한국과 미국, 이스라엘의 대테러 조직체계를 살펴보면, 정보기관의 경우 미국과 이스라엘은 군사, 경찰, 행정기관의 정보기관을 통합하는 정보통합기구의 존재와, 정보통합기구의 장이 대통령에게 직접적으로 테러정보와 상황을 보고할 수 있도록 정보공유, 분석, 전파체계가 구축이 되어있었으며, 한국의 경우 군사, 경찰, 행정기관 의 정보기구가 각각의 역할을 수행하고, 대테러정보활동에 있어서는 행정기관의 정 보기관인 국가정보원만이 정보를 수집, 분석, 전파의 권한을 보유하고 있어 단일 정 보기관에 의하여 대테러정보활동이 이루어지고 있었다. 대응기구의 경우 미국과 이스라엘은 대테러활동의 범위를 국내와 국외로 구분하 여 국외 테러사건의 경우 군사기관이 대응을 담당하며, 국내의 경우 재난대응, 소방, 구조, 범죄, 위험물관리, 화생방 등의 모든 기관들이 통합된 조직으로서 운영되고 있 었으며, 한국의 경우 테러사건을 국외, 군사, 일반, 항공, 해양의 5가지로 분류하여 각 기관이 대테러본부를 운영하고 타 기관이 이를 지원하는 형태로 기능적인 통합 을 실시하고 있다는 차이점이 있었다. 이스라엘의 경우 테러와의 전쟁을 이념적, 추상적 개념이 아닌 실질적이고 실체 적인 대상인 테러리스트와 테러조직을 명확하게 선정하여 정보활동을 통해 테러전 략과 수단, 특징분석, 정보공유를 통해 효과적인 대테러대응전략을 수행하고 있으 며, 해외, 국경, 국내의 지역개념을 전담하는 군, 경찰의 임무분담 및 조직구성과 국 가적 대테러대응체계가 유기적으로 연결되어 있다는 특징을 보여주었다. 특히 국가 기관의 장비·훈련 등의 지원과 일부권한을 승인하여 민간자원과 예비군 또한 국가 대테러활동의 한 축으로서 작용할 수 있도록 하고 있어 초동조치와 테러리스트 공격저지·체포활동이 국가의 전체적인 자원이 동원되는 시스템화된 조직으로 구성되 어 있었다. 이러한 특징들을 살펴 볼 때 사실상 대테러활동은 국가적인 역량을 총 동원하여 예방·대응체계를 구축하고 있는 바, 한국의 경우 국무총리를 대테러활동의 총 결정 권자로 지정하여 보다 원활한 협조체제 구축이 어렵고, 대통령의 결정을 받아야 하 는 경우가 많기 때문에 권한의 행사에 있어 제한점이 나타날 수 있다는 한계점이 존재한다. 또한 외국은 대테러활동을 국토(국내)와 국외로 구분하여 국가적인 역량을 총 동 원하는데 비해 한국은 테러의 분야를 세분화하여 각 기관별 테러대책본부를 편성하 고 있어 국토안보를 위한 대테러활동이 통합되지 못한다는 문제점을 갖고 있다. 세 부적으로 대테러교육, 대응절차, 지휘방법, 용어, 지원체계 등 국내에서 발생하는 테 러에 대한 활동은 경찰의 지휘를 통해 지휘통제체제를 일원화하여 현재 조직적, 구 조적인 문제로 나타나고 있는 대테러조직의 기능적 분산 현상을 완화하여야 할 것이다.
더보기If you look at the organization system of counterterrorism in Korea, the United States and Israel, in the case of intelligence agencies, the U.S. and Israel, the existence of an intelligence organization that integrates intelligence agencies of military, police and administrative agencies, and the establishment of information sharing, analysis, and radio systems to directly report terrorist information and situations to the president, and in Korea, the case of military, police, and administrative agencies, the intelligence agency has the authority to collect information. For response organizations, the U.S. and Israel separated the scope of counterterrorism activities from home and abroad and operated by military agencies in the case of overseas terrorism, including disaster response, fire fighting, rescue, crime, dangerous goods management, and chemical production departments, and in Korea, Korea was classified as five different types of terrorist organizations to operate and support the integration of functional terrorist organizations. In the case of Israel, the war on terror is clearly selected by terrorists and terrorist organizations, which are not ideological and abstract, but practical targets, to carry out effective counterterrorism strategies through information activities, and showed that military, police task division, organization, and national counterterrorism systems are connected organically with the concept of terrorism in charge of overseas, border, and domestic regional concepts. In particular, it was composed of a systemized organization in which initial actions and terrorist attack prevention and deployment activities were mobilized as a whole of the country's resources, as private resources and reserve forces were also allowed to act as an axis of the state's counterterrorism activities by approving some authority, such as equipment and training of state agencies. Looking at these characteristics, there are limitations in the exercise of authority, as the counter-terrorism activities are in effect to establish a preventive and counter-response system by mobilizing all national capabilities, and in Korea, it is difficult to establish a more smooth cooperative system by designating the prime minister as the total arbiter of counter-terrorism activities, and it is often necessary for the president to make decisions. In addition, the problem is that while foreign countries are mobilizing their national capabilities by dividing anti-terrorism activities into national territory (domestic) and foreign countries, Korea is organizing a counter-terrorism headquarters for each agency by segmenting the areas of terrorism. In detail, activities on domestic terrorism, such as counter-terrorism education, response procedures, method of command, terms and support systems, should be conducted by the police to unify the command and control system, thus mitigating the phenomenon of functional decentralization of the anti-terror organization, which is now emerging as an organizational and structural problem.
