일제의 식민통치가 안정?강화될수록 정치경제 등의 중심인 서울을 비롯한 경기도, 일본과 지리적으로 가까워 이주?거주하는 일본인의 숫자가 많아진 까닭에 이들 지역에 신사들이 많이 건립되었다. 그러나 1910년대 전반기에는 전반적으로 많은 신사들이 설립되지 않았는데, 이는 강제 합병 이후 식민통치초기의 기반 조성에 주력한 때문이다. 신도의 조선인신자 비율은 해가 갈수록 감소하였다. 식민통치와 밀접한 관련이 있는 종교라고 인식한 조선인들 중 상당수가 3?1운동을 겪으며 민족적자각을 한 때문이라 여겨진다. 거의 모든 지역에서 조선인보다 일본인 신자수가 많다. 다만 전남에서는 1913년과 1914년에 조선인 신자수가 많은데 개항이후 식민도시로 성장한 목포, 평야가 넓고 호남에서 생산되는 물산들이 모이는 나주?영산포에 거주하는 일본인들이 많았던 때문이었다. 그러나 시간이 흐르면서 전남의 신도 신자수도 일본인이 많아졌다. 그것은 전남에서도 시간이 갈수록 일본인들의 영향력이 커지고 있었다는 것을 말한다고 생각된다. 1915년 포교규칙을 공포하여 교파신도를 종교로 인정하여 포교에 도움을 주었던 일제의 보다 큰 목적은 국가신도였다. 포교규칙과 같은 날 공포된 ``神社寺院規則``은 모든 신사의 창립과 존폐에 총독의 허가를 요구하고 기존 신사들도 총독의 인가를 받도록 하여 신사에 관?공립적 성격을 부여하였다. 1917년 공포된 ``神祠에 관한 건``은 神社로 공인받지 못한 소규모 小社를 神祠라는 이름으로 허가를 받을 수 있도록 하였다. 포교규칙과 신사사원규칙, 그리고 신사에 관한 건으로 신사에 관한 토대를 식민지 조선에서 구축하였던 일제는 한편으로는 식민지 조선에 사는 모든 사람을 아우를 수 있는 조선신궁을 건립하였다. 그런데 조선신궁 완공 불과 5개월 전에 치안유지법이 공포되었고, 국체에 어긋난 어떤 행동도 금지되었다. 1910년대와 1920년대에 일제는 신사 관련 법령을 공포하고, 조선신궁을 건립함으로써 신사를 통한 식민지 조선 통치의 기반을 마련하였다. 이러한 법령들을 토대로 매년 수많은 神祠들이 설립되었고, 그것들은 일제가 신도정책을 펼치는 중심 역할을 하였다. 1920년부터 神祠가 神社보다 많아지기 시작하여 1927년에는 3배 이상, 1940년에는 약 7배 이상이 되었다. 이는 1917년에 공포된 ``神祠에 관한 건``이 神祠 설립에 얼마나 큰 역할을 하였으며, 神祠가 일제의 신도정책에 얼마나 큰 역할을 하였는가를 말해준다. 통감부 시기에 신사는 일본인 정신생활의 중심이었다. 그러나 강점 이후 조선총독부는 神社?神祠를 신설할 때에는 가급적 조선인들과 공동 출원하도록 하였다. 조선인 중 신사 설립을 주도한 이들은 대개 정치경제적으로 우월한 위치에 있는 이들이었다. 신사는 조선인을 일제의 식민통치 아래 재편하고, 황국신민이라는 이름 아래 일제의 지배를 받는 민족으로 전락시키는 역할을 하였다. 따라서 그들의 신사 설립 주도는 비판을 받아야 한다. 조선인들 대부분은 신사가 일본인만의 종교를 위한 장소라 인식하였다. 불경죄에 걸릴 수 있다는 것은 알았지만, 1930년대에 신사참배가 강요되기 이전까지 신사가 모든 조선인 모두를 통치하기 위한 토대로 구축되어가고 있었다는 것을 1910?1920년대에 조선인들은 인식하지 못하였다.
더보기As Japanese reign became beefed and stable we had increasing number of Japanese residents of Seoul and Kyung-gi area that were the center of politics and economics and were close to Japan geographically, as well. This lead many Shinto shrine temple constructions in those areas. However, the constructions became not active in the early 1910 since Japan put the main force into building foundation of colonization. Korean Shinto believers had decreased year by year. Quite a few Korean people had considered Shinto as a malicious religion that is highly associated with Japanese reign facing the 3?1 movement. There were more Japanese believers than Korean believers in most area. The exception was in Jeonnam area in 1913 and 1914 because we had dominent Japanese residents in a developed city, Mokpo, Naju and Youngsanpo that had plains and produce gathering places in Honam after the opening of a port. However, later, the number of Japanese Shinto believers was getting bigger than the one of Korean believers. It would indicated that the influence and power of Japanese over Jeonnam are getting bigger and strong. During the Japanese colonial rule, promulgating the propagation rule, Japan recognized Kyoha Shinto(교파신도) as a religion, which was helpful for its propagation; but it was State Shinto that Japan then wanted to achieve as a far greater purpose. ``The Shrine Temple Rule``, which was announced on the same date as the propagation rule in 1915, required a permit from the governor when it comes to the foundation, maintenance and abolition of all the shrines and a license from the governor for the existing shrines, granting the nature as a governmental and public facility to shrines. ``The Matters on Small Shrines``, announced in 1917, allowed to be licensed and given the name of ``small shrine``, small-sized temples not officially recognized as a shrine. After establishing the foundation for shrines in its colony of Choseon through the propagation rule, the Shrine Temple Rule, and the Matters on Small Shrines, Japan construct Korean Shrine to cover all the people who lived in the colonial area of Korea. By the way, Japan announced the Maintenance of the Public Order Act only five months before completing Korean Shrine; and prohibited any deed contrary to the honor of the country. From 1910s through 1920s, Japan construct a foundation for governing Korea through shrines by promulgating the act related to shrine and completing Korean Shrine. Based on such relevant acts, lots of small shrines were construct, playing a key role in the spread of Shinto policy by Japan. Since 1920 the number of small shrines had exceeded the number of big shrine. The number of small shrines was over three times of and more than seven times of the number of big shrines in 1927 and 1940, respectively. This shows that ``the matters of small shrines`` promulgated in 1917 played an important role in the establishment of small shrines and in the shrine policy of Japan, as well. During the Residency General shrine was the spilit of Japan but since the occupation the Government General of Choseon filed an application for new building of shrine with Korean people together wherever practicable. Those who led the establishment of shrines among Korean people were usually high profile politically and economically. Shrine did a role of reorganization and rearrangement of Korean people under Japanese government and drag them down to inferior people in the name of Japanese Empire subject(황국신민). Thus, we should bust on their establishment of shrine. A majority of Korean people believed such shrines were only for the Japanese religion. Even knowing there was lese majesty, they didn`t recognize that such shines had been built for a foundation to govern all the Korean people in 1910s and 1920s, until forced to visit the shrines in 1930s.
