발칸의 민족주의는 종교적 근본주의와 배타적 인종주의 그리고 분리와 독립, 자치권의 확대, 영토 분쟁으로 얼룩진 정치문제가 동시에 복합적으로 내재되어 있는 문제라 그 심각성이 국제적으로 우려되고 있는 실정이다. 과거 19세기부터 20세기 전반에 걸쳐 나타난 발칸유럽의 민족주의가 서유럽제국과 오스만터키제국으로부터의 독립운동을 전제로 발전한 반면, 20세기 후반 다시 표출된 민족주의는 국내와 인접국의 다수민족과 소수민족 사이의 갈등양상으로 나타나고 있다. 이러한 갈등은 냉전시대 폐막과 더불어 극적인 유혈사태를 동반한 민족적 분리주의의 부상이라는 결과를 초래하였
고, 지난 90년대 초부터 6차례(보이보디나 자치분쟁, 크로아티아 내전, 보스니아 내전, 알바니아 내전, 코소보 분쟁, 마케도니아 자치분쟁) 이상의 크고 작은 분쟁과 내전이 발칸유럽에서 발생하였다. 사회주의 유고지역 외 발칸유럽 국가 중에서 루마니아와 불가리아는 향후 소수민족분쟁의 소지가 큰 국가로 인식되고 있으며, 알바니아는 향후 사회주의 유고지역의 알바니아인 디아스포라(Diaspora)와 무슬림의 동향을 좌지우지할 잠재적 변수이자 막후 세력으로 지목되고 있다. 루마니아 트란실바니아지역에 거주하는 150여만 명의 헝가리인은 루마니아內 제1의 소수민족 집단을 구성하고 있으며, 불가리아에는 역사적 산물로 80여만 명에 이르는 터키인들이 거주하고 있어 언제라도 제2의 코소보와 같은 민족간 분쟁으로 비화될 가능성이 크다. 발칸유럽에서 일어나고 있는 민족갈등은 1)기존 다민족국가의 분열과 해체 속에서 새롭게 형성된 소수민족 또는 단위민족에 의한 민족자결과 분리 독립의 문제, 2)다수민족 국가들 내 기존 개별 민족들 간의 지역 경계․ 귀속 변경문제에 따른 민족갈등, 3)새로운 정치 주체의 형성 속에서 수반되는 다수민족 간 헤게모니 장악을 위한 민족갈등, 4)정치적․경제적 이해관계에 놓인 국가 간의 이민 또는 분쟁지역에서 유입되는 난민 등에 의한 新소
수민족갈등 등의 형태로 그 이유와 원인이 지역에 따라 복합적․동시다발적으로 얽혀 있는 양상이다. 발칸유럽 內의 이러한 소수민족 분쟁과 그 문화적 갈등을 억제․해소하기 위한 방안으로 1)민족주의의 극단적 현상을 용납하지 않는 성숙된 분위기의 조성과 능력 있는 중재자의 역할, 2)협상과 타협을 기초로 한 평화 협정과 조약의 체결, 3)다수․소수 민족간 또는 소수ㆍ소수 민족간 제휴와 연립 그리고 협력을 위한 제도적 장치의 마련, 4)분쟁해 결과 평화유지를 위한 유럽 통합경찰의 설립, 5)분쟁당사국과 주변국의 분쟁해소 노력과 조건부 난민 처리, 6)유럽연합의 정책공조 필요성, 7)크고
작은 규모의 다양한 평화공동체 구상 등을 고려할 수 있을 것이다. 또한 민족간 분쟁과 갈등을 해소하기 위한 해결책으로 각 민족들은 민족적 자결권,이데올로기, 계층, 민족국가에 대한 국민의 충성 등을 검토하여 상황과 선호도에 따라 ‘억압(또는 억제)’, ‘민족간 동일성에 따른 재구성’, ‘권력 분배’,‘국가 건설’의 네 가지를 선택할 수 있을 것이다. ‘억압’이 어느 한쪽의 일방적인 승리에 따른 다른 쪽의 선택일 수밖에 없다면, 민족주의의 구조주의적
모델에 따라 민족동일성을 재구성하거나 다민족 국가에서의 민족간 갈등을 해소할 수 있는 ‘권력분배’ 또는 ‘제휴 민주주의’ 그리고 국제 중재자에 의한 새로운 ‘국가건설’은 긍정적 의미의 해결을 도모하는 한 측면이라 할 수
있겠다.
With the beginning of 1990, the new democracies barometer is a multinational survey of post-communist countries of Eastern and Balkan Europe. The break-up of three ethnically complex federal republics (Soviet Union, Czechoslovakia Yugoslavia) in the early 1990s resulted in 14 new independent European countries. Especially,
socialist Yugoslavia in Balkan Europe divided into five Slavic countries such as Slovenia, Croatia, Bosnia and Hercegovina, Macedonia, Serbia and Montenegro. These new states are based on specific nationalities, but it would be inappropriate to label them nation states because each has its very own minority problems.
Yugoslavia was created as a country after World War I to unite several southern Slavic groups, previously in separate countries. This area is ethnically very complex, with six principle nationalities as Serb, Croat, Muslim, Slovene, Albanian, Macedonian (if includes Montenegrin, seven principle nationalities). The most
numerous, Serbs, constituted 36% of the 1981 population (States's Year-book, 1981 census). Serbs, Croats, Slovenes and Macedonians have become the national bases of four new states. Each major ethnic group has a core area in which it forms nearly the entire population, but most groups are also scattered as significant minorities over a wide area and indeed constitute localized majorities in some areas of other republics.
Muslim (a designation of a religious community as a nationality), Serbs and Croats are the three main groups in Bosnia and Hercegovina. Albanians provided the basis for the establishment of an autonomous region in southern Serbia known as Kosovo, which thus far has not become an independent state. The Montenegrins, fewer in
number and separated from Serbs only by history, have joined them in the federal country called Serbia and Montenegro (former-New Yugoslavia), which in quotation marks here identifies the rump state left after the four other republics seceded. The proportion of Serbs rose from 36% in the former Yugoslavia to 62.3% in the Serbia
and Montenegro. Ethnic problems and minorities have reached explosive levels in post-socialist countries of Balkan Europe, particularly the socialist Yugoslavia. No single group formed a majority within it, although Serbian influence tended to predominate. Four of the country's republics have so far declared independence (Slovenia, Croatia, Bosnia and Hercegovina, Macedonia). Croatia's declaration in June 1991 sparked an
uprising by the republic's minority Serbs, who constitute about 12.2% of Croatia's population. Serbian insurgents have since seized about one-third of the territory of Croatia and about two-thirds of Bosnia and Herzegovina, with help from the Republic of Serbia and the serb-dominated federal army. Bosnia and Herzegovina has an extraordinarily complicated history, marked by periods of indigenous principalities, Hungarian rule, Turkish conquest, and administration and annexation by Austria-Hungary. Most of the inhabitants are
southern slavs and speak serbo-croatian, but they are divided by religion. Bosnia and Herzegovina made strenuous efforts to preserve ethnic balance in its government, with representation of Muslims, Serbs and Croats. It gradually loosened its ties with socialist Yugoslavia and ultimately declared its sovereignty, which wasnot accepted by Serb areas in the state. Finally, civil war resulted with activities in disgrace like ethnic cleansing or genocide. The problem of minorities in Serbia and Montenegro is exceedingly complex. The
most problematic of all is the issue of Serbian-Albanian relations and of status of Kosovo Albanians. Since the establishing of the multi-party political system in the Federal Republic of Yugoslavia, Kosovo Albanians choose an option of self-isolation regarding political and public life, and built their own independent political field and a parallel government system.
