treatment" techniques in order to enhance the sanitary conditions of modern cities. The advent of water purification methods, a crucial requirement for contemporary water supply, can be traced back to their initial development in England in 1804, subsequently propagated worldwide by British engineers. Asian cities also embraced the installation of modern waterworks towards the conclusion of the 19th century, coinciding with the opening of ports. Japan saw the inauguration of its first modern waterworks in Yokohama in 1887, while Korea followed suit in Busan in 1894 and Taiwan in Keelung in 1902. Modern waterworks facilities are strategically situated upstream in areas characterized by high water quality, with considerable efforts dedicated to the preservation of the surrounding environment in order to safeguard the raw water. Consequently, unlike mining and industrial facilities, waterworks facilities do not primarily contribute to environmental destruction and pollution; instead, they function as key protectors of water quality and urban sanitation. This distinguishing attribute has played a favorable role in the preservation and heritage of modern waterworks facilities. Abandoned waterworks facilities have been repurposed as waterworks museums, with notable examples being the Seoul Arisu Museum, and the Taipei Tap Water Museum, all located in the respective capital cities of Korea, and Taiwan. Each of these waterworks museums was established on the premises of a modern waterworks designed by British engineers during the late 19th and early 20th centuries. Variations exist in the historical backgrounds and approaches to recreating the waterworks' history in the process of heritage preservation. Therefore, this study delves into the initial history of waterworks in Seoul and Taipei, engineered by British professionals, while also examining the distinctive features that contribute to the classification of early waterworks facilities as industrial heritage, with a particular focus on the museums' role in preserving place memory.
더보기정수장을 비롯한 상수도시설은 근대 도시화 과정에 있어 특별한 의미를 가지고 있는 시설이다. 급격한 도시화에 따른 도시 위생의 악화와 그에 따른 ‘근대적 정수 처리’를 통한 상수도의 부설은 근대 도시에 있어 필수적인 일이었다. 근대 상수도의 필수 요건이라 할 수 있는 정수법은 1804년 영국에서 처음 개발되었고, 이후 영국인 기술자들을 통해 전 세계로 확산되었다. 아시아의 도시들도 개항 이후 19세기 말 근대 상수도를 설치하기 시작하였는데, 일본은 1887년 요코하마에, 한국은 1894년 부산에, 대만은 1902년 지룽에 최초의 근대 상수도가 부설되었다. 근대 상수도 시설은 수질이 좋은 상류에 위치하였고 또한 원수 보호를 위해 주변 환경 보호가 이루어졌기 때문에 광공업시설과 달리 환경파괴와 오염을 만들어내는 주체가 아닌, 수질 환경을 보호하고 도시 위생을 수호하는 주체로서 역할을 하였다. 또한 이러한 성격은 상대적으로 근대 상수도 시설의 보존 및 유산화에 있어 유리하게 작용하였다. 내구연한이 다한 상수도시설은 다수 상수도박물관 등으로 재탄생하였는데, 서울의 수도박물관, 타이베이의 자래수박물관(自來水博物館)은 한국과 대만의 대표적인 상수도 관련 박물관이라 할 수 있다. 이 수도박물관들은 모두 19세기 말~20세기 초 영국인기술자에 의해 설계된 근대 상수도가 있었던 장소에 만들어진 박물관으로 각각 박물관이 만들어진 배경과 유산화과정에서 상수도의 역사를 재현하는 데에는 다소 차이가 있다. 이에 본 연구에서는 영국인 기술자에 의해 만들어진 타이베이와 서울의 상수도 설치과정 및 설치 당시의 현황을 살펴보고, 초기 상수도시설이 산업유산화되는 과정, 특히 박물관으로 사용되면서 의미화되는 과정에 대해 살펴보았다.
