There are currently many problems in Korea's health care system, such as weakness of the public health care sector, distortion of health care delivery, and presence of a poor infrastructure for development of health care in Korea, which are mainly due to the treatment or diagnosis-oriented and low efficiency high cost system which was formed in the process of rapid expansion of this medical security system. In particular, the countermeasures that are present are insufficient to meet the increasing national demand for life-cycle health, and resources and manpower that are a result of changes in the population and disease structure. In addition, inefficiency in the overall health care system in Korea is shown in the oversupply of health care professionals and regional maldistribution of medical manpower and facilities.
However, in the upcoming 21 century, many problems in the health care sector are expected to emerge due to the stabilization of population growth and increase of the old-aged class, overcoming of the economic crisis, shift of the social structure towards a knowledge-based industry, risk-factors affecting health, and change in utilization of health care services. The directions taken for development of health care system in preparation for challenges in the health care environment in the 21 century will be as follows;
First, to establish a continuous health care system for the life cycle and build a foundation for regional-specific life health care, and a national life health care system should be set up.
Second, optimal supply and demand for health care professionals should be planned and the utilization of medical facilities should be promoted to provide efficient health care services.
Third, the infrastructure for the health care industry, through streamlining and specializing of medical facilities, should be built up to foster competence in the health care industry.
Fourth, the Health Welfare Law must be comepleted and a foundation for health care development must be established by reorganizing the health care administration and improving efficiency in management.
In addition to the Health Care sector, the 21st century will also call for expanded social security which fell relatively behind in the past thirty years in the process of promoting high exonomic growth. Also, the directions that will be needed in order to prepare for changes in welfare demand resulting from the rapidly changing population and social conditions are as follows:
First, the National Welfare Standard must be met and the minimum livelihood of the people must be guaranteed through expansion of the social safety net. At the same time equal benefit opportunities should be provided to the whole population thereby allowing the social insurance system to fulfill its role of providing safety. Also the social insurance system should be managed according to the principle that beneficiaries pay the burden.
Second, rather than livelihood aid in the form of assistance, focus should be put on strengthening a productive and preventive system that will assist economic growth, and policies that allow the abandoned beneficiary classes to become economically active should also be strengthened.
Third, welfare services that link the family and regional society need to be strengthened to secure the safety and health of the basic unit of life which is the family, and policies that utilize the utilization of women in the public sector need to be actively promoted for the improved quality of life for women. Also, programs that guarantee health rights of the aged and methods for structural transition of the labor market for the aged need to be looked at, and rather than just providing simple livelihood aid, opportunities for social participation such as job rehabilitation need to be expanded.
