The missionary activities is the basis for the existence of Buddhist order, And the basic unit of the missionary activities is each temple and an individual believer. Without the participation of temples in a local community, Buddhist order can`t do missionary activities because a temple and a believer are based on a local community. The present writer is focusing on Buddhist social welfare and Buddhist culture as the plan for participation of temples in a local community, because Buddhist order has continued the activity of social welfare since the introduction of Buddhism in Korea and Korean Buddhism have formed, preserved, and succeed Korean culture. Between 2006 year and 2010 year, Korean Buddhism puts up a good show in social welfare and local culture festival. The number of Buddhist social welfare facilities increase 958 from 536, and in the year 2009 the local culture festivals that the Buddhist temples and organizations held are 426 cases, This numerical value proves that Buddhist order participates local communities through social welfare activities and local culture festivals. But there are the reform measures that temples participate efficiently in local community through social welfare activities and local culture festivals. In the field of social welfare, firstly the temples must increase Buddhist social welfare facilities in the regions except the metropolitan area and Youngnam(嶺) area. Secondly the temples must take interest in the woman welfare and 南 the homeless welfare. Thirdly the temples must come into operation in nursing and housework support for old man. Fourthly the temples must promote an social atmosphere to appreciate disabled person. In the field of local culture festivals, firstly each of temples must have contents in temple concert. Secondly the temples must participate in local culture festivals and develop the programs in which the contents for Buddhist culture are involved. Lastly the space of temple must is offered as the space of local culture.
